VANCOUVER, Aug 3 (Xinhua) -- As China advances its national strategy to reduce carbon and other emission from transportation, the collaboration between Canada's Westport Innovations Inc. and various alternative energy companies in China is expected to be even more, Nicholas Sonntag, president of Westport Asia, said recently.     Sonntag spoke highly of Westport's ongoing operations in China. "Westport has a very positive impression of our cooperation with partners and government officials in China," he told Xinhua in a written interview. "There have been challenges along the way but we have a full time office in Beijing with Chinese staff that has been critical to our strategic and tactical approach to all initiatives we have undertaken in China."     Westport Innovation Inc., a leading global supplier of engine and alternative fuel power technologies that allow large vehicle engines to operate on clean-burning fuels like natural gas or hydrogen, has set up two joint ventures in China. One is BTIC Westport Inc., which produces liquefied natural gas fuel tanks for vehicles, and another is Weichai Westport Inc., which develops advanced alternative fuel engines.     Sonntag, who is also the Westport's Executive Vice President of Corporate Development, suggested Westport's operations in China have benefited from the fact that China has attached growing importance to alternative energy solutions and sustainable development.     "The rapid growth of the Chinese economy has generated opportunities in a variety of sectors and alternative energy solutions to transport is one that has seen rapid growth due to the dramatically increased levels of air pollution resulting from urban development," he said. "This rapid development has certainly presented huge challenges to the policy makers in China."     He noted that despite some setbacks, the overall direction of China's strong growth "has been maintained in a manner that tries to aggressively address the many social, environmental and physical challenges being faced."     "The deep respect and commitment to sustainable development is seen at all levels," he added. "And progress is being made with new and creative policies which are being introduced regularly."     Sonntag has been active in international engineering and sustainable development for over 35 years, working as a senior executive for organizations -- corporate and non-profit -- in China, Canada, Sweden and Switzerland. He has spent nearly six years in China, first serving at CH2M HILL -- a global full-service engineering, procurement, construction and operations firm-- as the President of the company's operations in China and Hong Kong, and then as President of Westport Asia. He moved back from Beijing to Westport's headquarters in Vancouver only a few weeks ago.     He has witnessed the changes that China's reform and opening up have brought about. From his perspective, the most notable changes have been "in the areas of legal process in the establishment of new companies and the increased commitment to protect intellectual property."     He said the issues relating to intellectual property have long been a big concern for foreign companies hoping to develop business in China. "They have been important to our investments in China since without assurances on the legal and intellectual property elements of our business, our long term strategies would be unsustainable."     He said a high value on intellectual property has now been seen in China and Chinese partners have developed the awareness of protecting their own intellectual property, adding "their motivation is in line with our motivation."     As for the economic globalization, Sonntag described China's contribution as "immense." This is a dilemma for many Chinese in a society soaked in a centuries-old drinking culture which is now travelling in private motor cars.     For Liu Kun, a 25-year-old media worker in Beijing, the choice is simple and there is only one answer - she won't even have a sip of beer before she drives.     "I didn't treat it (drink driving) seriously before," said Liu, who has been driving for three years. "But now I obey the rules strictly."     Liu is one of many Chinese motorists sobering up and thinking twice about their onetime drinking and driving. This situation has been brought about by a spate of serious drink driving accidents in China, including fatalities. The situation has sparked a public outcry.     Chinese police launched a two-month nationwide crackdown against driving under the influence (DUI) two weeks ago, following a series of shocking cases in which drunk drivers killed pedestrians. By Friday, 28,880 drivers had been caught and punished for DUI, the Ministry of Public Security said.     Kong Linnan, a 25-year-old Beijing resident, said: "Drink drivers should be severely penalized. They are irresponsible about their own lives, let alone others."     Besides changing attitudes, the crackdown has brought about an unexpected boom to once sluggish businesses, such as drive-home services that help carry home drinkers by contracting relief drivers.     He Jin, chief executive of the Beijing Benaoanda Drive-back Company, said his company had carried home more than 110 customers every day in the past week, 20 times more than five years ago when his service was established. The company charges 80 yuan (12 U.S. dollars) for each journey.     