BEIJING, Feb. 20 (Xinhua) -- A total of 53.36 million Mu (about 3.56 million hectares) of crops in China had been affected by severe drought by Saturday, said the Office of State Flood Control and Drought Relief Headquarters. The drought, mostly in China's southwestern provinces including Yunnan and Guizhou, had damaged crops and caused water shortage to both people and livestock.In Yunnan, the worst drought-stricken province, up to 31.48 million Mu of crops had been affected, with 11.53 million Mu seriously damaged and 6.16 million Mu destroyed. BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.  Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

BEIJING, March 9 (Xinhua) -- China would step up work to monitor non-banking financing, said the China Banking Regulatory Commission (CBRC) Tuesday in a statement on its web-site.More focus would be put on businesses in connection with trust companies and the real estate sector to prevent banks from using non-banking financing to circumvent policies, said Liu Mingkang, chairman of the CBRC.The 2010 government loan target is 7.5 trillion yuan (1.10 trillion U.S. dollars). But in January alone, banks extended 1.39 trillion yuan in new loans -- 18.53 percent of the full-year target.More work should be done to improve risk management capacity to achieve sustainable development of the non-banking financing sector, Liu said.Non-banking financial institutions under the CBRC supervision include trust companies, finance companies, financial leasing companies, auto financing companies and money brokers.

BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday.It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each.The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation.The Spring Festival, or the Lunar New Year, falls on Sunday. BEIJING, March 20 (Xinhua) -- The appreciation of renminbi, or China's currency yuan, will not help tackle the global economic imbalance, economists said here Saturday.The idea that yuan's appreciation would cure global economic imbalance was not going to happen, Angel Gurria, secretary general of the Organization for Economic Cooperation and Development, said at the China Development Forum 2010.To solve trade imbalance, countries such as the United States and China should seek measures to encourage domestic consumption, improve social well-being and reform pension system, instead of sticking to the exchange rate issue, Gurria said.The exchange rate adjustment, especially between the United States and China, would not help cut the U.S. trade deficit, while one way to tackle the problem is to loose restrictions on high-technology exports to China, Nobel Prize-winning economist Joseph Stiglitz said.Since China overtook Germany to become the world's largest exporter, the country is facing increasing criticism for devaluating the yuan to earn artificial price advantages. Some U.S. senators have recently ratcheted up pressure on yuan appreciation and urged the government to label China as currency manipulator."If the U.S. government names China as a currency manipulator, quite unfortunately, it will hurt the bilateral relations at least in short and medium term," said Li Daokui, director of the Center for China in the World Economy of Tsinghua University."The two countries should be cooperative to solve the problem, while naming China as a currency manipulator will be no help," Li said."After all, it will not be in the interests of the United States, China and the whole world if the two countries' disputes escalate into a trade war," he said.

YAOUNDE, March 23 (Xinhua) -- China and Cameroon said on Tuesday that they would make joint efforts to step up their parliamentary ties.The pledge came out of the hour-long talks between China's top political advisor Jia Qinglin and President of National Assembly of Cameroon Cavaye Djibril.Jia, the chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, is on a three-day official visit to the central African nation.This is the first visit to the African continent by a senior Chinese leader this year.Jia said that exchange and cooperation between the CPPCC and National Assembly of Cameroon would help boost people-to-people relationship and state-to-state relationship."The CPPCC would like to increase personnel exchanges with the National Assembly of Cameroon and discuss how to run the state and promote livelihood," Jia said.Djibril said the National Assembly of Cameroon stands ready to work more closely with the National People's Congress, China's top legislature, and the CPPCC.On the broader China-Cameroon relationship, Jia said the two countries have withstood the test of time and vicissitudes in the international arena since they established the diplomatic ties in 1971."The two countries have reaped new harvests in recent years," Jia said, referring to bilateral cooperation in trade and economy, science and technology, education, among others.China appreciated Cameroon's adherence to the one-China policy and support to the most populous country on issues concerning China's core interests, Jia said.Jia reaffirmed that China would work with Cameroon and other African countries to implement eight new measures announced last year by Premier Wen Jiabao, including debt cancellation, agriculture production, infrastructure, education.As China and Cameroon will mark the 40th anniversary of the diplomatic ties, Jia called on the both sides to take the opportunity to boost exchanges at all levels and hold celebrations to uplift the relationship.Echoing Jia's proposal, Djibril said his country would like to cooperate with China to advance relationship and generate benefit for their peoples.Following the talks, Jia also delivered a key-note speech on China-African relationship.Jia will meet with President of Cameroon Paul Biya on Wednesday.Cameroon is the first leg of Jia's ten-day African tour which will also take him to Namibia and South Africa.
