BEIJING, Aug. 4 (Xinhua) -- Salary increases for executives of state-owned enterprises (SOE) should be in line with those for employees, Hu Xiaoyi, China's Vice Minister of Human Resources and Social Security, said Tuesday.     Hu said that the government was formulating a document to regulate more effectively SOE executives' salary plans, and the document would be released in the near future.     "The disparity between executives' and employees' salary rises should not be alarmingly large," Hu said, noting long-term incentives as well short-term incentives should be used for SOE executives.     The State-owned Assets Supervision and Administration Commission is responsible for the regulation of 136 centrally-administered SOEs.

TANGSHAN, Hebei Province, Oct. 16 (Xinhua) -- Chinese top political advisor Jia Qinglin Friday called for international cooperation, shared responsibility and dialogue to promote sustainable development worldwide.     "Green development should be a common cause for the world," said Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) at the opening ceremony of the first Caofeidian Forum held in Tangshan, northern Hebei Province. BEIJING, Sept. 7 (Xinhua) -- China vows to strengthen the prevention and control of the A/H1N1 flu virus in the run-up to the National Day celebrations, amid fears that the situation will worsen through autumn. According to a statement released after a meeting held by the State Council here Monday, schools are currently the key places in the country's fight against the virus and classes should be suspended "properly" to avoid mass infection when an outbreak occurs.     "Currently the global epidemic situation is getting worse. As autumn comes, the number of domestic cases in China is also on the rise... The prevention and control work faces fresh obstacles," said the statement.     Primary and secondary schools in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, remained closed Monday in the wake of a recent outbreak of 43 A/H1N1 influenza cases.     Similar outbreaks have also been reported at schools in other regions, including the provinces of Henan, Hunan, Jiangsu, Anhui and Hainan, as well as the Guangxi Zhuang Autonomous Region.     The State Council urged railway and aviation departments to improve their emergency plan against possible epidemic outbreak in crowded situations.     According to the statement, medical staff, technical equipment and materials should be ready at any moment in case of an emergency -- especially around the National Day, which falls on Oct. 1.     In addition, the State Council urged medical companies to stock vaccine and other medicines and ensure vaccine safety for human use.     The meeting was presided over by premier Wen Jiabao.     By last Friday night, 4,415 cases of A/H1N1 flu had been reported on the Chinese mainland, of which 3,577 have recovered. There have been no deaths from A/H1N1 in main land China.

BEIJING, Sept. 29 (Xinhua) -- China attaches great importance to U.S. President Barack Obama's visit in November, a senior Chinese official told visiting U.S. Deputy Secretary of State James Steinberg in Beijing Tuesday.     State Councilor Dai Bingguo said China would work with the U.S. to ensure the success of this visit.     Steinberg, who arrived in China Monday, said President Obama was looking forward to his visit, and hoped it would promote U.S.-China relations.     Dai said relations between the two countries had developed vigorously with close exchanges and cooperation since the Obama administration took office.     The two sides should work together for the continuous and steady development of bilateral ties, Dai said.     A key mission of Steinberg's China trip is to prepare for Obama's visit. It is part of the senior U.S. diplomat's week-long tour of Asia, which also takes him to Hanoi, Kuala Lumpur, Seoul and Tokyo.     He said Obama considered his meeting with President Hu Jintao in New York last week had given an impetus to bilateral ties.     Obama's visit would "mark an important milestone in building mutual trust and respect between the people of China and the United States," said a statement from the U.S. Embassy in Beijing late Tuesday on his departure from China.     In a separate meeting with Chinese Vice President Xi Jinping, Steinberg reiterated that the United States would continue with the one-China policy and respect China's sovereignty and territorial integrity, which were considered by the U.S. government the crucial principle in handling bilateral ties.     After expounding China's stance on Taiwan and issues concerning Tibet and Xinjiang, Xi said respect and care for each side's core interests and major concerns was the key to the healthy and steady growth of ties.     Xi called on the U.S. side to handle concerned issues in a "prudent" and "appropriate" way, to safeguard China-U.S. relations.     Steinberg said President Obama had several times stressed the great importance of U.S.-China relations since he took office in January.     The United States hoped to reveal to the world through President Obama's China visit that the two countries were willing to jointly respond to global challenges, including the global financial crisis, terrorism and non-proliferation, he said.     Xi called on joint efforts from both countries to ensure "positive results" from Obama's China tour.     "President Hu Jintao had successful meeting with President Obama in New York last week, in which they reached new important consensus on promoting active, all-round development of bilateral ties," said Xi.     "China is ready to work closely with the United States to implement the important consensus reached by the two heads of state, enhance strategic trust and substantial cooperation in various areas, and properly handle differences and sensitive issues," Xi said.

