BEIJING, March 13 (Xinhua) -- The National People's Congress (NPC), China's top legislature, on Friday expressed strong indignation and opposition to a European Parliament resolution on Tibet.     "We are strongly indignant with and opposed to the act that intervenes in China's internal affairs, damages China-Europe relations and hurts the Chinese people's feelings," the NPC Foreign Affairs Committee said in a statement.     Regardless of China's repeated stern representation, the European Parliament, stirred up by a few of its members, insisted on approving a resolution on Tibet, which distorts the facts and again encourages the ** Lama's separatist practice, in an attempt to internationalize the Tibet-related issues," said the statement.     Tibet is an inalienable part of the Chinese territory and Tibetan affairs are purely China's domestic affairs, the statement said, adding that any foreign government and organization does not have the right to intervene in China's internal affairs.     The Tibet Autonomous Region has achieved economic development, national unity and social harmony and people there have been living and working in peace since the democratic reforms 50 years ago, the statement said.     Over the past few years, the Chinese central government has carried out a number of contacts and dialogues with patience and sincerity with the ** Lama's representatives.     However, as the ** Lama has not stopped his separatist activities, no substantial progress was made through the dialogues.     ** Lama's Memorandum on Genuine Autonomy for the Tibetan People, under the veil of claiming autonomy, actually seeks political independence for Tibet and runs against China's Constitution. It will be inevitably opposed by all the Chinese people, the statement said.     The ** Lama claimed that rather than seeking for "Tibet independence ", he only asked for "high degree of autonomy" and "genuine autonomy" and insisted on "nonviolence".     However, ** Lama's so-called "genuine autonomy" aimed to restore his reign in Tibet that integrating religion and state, and establish a supposed "greater Tibet area" which covers nearly a quarter of China's territory. The so-called "greater Tibet area" does not exist in history, nor does it have an actual ground     The claim also asked the Chinese central government to withdraw armies and all the non-Tibetans from the "greater Tibet area". The essence of these claims is advocating "Tibet independence " or meant for "gradual or covert Tibet independence," the statement said.     The ** Lama claimed that he insisted on "nonviolence", but the violent riots in Lhasa staged by the ** Lama's followers on March 14 last year proved that they have never stopped violent activities.     The allegations of the ** Lama were only disguise for his separatist stance and violent criminal activities. They were also packaging to defraud the international society of sympathy and support, the statement said.     "Our disputes with the ** Lama is neither the ethnic issue, nor religious issue, or human rights, but a major principled issue concerning China's sovereignty and territorial integrity, " it said.     The Chinese central government's policy toward the ** Lama is consistent and clear cut, the statement said, adding the door is always open for contacts and talks with him.     The key for positive progresses of contacts and talks rest with whether the ** Lama would give up his wrong stance and separatist behaviors, reexamine his political opinions and make aright choice beneficial to the country, the people, the history and himself.     The statement also said, it is in line with the common interest of China and the Europe to enhance mutual beneficial cooperation on an equal footing.     "A handful European parliament members, who hold prejudice against China, have very readily and repeatedly proposed groundless resolutions on Tibet-related issues," it said.     These resolutions deliberately slandered against China's image, sent wrong signals to the ** Lama's supporters and boost arrogance of the pro-Tibet campaigners.     These European parliament members should be warned sternly to get a clear understanding of the situation and respect the facts. Any conspiracies to interfere in China's internal affairs are doomed to fail, it said.     The NPC values relations with the European parliament and requests the European parliament to proceed from the overall interest of China-EU relations, discard ideological prejudice, adopt a fair and objective stance and do more things that conducive to the healthy development of China-EU comprehensive strategic partnership, said the statement.     Also on Friday, Chinese Foreign Ministry spokesman Ma Zhaoxu urged the European Parliament to confirm to the public opinions, immediately stop interfering in China's internal affairs using the Tibet-related issue and work with China to maintain the overall situation of China-EU relations.

