LIMA, Nov. 19 (Xinhua) -- Visiting Chinese President Hu Jintao met his Peruvian counterpart Alan Garcia Wednesday in Lima for talks on how to deepen comprehensive cooperative partnership between China and the Latin American nation.     The meeting took place soon after the Chinese leader's arrival in the Peruvian capital from Havana.     In a written statement issued upon his arrival here, the Chinese president said he will exchange views with Garcia and other Peruvian leaders on ways to deepen bilateral ties.     Following their talks, the two leaders will attend a signing ceremony of documents on cooperation in trade, customs, quality control and poverty reduction.     Peru is one of China's major trading partners in Latin America,with two-way trade totaling 6 billion U.S. dollars in 2007, a 53 percent increase over the previous year.     While in Lima, Hu will attend the Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum, which will focus on the world financial crisis, support for the Doha round oftrade talks, food and energy security, and regional economic integration.     The Chinese president will also meet with leaders of several APEC member economies on the sidelines of the APEC meeting.

BEIJING, Oct. 31 (Xinhua) -- Chinese President Hu Jintao has called for creating more domestic needs to keep stability of the country's financial market and economic growth.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remark during his visit to Yulin city in northwest China's Shaanxi Province from Oct. 28 to 29. He hoped the company could initiate more independent innovations and create more use for the coal to diversify the country's energy consumption.     In the outskirts of the city, which borders a desert on China's Loess Plateau, Hu inspected one of the four forest walls planted to break sand storms and prevent soil erosion.

Wen arrived in the university's library and chatted with students there on Saturday after attending the closing ceremony of a year-long exchange program between Chinese and Japanese young people.     BEIJING, Dec. 21 (Xinhua) -- Chinese Premier Wen Jiabao has pledged to university students that the government would seek to provide more jobs for graduates and "put the issue of graduate employment first."    "Your difficulties are my difficulties, and if you are worried, I am more worried than you," Wen told the students at the Beijing University of Aeronautics and Astronautics.     Wen made the remarks in a surprise visit on Saturday afternoon after attending the closing ceremony a year-long exchange program between Chinese and Japanese young people together with former Japanese Prime Minister Fukuda Yasuo.     He said the country is in a difficult period as the global financial crisis has continued affecting the country's real economy. The government has begun measures to sustain the economy, such as the four-trillion-yuan stimulus package and interests cuts.     "We are considering taking more measures at proper time. But currently we are most concerned about two issues, migrant workers returning home and employment for graduates," Wen said.     The financial crisis and China's slowing economic growth has forced 4 million migrant workers to return to their rural homes, according to a report from the Chinese Academy of Social Sciences.     The report also said as of the end of this year, 1.5 million graduates are likely to have failed to find jobs, and the country could see an ever tougher employment situation in 2009 as there will be about 6.1 million seeking jobs.     "We are also studying a package to guarantee jobs for graduates and it will kick in soon", Wen said. "The government will encourage major enterprises to increase recruits from graduates, seek more jobs in grassroots, offer opportunities of further study and skill training."     Scientific research projects conducted by companies, institutions and universities should recruit graduates, and companies must not lay off graduates even if times are hard, he added.     Wen reiterated "confidence", saying it is much more important than gold and currency.

BEIJING, Dec. 17 (Xinhua) -- Senior Party leader Zhou Yongkang Wednesday asked all law enforcement organs to maintain social stability through careful work at the grassroots level.     It will be an important task for all law enforcement organs to create a peaceful social environment next year to welcome the 60thanniversary of the founding of the People's Republic of China, said Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a conference of law enforcement officials nationwide.     Law enforcement organs should try their best to find out and properly solve the problems at the grassroots level so as to prevent mass incidents from happening, he said.     He also asked them to prevent and crack down upon serious crimes that threatened people's life and property.     Law enforcement organs should also contribute to the country's economic work through effective implementation of laws, he said.     They were asked to effectively handle cases of violation of economic laws and work to maintain the market order.     Next year the country will push forwards the reform on its judicial system, such as to improve supervision on law enforcement organs, Zhou said. He vowed to fight corruption in law enforcement organs.