PHUKET, Thailand, July 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi underlined here Wednesday the importance of tapping new areas of economic growth so as to enhance cooperation between China and the Association of Southeast Asia Nations (ASEAN).     Yang noted that one area of development is to implement plans to enhance agricultural productivity by drawing on advanced technology and to accelerate the cooperation on new and renewable energies. The ASEAN-China Foreign Ministers' Meeting is held in Phuket, Thailand, on July 22, 2009."We have maintained high-level exchanges, enhanced political mutual trust, shared development experience and strengthened confidence in cooperation," Yang said at the China-ASEAN Foreign Ministers' Meeting on Wednesday afternoon.     China and ASEAN have completed negotiations on the China-ASEAN Investment Agreement, paving the way for the full establishment of the China-ASEAN Free Trade Area (CAFTA) in 2010.     The ASEAN on Monday appreciated China's active role in developing transportation infrastructure between the two sides and welcomed the establishment of the 10 billion U.S. dollar fund for bilateral investment cooperation.     In April, Chinese Premier Wen Jiabao said that China has decided to set up a 10 billion U.S. dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructural development in the region.

BEIJING, Aug. 29 (Xinhua) -- China's limits on the use of plastic bags cut crude oil consumption by 3 million tonnes per year, according to the National Development and Reform Commission (NDRC).     Since June 1, 2008, all Chinese retailers, including supermarkets, department stores and groceries, no longer provided free plastic shopping bags. In addition, China banned ultra-thin plastic bags, or those thinner than 0.025 mm.     China is trying to cut the use of plastic bags in a bid to reduce energy consumption and polluting emissions.     The plastic bag limits could save about 2.4 million to 3.0 million tonnes of crude oil every year and cut 7.6 million to 9.6 million tonnes of carbon dioxide emissions every year, the NDRC said.     The NDRC said it would further implement the regulations and inspect execution of the ban nationwide.     Retailers who did not list shopping bags on the receipts or continued to provide free plastic shopping bags would be fined from 5,000 yuan (732.06 U.S. dollars) to 10,000 yuan, according to the State Administration for Industry and Commerce.

BEIJING, Oct. 11 (Xinhua) -- Chinese State Councilor Liu Yandong Sunday stressed the importance of nurturing more first-class financial personnel for the nation.     Liu made the remarks when visiting the Beijing-based Central University of Finance and Economics (CUFE) to convey congratulations on its 60th founding anniversary.     CUFE is the first university specialized in financial and economic studies established by the People's Republic of China. It is one of the 100 universities to which the Chinese government attaches top priority in the 21st Century.     Noting that finance is an important state function, and the core of modern economy, Liu expected the university to play a better role in cultivating innovation-oriented financial talents.     She also called on the university to contribute more to the national and local development programs.

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

BEIJING, Sept. 27 (Xinhua) -- Chairman Ning Gaoning of China National Cereals, Oils & Foodstuffs Corporation (COFCO), said Sunday the corporation's total investment in the northwestern Xinjiang Uygur Autonomous Region would reach 10 billion yuan (1.46 billion U.S. dollars) over the next five years.     Ning made the remarks during his visit to the Xinjiang-based subsidiary companies of the corporation, the country's largest oil and food producer.     Currently, COFCO's accumulative investment in the region is about 5 billion yuan, focused on tomato processing, sugar manufacturing, and beverages.     Ning said the corporation would double investment over the next five years due to confidence in the region's growth potential, but did not say for which the future investment would be targeted.     In 2005, COFCO made an investment in Xinjiang's Tunhe Investment Co., Ltd. by taking over a 37.2 percent share of Tunhe. So far COFCO Tunhe has become the largest tomato ketchup producer in Asia, and the second largest in the world.
