BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.

BRUSSELS, Jan. 19 (Xinhua) -- The NATO secretary general on Monday praised the Chinese navy's anti-piracy operations off the coast of Somalia and indicated NATO's willingness to work with China on the issue. "I am applauding what is a rather unique position of the Chinese navy participating in the anti-piracy (campaign)," Secretary General Jaap de Hoop Scheffer told Chinese journalists at a NATO New Year reception.     "I do not exclude, at a certain stage, that when the United Nations would create a sort of roof under which these whole anti-piracy operations take place, NATO and China will meet under that roof," he said. Its mission ended in December. But the alliance is considering a long-term strategy on the piracy issue and stands ready to consider further requests for the use of its naval assets in this regard.

ANTANANARIVO, Nov. 11 (Xinhua) -- visiting Chinese top legislator Wu Bangguo met here Tuesday with Madagascan Prime Minister Charles Rabemananjara. The two sides exchanged views on bilateral trade ties and reached important consensuses.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), said China's top legislature has attached great importance to development of the political ties between the two countries, and that the substantial cooperation is of key concerns for both sides.     China will expand the cooperation with Madagascar in fields like energy, mining, hydropower, agriculture and human resource, and encourage the Chinese companies to establish projects with their Madagascar counterparts, Wu said. GUANGZHOU, Nov. 22 (Xinhua) -- What China can do for the world is not to sell out its massive dollar reserve, but slightly increase its hold of the currency to give reasonable support to the U.S. effort to save its economy, said a senior economist here on Saturday.     It is indeed difficult for China to handle its huge forex reserve, as the U.S. currency has already depreciated 20 percent against the Chinese yuan, said Cheng Siwei, well-known economist at a financial forum held in Guangdong.     "China would suffer from losses if it sells off the dollar, so our strategy should be not to sell, but to slightly increase dollar reserve," said Cheng, also former vice-chairman of the Standing Committee of the National People's Congress (NPC).     Cheng made the remarks amid increasing concern that China might use its forex reserve to finance its 4-trillion-yuan stimulus plan. China held 1.9 trillion dollars worth of forex reserve by September this year.     China "can only afford to do what is corresponding to its level of development and national power amid a global crisis," said Cheng.     "We should be prudent as to how to deal with our forex reserve," said Cheng, noting that China, despite its large size of economy, has its gross domestic product (GDP) accounting for only 6 percent of the world's total, and its per capita GDP ranking falling out of the top one hundred list.

UNITED NATIONS, Jan. 13 (Xinhua) -- The Chinese government is actively promoting the relief of tension in Gaza, and China is ready to work with the international community to bring all the parties concerned back to the negotiation table at an early date in a bid to achieve the peaceful, just and durable settlement to the Palestinian-Israeli issue, a Chinese envoy said here Tuesday.     Zhang Yesui, the Chinese permanent representative to the United Nations, made the statement as he was speaking at the closed-door meeting of the UN Security Council on the Gaza conflict, which has left more than 900 Palestinians killed and 4,000 others injured.     Zhang told the Security Council that the Chinese special envoy on the Middle East issue, Sun Bigan, began his visit to Egypt, Israel and Palestine on Sunday for mediation for peace in the region.     China is gravely concerned about the growing escalation of tension in Gaza, and it is regrettable to see that the new Security Council resolution, adopted last Thursday to call for an immediate, durable and fully respected ceasefire, went unheeded by warring parties, he said.     At present, the top priority is to achieve the full implementation of the UN truce resolution -- the immediate ceasefire, the withdrawal of Israeli forces from Gaza, a halt to the firing of rockets into Israel by the armed Palestinian faction, and unimpeded access of Gaza to the humanitarian relief goods, he said.     At the Tuesday council meeting, UN Secretary-General Ban Ki-moon briefed 15 council members on his upcoming visit to the Middle East, which will take him to Egypt, Jordan, Israel, Turkey, Lebanon, Syria and Kuwait.

BEIJING, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for a healthy development of the country's real estate market at an executive meeting of the State Council, or the Cabinet.     A document released after the meeting said the recently-adopted domestic demand expansion and economic stimulus policies had positive impact on the property market. Trading volumes in some cities were picking up.     At present, efforts should be made to keep market-oriented in developing real estate, step up building of houses for low-income families, encourage housing transactions and maintain a reasonable scale of real estate development.     The document said governments would spend three years to build houses for 7.5 million low-income families in urban areas and 2.4 million households in shanty towns in forests, reclamation areas and coal mines. They would also continue renovating aged buildings in rural areas.     The central government would keep financing these building and renovating projects, offer higher subsidies for the less developed central and western regions and carry out pilot projects in some area to test the feasibility of supporting construction with idle funds in local housing provident fund accounts.     In a bid to encourage transaction, second-home buyers, with per-capita room-at-home lower than the local average, would be allowed to enjoy favorable policies for first-time house buyers.     Tax on house transactions would also be reduced next year. Homeowners who had lived-in for more than two years would be exempted from a transaction tax, which had been levied on houses lived in for less than five years. For those who had lived-in for less than two years, the base of tax would be transaction price minus the original price.     Banks should lend to developers of low-price apartments, especially those under construction, and offer services for mergers by credible developers.     The central government demanded local authorities keep a close eye on the real estate market, find new problems in time and step up supervision on use of subsidies and quality of construction projects.

BEIJING, Oct. 23 (Xinhua) -- China voiced its strong dissatisfaction and stern opposition to an award from the European Union (EU) to a Chinese criminal.     "We express strong dissatisfaction and stern opposition (to the award)," Chinese Foreign Ministry spokesman Qin Gang said in a written statement in response to the award on Thursday evening.     The European Parliament (EP), a supervisory and consultative organ of the EU, announced on Thursday it would select Hu for the Sakharov Prize.     On April 3, Hu was sentenced by the Beijing No. 1 Intermediate People's Court to 3.5 years imprisonment, with one year's deprivation of political rights.     The verdict said Hu, an unemployed father aged 34 and the holder of a college degree, libeled the Chinese political and social systems, and instigated subversion of the state, which is a crime under Chinese law.     "Hu is a convicted criminal who is now in jail for subverting the state", Qin said, noting the award to Hu, in disguise of "protecting the human rights," is fabricating facts and confusing truth and has fully exposed its political attempt to interfere in China's internal affairs and infringe upon the country's judicial sovereignty.     "The fact has already proved and will continue to prove that such an act can neither change the fact of China's social development, nor deceive the European people," Qin said.