Now about seven or eight companies in Beijing are providing similar services, He said.     "Taking a cab is a cheaper way to carry a drinker back home. But many taxi drivers are rather reluctant to do it," said He.     Zhang Changyun, a Beijing taxi driver, said, "They always throw up in my cab. It's nasty. I can't use my cab for the whole day." He often did not handle drinking well, but often had his arm twisted to drink alcohol at business banquets.     Yi Rong, Gao's wife, said that tighter DUI law enforcement helped lessen the worries of drivers' families.     "I'm so happy that China's alcohol culture is starting to change," said Yi.          BOOMS AND WORRIES     Alcohol-free beer is also doing well because of the crackdown. Many restaurants now sell this beer which contains less ethyl alcohol.     Yu Li, manager of Veganhut, a health restaurant in Beijing's Central Business District, said, "We sell only alcohol-free beer and it's selling well. It's a new trend in dining."     Ding Guangxue, deputy chief executive of the Yanjing Beer Group, said the brewerery's output of alcohol-free beer was more than 4 million bottles this month, registering a 10 percent year-on-year increase.     But alcohol-free beer is not totally free from ethanol. "Two bottles may raise your blood alcohol to the limit," said Ding.     The crackdown is also worrying China's catering industry which makes large profits out of liquor, since beer sold at a restaurant can be priced four times higher than in a supermarket.     Zhang Zhenjiang, general secretary of Beijing Association for Liquor and Spirits Circulation, said, "We're worried that tighter control could dent profits and raise costs."     "Alcohol-free has only a small share of sales. It cannot replace ordinary liquor," said Zhang.     On the Internet, some netizens are suggesting restaurants be obliged to dissuade their driving customers from drinking.     But Fu Guiping, a corporate lawyer with Beijing Huatian Catering Group, said liquor outlets had no power or obligation to manage affairs that should be carried by the law enforcement sector.     "It's unfair to put responsibility on the shoulders of businesses," said Fu. "It calls for efforts from all walks of life."

HONG KONG, Aug. 29 (Xinhua) -- China has made great progress in gender equality and empowering women in the past 60 years, well on track to achieve the Millennium Development Goals (MDGs) by 2015, said a senior UN official on Saturday at the Asia Pacific Women Forum held in Hong Kong.     Khalid Malik, the United Nations Resident Coordinator and the UN Development Program resident representative in China, quoted Chairman Mao Zedong's famous remarks "Women holding up half of the sky" to review China's good will and determination in promoting gender equality.     He noted that the People's Republic of China has witnessed important progress since its founding nearly 60 years ago, with gender equality as the country's basic national policy and one of the core elements to pursue a harmonious society.     Six years away from the deadline of MDGs, China is now well on track for further progress to meet the goal in promoting gender equality, said Malik.     "There is almost no gender disparity to Chinese women's access to a living market, and there is much that the Asia-Pacific region can learn from China's lessons," he said.     The eight MDGs, set by world leaders at a UN summit meeting in 2000, also include relieving poverty, popularizing primary education, reducing child mortality and ensuring environmental sustainability.     As the Asia-Pacific region emerges stronger than any other one from the undergoing global financial crisis, he also believed the women in the region have a real prospect in redefining and strengthening their role in economy and society amid "a time of great changes".     "Women are the driving force to overcome poverty and hunger, fight illiteracy, prevent the spread of diseases and promote stability," he said.     More efforts were needed yet, Malik added. He urged both China and the whole region to eliminate even more bias towards empowering women and to bring the gender equality to a whole new level on the foundation of all the progress that has been made so far.

BEIJING, Oct. 3 (Xinhua) -- Most parts of China saw limited rainfall through Saturday as people could get view of a bright full moon in clear meteorological conditions at the traditional Mid-Autumn Festival.     Only the southwestern and part of the northwestern regions saw some rainfalls, but starting Sunday, weather in those regions will also clear up for the locals to get view of the full moon, according to China Meteorological Administration.     In the coming three days, parts of the northwestern Xinjiang Uygur Autonomous Region expect a weak rainfall with strong wind. Temperature will drop 4-8 degrees Celsius after the cold front moves over the region.     Meanwhile, parts of the northeastern Inner Mongolia Autonomous Region and Heilongjiang Province will also see some weak rainfalls in the next three days.     The Administration also warns of twin typhoons Parma and Melor churning in the Pacific Ocean.     Typhoon Parma which now is bearing down on the Philippines expects to bring gales and major rainfalls along China's southeastern regions in its course during the coming three days.