MOSCOW, March 22 (Xinhua) -- Top think tanks from Russia and China discussed a wide range of security issues of common concern at a two-day seminar that ended here Sunday.     participants at the seminar exchanged ideas on world economic and political trend, the situation in Central Asia, and prospects for the Shanghai Cooperation Organization (SCO) under the global security framework.     The seminar, "Russia and China in a new era," was co-chaired by China Institute for International Strategic Studies (CIISS) and Russian Council for Foreign and Defense Policy (CFDP).     Xiong Guangkai, chairman of the CIISS, and Sergei Karaganov, head of the CFDP, attended the meeting.     Participants in the meeting agreed that the current world is ata stage of profound change and major readjustment. The ongoing financial crisis has led to greater instability in global and regional situation. Yet, the world will continue to move towards multi-polarization despite emerging complexities in global situation.     Both sides believed that safeguarding security and stability in Central Asia serves the common strategic interests of China and Russia, and is also a necessity for deepening the two countries' strategic cooperation.     They also agreed the SCO, as a new organization of regional security cooperation, not only accords with fundamental interests of all the SCO members, but also contributes to regional and global peace and security. BEIJING, March 27 (Xinhua) -- Chinese President Hu Jintao said here Friday that the "good situation" in today's Tibet was "hard-earned and should be highly cherished."     Hu said during his visit to an exhibition marking the 50th Anniversary of Democratic Reform in Tibet, at the Cultural Palace of Nationalities in Beijing, that the reform 50 years ago was "the most extensive, profound and progressive social transformation in the history of Tibet."     All the nine members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee visited the exhibition, including top legislator Wu Bangguo, Premier Wen Jiabao, and top political advisor Jia Qinglin. LHASA, March 14 (Xinhua) -- Five bouquets of lily and chrysanthemum, one for each of the five young women who died in the riots exactly a year ago.     "We are here today, to bring you our best regards," murmured Tang Qingyan, manager of the Yishion casual wear outlet in downtown Lhasa. "May you be happy every day in heaven."     Yishion, one of the 908 shops torched by the rioters on March 14, 2008, lost five employees, including four Han nationals and one Tibetan. The women were aged between 19 and 24.     Exactly a year after the tragedy, Tang brought six employees to mourn the dead Saturday on the exposed riverbed of the Lhasa River, whose water has, in the dry season, given way to a huge expanse of sand and cobblestones.     The place was quietly sandwiched between high mountains and the "Sun Island", Lhasa's new development project with restaurants, apartments and villas. The occasional whining chirps of aquatic birds added to people's woes.     Silently, the group laid offerings on the ground: five candles, piles of "paper money", incense sticks, and two strings of firecrackers.     "Here, we've brought you some money, too, so that you won't be short of cash," said Tang as he led four young women and two men to put the "paper money" in a little flame they lit on the ground.     The Chinese traditionally burn "paper money" for the deceased, hoping they would have enough cash in the afterlife.     "Dear sister, I've got your favorite sweater," Zeng Yaoyao sobbed as she put a white sweater in the flame. "Please rest in peace."     Zeng, 20, said she dreamed of her cousin Yang Dongmei Friday night. "I was so excited I ran up to embrace her. Then she said something about her sweater. "I used to spend a lot of time with her at her store after work. Now that she's gone, I feel closer to her by doing her job."     Six sales women huddled together on the second floor of the store when rioters set the ground floor on fire. Zhoi'ma, 24, was the only one to escape the fire site at the last minute.     A year after the tragedy, the nightmare still clings to Zhoi'ma, who refused to talk to the media and stayed away from the mourning. "We called many times on her cell phone, but she didn't answer," said Tang. "She told me this morning she was going to mourn her friend Zhoi'gar in the Tibetan way, and at monasteries."     Towards the end of the mourning, the flames spread to burn card-boards they had carefully propped up with cobblestones to contain the fire. With all the offerings burnt, the group threw the bouquets into the river. A young man lit firecrackers before he stood with others, bowed, and paid a silent tribute to the dead.     Four police officers, who had been silently watching the scene, lowered their heads, too. "It's sad indeed. That's why we have tightened security this year to avoid similar tragedies," said one of them, who refused to be named.     Tang still stays in touch with families of the dead.     "These good girls were all their families" breadwinners," he said. "Her cousin used to work in Lhasa, but left for home before the new year holidays," said Tang.     "I had planned to take all my 14 employees here to mourn them today, but I didn't want everyone to point to my store and say 'hey, look, Yishion is closed,'" he said. "Together, we'll try to walk out of the shadow soon."

JINAN, March 17 (Xinhua) -- The Premier of the Democratic People's Republic of Korea (DPRK), Kim Yong Il, has vowed closer cooperation with east China's Shandong Province.     Kim arrived in Beijing Tuesday before traveling to Jinan, capital of Shandong, on his first China trip as premier. The visit, made at the invitation of Chinese Premier Wen Jiabao, is scheduled to end March 21.     In a meeting with Shandong officials, Kim said the traditional bilateral friendship nurtured by leaders of the elder generations had witnessed sound development over the years.     Calling his China tour an important part of the China-DPRK Friendship Year, an annual bilateral exchange program, Kim said the DPRK is willing to further strengthen cooperation with Shandong in various areas including politics, economics and culture.     Shandong's Communist Party chief, Jiang Yikang, told Kim the province hopes to use the opportunity of the China-DPRK Friendship Year to carry out substantial cooperation with the DPRK.     Kim will conclude his visit to Shandong on Wednesday and return to Beijing for activities marking the 60th anniversary of the China-DPRK diplomatic ties.

BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.
