Land authorities in six Chinese cities including Beijing have illegally charged 1.1 billion yuan (US6.7 million) on enterprises so far this year, adding fuel to the nation's soaring housing prices. This was discovered by the National Development and Reform Commission, China's top planning body, during examinations of charges on businesses in Beijing, Shijiazhuang, Jinan, Guangzhou, Chengdu and Xi'an, the Beijing News said Saturday. The amount was well beyond the total illegal charges collected by eight departments for the whole year of 2006, said Li Lei, head of NDRC's Price Supervision Department. Quoting estimates by the land authorities, which say land costs account for 20 percent to 50 percent of the housing prices, Li said the behavior of these authorities has made the runaway housing prices worse. LAS VEGAS -- Three men enslaved more than 20 members of a Chinese acrobatic team, feeding them little, paying them next to nothing to perform and confiscating their passports and visas, US authorities said. A woman who worked as an interpreter for China Star Acrobats escaped late last month and contacted authorities, the FBI said. She told police she and 20 teammates -- including five teens ages 14 to 17 -- were being held against their will. Social workers interviewed 14 of them Friday, according to a criminal complaint. "They literally hugged the investigators when they arrived," said FBI spokesman David Staretz. You Zhi Li, 38, Yang Shen, 21, and Jun Hu, 43, were arrested this week on slavery charges. A preliminary hearing was scheduled for July 13. The acrobats said Li promised them 0 (euro220) to ,600 (euro1,174) a month to perform with the China Star Acrobats, a team that traveled and performed at schools across the United States. "It's a cultural program," said Anthony Wright, Li's court-appointed defense attorney. "Chinese folks get to come over here and learn about America." Prosecutors said the acrobats were forced to stay in Li's home, where up to six lived in each bedroom. Most had been brought to Las Vegas months ago. The acrobats told authorities they were fed minimal amounts of instant noodles, rice and vegetables twice a day. They said they sometimes had to perform twice a day, were awakened early and did not get to sleep until very late. According to the complaint, Li confiscated visas and passports and told them their phone calls home would be monitored. One girl who performed as a contortionist told authorities she was being paid (euro36) a month, while a boy who said he had been traveling with the troupe for two years said he received 0 (euro73) per month. The acrobats are now being provided shelter, food and medical attention, said Terri Miller, director of the Anti-Trafficking League Against Slavery, a task force formed last year in the Las Vegas Valley.

The government is to increase the level of pensions and housing subsidies for poor families in a bid to bridge the widening income gap. A State Council meeting chaired by Premier Wen Jiabao on Wednesday pledged to increase pensions for more than 40 million retirees from State-owned enterprises over the next three years. The government has already raised their pensions in the past three years by an average of 8 percent a year. But the cabinet considers the present pension level "still quite low". It said the increases over the next three years would exceed the rises made between 2005 and 2007 to "further ease social tensions caused by the income gap". The move is aimed at helping retired senior technology professionals and those who now get a relatively low pension. The cabinet ordered local governments to make sure this year's pensions are paid by the end of the month. While pledging to regularize pension increases, the cabinet also called for the development of other forms of pension rather than solely relying on the budget. It mentioned commercial and enterprise-funded insurance schemes. The average pension of enterprise employees is about 750 yuan (0) per month - the minimum salary set for developed cities, including Beijing. "With my pension, I can just about make ends meet. Consumer prices have kept on rising in the first half of this year," a 72-year-old retiree said. The cabinet also endorsed a plan to provide affordable housing to urban low-income groups. The policy aims to provide rent subsidies or low-rent housing for those who cannot afford commercial housing in the cities. By pledging to set aside more funding and land for the construction and acquisition of such housing, the government hopes to provide low-rent housing for all low-income urban residents - not just the poorest - by the end of 2010. The government aims to achieve this goal through multi-channels - construction, purchases, renovation and donations. "With the country's economic boom, it's time to share the pie with all levels of society," Chen Liangwen, an economic researcher with Peking University, said.

Chinese government said on Tuesday Vietnam had caused concern by agreeing with BP, a British oil company, to build a gas pipeline in the South China Sea. "China has indisputable sovereignty over the Nansha Islands and neighboring areas," Foreign Ministry spokesman Qin Gang said in Beijing."Vietnam's new actions infringing on China's sovereignty, sovereign power and administrative rights in the Nansha Islands (in the South China Sea) go against the important consensus reached by leaders of the two countries on this maritime issue," he emphasized. "It is not beneficial to stability in the South China Sea area. China is paying close attention, and we have already made serious representations to the Vietnamese side," the spokesman said. "With everyone's hard work, the situation in the South China Sea has been stable." "It is a publicly listed company and has to conform to its international obligations and laws," he said. Shanghai -- British Prime Minister Gordon Brown hailed a new era of environmental cooperation between Britain and China on Saturday and called for a renewed drive for a world trade deal.Brown visited a highly efficient gas-fired power station in Beijing and studied the plans for an environmentally friendly town to be built near Shanghai to underline his keenness to cooperate with China on fighting global warming."We now enter this new era of environmental cooperation," Brown told a news conference in Shanghai after listening to a presentation on Dongtan, billed as the world's first eco-city.Construction is due to start early this year at Dongtan, designed by British engineering firm Arup. The court accepted 19 of them.     The claims were made against publishers based in Shanghai, Chongqing and other places, according to documents from the court.     Qi Bingyi, the painter's grandson said all the art works of his grandfather should enjoy the protection of copyright for 50 years after his death in 1957, but the publishers printed, published and sold the copies of the works without permission and also failed to pay contribution fees.     The largest damages claim ranged from 100,000 yuan to more than three million yuan.     The evidence that the plaintiffs collected included more than 100 items, including books, gold coins, paintings and seals.     The court began hearing four of the suits on Feb. 25 and a decision is yet to be handed down.