BEIJING, Oct. 19 (Xinhua) -- The Communist Party of China (CPC) issued a policy document on Sunday urging the improved social welfare enjoyed by the country's 900 million rural population.     The Decision on Major Issues Concerning the Advancement of Rural Reform and Development was approved by the CPC Central Committee on Oct. 12 in a plenary session.     RURAL CULTURE AND EDUCATION     The document urged for further cultural development in the country's rural areas, quoting that "rural cultural development is of great importance to building a new socialist countryside."     It demanded TV, radio and movies be more accessible in the rural areas, and more community cultural centers to be set up in the villages along with countryside libraries.     Cultural products based on rural lives and activities, which the farmers are willing to participate and have easy access to should be encouraged, the document said.     It urged urban organizations to go to the countryside to spread scientific and literacy knowledge and offer medical services to farmers, and help them break away from superstitions and build a harmonious society that advocated gender equality and honesty. Reconstruction on agriculture is accelerated in Longnan, the province's most suffered area in the May 12 earthquake that devastated China's southwest and northwest regions    The document also said efforts must be made to improve the education level in rural areas, especially for the left-behind children, those whose parents are both working in the cities, and children from economically-challenged families.     Professional trainings should be provided in townships to train farmers, while college students were encouraged to go the countryside to work.     Quality of teachers in the rural areas would be improved, along with their salaries and working conditions, the document said.     SOCIAL WELFARE AND RURAL INFRASTRUCTURE     In addition, efforts must be made to ensure all farmers can enjoy basic medicare service by sticking to the rural cooperative medical system, the document said.     It demanded every county and township should have its own medical institution, while villages in the rural areas were also encouraged to set up medical stations to provide "safe and inexpensive medical service" to farmers.     Endemic diseases, infectious diseases and disease that affects both human beings and livestock must be closely guarded against, with the focus on prevention of such illness.     The one-child policy must be adhered to in the countryside to retain a low birth rate in the rural areas, and to deal with a disproportional sex ratio, the document said.     It also demanded to accelerate the construction of a comprehensive social welfare system in the countryside.     A new old age insurance system in the rural areas should be established in the countryside with the premiums paid by the beneficiaries and the collective and government subsidies. Authorities should find ways to incorporate the system with the urban old-age insurance system, it said.     In addition, the livelihood of farmers whose land had been requisitioned must be guaranteed before the requisition procedure, the document said.     The rural minimum living allowance system must be perfected with larger subsidies from the central and provincial budget, to cover all applicable with improved benefits.     Living standards of those who receive five guarantees, namely food, clothing, medical care, housing and burial expenses provided by local governments for their lack of relatives and working abilities, should be in accordance with the average living standards of the neighborhood, the document demanded.     It also urged to improve the relief system to help farmers affected by natural disasters and boost social welfare for the old, the handicapped, the poor and orphans.     Prevention of disability and rehabilitation for the disabled must also be strengthened in the countryside, the document said.     The document highlighted the importance of infrastructure construction in the rural areas.     The committee vowed to ensure villagers to have safe drinking water within five years and townships be connected by cement roads by the end of 2010.     Efforts should be made to develop renewable energy resources, including methane, wind and solar energy, it said, adding Internet service would be accessible for more farmers.     POVERTY REDUCTION AND DISASTER RELIEF     The committee pledged to provide more low-income farmers with financial aid and give more assistance to people in remote areas, revolutionary bases, ethnic minority regions and poverty-stricken places.     International cooperation should be enhanced to fight poverty in the countryside, it read.     To install an upgraded natural disaster forecasting system and raise farmers' awareness of emergency response and relief was also one of the document's high points.     The capacity of forecasting disastrous weather, ecological disasters and monitoring earthquakes should be strengthened and more needs to be done to promote farmers' disaster prevention and relief awareness, it said.     The paper also set the direction for public facility safety standards, saying schools and hospital buildings should all be safe and up to construction standards.     All-out efforts should be made to restore the agriculture work in the area struck by the May 12 Sichuan earthquake and more measures need to be adopted to heal and improve the ecological conditions in the quake-hit region, it noted.     HARMONIOUS SOCIETY IN THE COUNTRYSIDE     It also emphasized the importance of maintaining a "harmonious" and "stable" environment in the countryside.     More channels should be opened to solicit farmers' opinions and address their complaints and problems, said the paper, adding leaders should pay frequent visits to farmers and solve villagers' problems at the grassroot level.     The committee further underscored ethnic relations. The equal, united, mutually-aided and harmonious ethnic relations should be consolidated and developed, it said.     Interference with village affairs by any religious groups or clans would be objected; evil cults in villages were prohibited and any mafia-style force would incur severe crackdown, it said. BEIJING, Nov. 2 (Xinhua) -- China's economy is in good shape despite the changing economic environment, and it will maintain stable and relatively fast growth, National Bureau of Statistics (NBS) chief Ma Jiantang told Xinhua on Sunday.     "The fundamentals of China's economy remain unchanged despite the changing world economic environment," the new NBS director said. "We should be confident about the country's economic outlook."     The world's fastest economic growth rate, successful commodity price controls, increasing foreign exchange reserves and good employment rates were the factors to support the economic fundamentals, said Ma.     The consumer price index (CPI), the main gauge of inflation, eased to 4.6 percent in September from the same period last year. It hit a 12-year high of 8.7 percent in February.     The country's gross domestic product (GDP) grew by 9.9 percent in the first three quarters, 2.3 percentage points down from the same period last year.     The slowdown was a result of combined effects, including the global financial crisis, the world economic downturn and severe domestic natural disasters, Ma said.     However, he said, "We should be confident about the country's economic outlook." The country had rich resource reserves, great market potential, vigorous enterprises and the government had strong macro-control abilities.     The government had made a series of macro-economic policy adjustments against the changing economic environment, which would guarantee a steady and sound economic development, he said.

