CANBERRA, Feb. 6 (Xinhua) -- Queensland mining magnate Clive Palmer said Saturday his company has secured Australia's largest coal export deal with China. The Resourcehouse chairman said the company had reached a 20-year agreement with one of China's largest power companies, China Power International Development, the flagship company of China Power Investment Corporation (CPI)."This deal with CPI is Australia's biggest ever export contract," Palmer said in a statement."This is Australia's largest single, non-syndicated, finance deal and the interest from China highlights the strength of the project and the benefits for Queensland and Australia in developing a new world class coal region such as the Galilee Basin," he told reporters."There will be four underground mines and two open cut mines," he said.Meanwhile, Queensland Premier Anna Bligh said there was some environmental red tape to negotiate before the project was approved but she did not expect any last-minute problems."It is world demand which is making it a commercial opportunity," Bligh said.More than 100 million additional tons of coal could be exported every year from Queensland because of new projects under consideration by the state government.

UNITED NATIONS, Jan. 27 (Xinhua) -- China's UN Ambassador Zhang Yesui on Wednesday called on concerned parties to create " favorable conditions" for an early resumption of Palestinian- Israeli peace talks.Addressing the Security Council in an open debate, Zhang, the council president for January, said that China remains "deeply concerned over the stalemate in the Middle East peace process and the bleak prospects for resumption of the peace talks.""We hope the parties concerned will strengthen their belief in the peace talks, overcome the difficulties and interruptions, create favorable conditions for an early resumption of the peace talks, and avoid acts that may erode the mutual trust or prejudge the outcome of the negotiations," he said.Zhang urged Israel to freeze all settlements activity and cease the building of separation walls."We urge Israel to open all the border crossings to Gaza, and ensure that the region achieves reconstruction as soon as possible and its people return to normal life," he said.Zhang also emphasized the importance of Palestine's internal reconciliation, voicing hope that all factions "bear in mind the long-term interests of the nation and work together to strive for the Middle East peace process."He also urged the international community to "redouble its efforts to push for all parties to build the momentum for negotiations and inject new impetus into the peace process."

BEIJING, Jan. 25 (Xinhua) -- Emissions of sulfur dioxide, a major pollutant, in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said here Monday.Zhou told a national conference that sulfur dioxide emissions were down 24.6 percent compared with that of 2005.The government set the target of cutting emissions of major pollutants, such as sulfur dioxide and chemical oxygen demand (COD), a measure of water pollution, by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the target was set at the beginning of 2006.He said the successful reduction of sulfur dioxide emissions could be attributed to the use of desulfurization. Statistics show China had built more than 411 million kilowatts of desulfurization units since 2006.However, he said it was still difficult to reduce the amount of COD and the reduction progress was far different among regions. He said this year was the last year in achieving the 11th Five-Year Plan and the government appraisal showed that the environmental protection goal set in the plan could be achieved in time.Zhou said more than 400,000 tonnes of sulfur dioxide would be reduced this year and another 200,000 tonnes of COD would be cut down after the 11th Five-Year Plan was met.

BEIJING, Feb. 5 (Xinhua) -- The State Council of China Friday issued an urgent notice urging relevant departments and local authorities to settle pay disputes involving migrant workers as millions of them are heading home for lunar new year reunion. The notice asked local governments and relevant departments to prioritize in their work the settlement of migrant workers' back pay dispute with their employers. It underlined the construction industry where back pay disputes often happen. It also ordered local governments to improve the emergency management system to respond to possible mass incidents caused by pay disputes. Two migrant workers were stabbed to death by their employer over a pay dispute Wednesday in central China's Henan Province. The two men asked for wages on behalf of 17 fellow workers and got into a fight with their labor contractor after being told that their monthly payment had been docked by over 100 yuan (about 14.6 U.S. dollars), and then were stabbed in the neck with a fruit knife by the contractor. In China, millions of migrant workers from the countryside make their living in booming cities. Back pay to migrant workers has affected the income of the rural population for a long time and is considered a "chronic illness" undermining social stability.

BEIJING, Jan. 17 (Xinhua) -- The United States needs to face up to its own imbalances rather than engage in more China bashing over trade, said world-renowned economist Stephen Roach.     "The West, especially the United States, needs to take a long hard look in the mirror and face up to its own imbalances. Hypocrisy is not a recipe for global statesmanship," wrote Roach in Singapore's leading financial daily Business Times this week.     As U.S. congress and the White House look toward the mid-term elections of 2010, Washington could well up the ante on China bashing -- moving from a rhetorical assault to widespread trade sanctions, predicted Roach, chairman of Morgan Stanley Asia.     He noted that the United States has already imposed trade sanctions on Chinese exports of tyres, coated paper product and steel piping and grating in recent month.     Roach argued that the expected salvo from Washington was apparently built on hypocrisy as the United States itself should also be held accountable for the global economic imbalances.     Meaningful progress on global rebalancing could not occur without progress by both China and the United States and that China has a more optimistic prospect of achieving rebalancing, he said.     "There is good reason to believe that China ... is about to take dramatic steps in rebalancing its domestic economy in a fashion that would provide a sustained and meaningful reduction in its current account surplus."     China viewed the recent crisis and recession as an unmistakable wake-up call, which left the country with little choice other than to shift the sources of its GDP growth from external to internal markets, he said.     However, it was hard to be sanguine about the outlook for America's saving and current account imbalance.     "The United States, with its massive shortfall in domestic saving, has come to rely heavily on surplus saving from abroad to fund economic growth. And it must run massive current account deficits in order to attract that capital," he said.     All nations need to be accountable for the role they need to play in driving a long overdue global rebalancing, said Roach. "It would be the height of folly to try and force China into a counter-productive approach, especially since it appears to be taking its own rebalancing agenda very seriously."

BEIJING, Feb. 26 (Xinhua) -- China's macroeconomic management would be put to the test both by the domestic and international markets in 2010, said Chairman of National Development and Reform Commission (NDRC) Zhang Ping Friday. The country's fiscal and monetary policies would be tested given the uncertainties of 2010, Zhang said."As to monetary policies, if the bank continues to provide easy loans, inflation may occur. But if the government tightens monetary policies too soon, the economy may relapse into recession." said Li Daokui, director of the Center for China in the World Economy, Tsinghua University.Last year, Chinese banks lent an unprecedented 9.6 trillion yuan (1.4 trillion U.S. dollars), nearly twice as much as 2008, and nearly half of 2009's gross domestic product (GDP).This year, for fear of asset bubbles and bad loans, the banking regulators have begun to put the brakes on bank lending. The People's Bank of China (PBOC), China's central bank, raised the reserve ratio by 0.5 of a percentage point earlier this month, hoping to reduce lending.According to the PBOC, new loans in January totalled 1.39 trillion yuan, down 230 billion yuan year-on-year, and China Banking Regulatory Commission Chairman Liu Mingkang said the Chinese government planned to restrict credit supply to 7.5 trillion yuan (about 1.1 trillion U.S.dollars) in 2010.Too much public investment caused weak private investment and overcapacity in some industries like steel, said Zhang Xiaoqiang, vice chairman of the NDRC."There's uncertainties about economic growth restructuring and fiscal stimulus plans," said Tang Min, vice secretary-general of China Development Research Foundation. The central government allocated about 924.3 billion yuan for public spending last year, 503.8 billion yuan more than the 2008 budget, said Finance Minister Xie Xuren. To face the challenges, fiscal policies would focus on consumption stimulus and development of new economic sectors like new energy industries, said Xie at the Central Economic Work Conference held last month.