SHANGHAI, Jan. 16 (Xinhua) -- Former U.S. President Jimmy Carter said Friday he hoped the United States and China would deepen mutually beneficial financial interdependence.     Carter said the financial crisis enabled closer ties between the United States and China and he hoped China would continue to buy U.S. government debt.     Carter, in China to attend events to mark the 30th anniversary of Sino-U.S. diplomatic ties, conveyed President-elect Barack Obama's message of his resolve to maintain sound bilateral relations.     Although China and the U.S. had different cultures, histories and political systems, they had much more in common, said Carter at a symposium marking the anniversary.     The United States attached great importance to U.S.-China relations, especially in coping with the challenge of global climate change and the financial crisis, he said.     He believed bilateral relations would continue to develop and improve in the next 30 years.     In Shanghai, Carter also attended the opening of a photo exhibition which showcased the 30-year course of China-U.S. relations.     The former president also voiced his confidence in the strong U.S. participation in the Shanghai World Expo to be held in 2010.

TAIPEI, Jan. 8 (Xinhua) -- The mainland-donated panda pair is scheduled to meet the Taiwan public on Jan. 26, the first day of the Chinese Lunar New Year, the Taipei city government announced on Thursday.     Taipei mayor Hau Lung-bin will visit the panda pair a few days earlier, on Jan. 24, with 500 orphans and children from poor families.     "If all the quarantine measures for the panda pair and other procedures for their moving into the zoo go well as scheduled, the 500 children invited by the city government will be the first visitors on Jan. 24," Hau said.     The Taipei city zoo said an opening ceremony for the panda enclosure would also be held on Jan. 24. The area would be open to the public on the morning of Jan. 26.     It's estimated an average of 22,000 panda visitors per day will come to the enclosure once it's opened, according to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government said earlier in a statement that the pandas were expected to attract about 6 million visitors to the zoo annually, double the current number.     The pair of 4-year-old giant pandas named "Tuan Tuan" and "Yuan Yuan" (when linked, their names mean "reunion" in Chinese), have now become "sweethearts" on the island. Cartoon images of the bears are displayed at bus stations and the airport's entrance.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. Their departure had been delayed for more than three years. Improved cross-Straits ties made their journey to Taiwan possible.

BEIJING, Jan. 29 (Xinhua) -- China has set a frugal tone for its once-for-a-decade dress parade on Oct. 1 amid an economic downturn, promising that the military could strike a balance between morale-boosting spectacle and financial prudence.     Colonel Cai Huailie with the headquarters of the general staff of the People's Liberation Army (PLA) confirmed a rumor that the parade showcasing China's latest military achievement will be conducted in an economical way.     "Chinese military forces have a tradition of fulfilling large causes by spending less money," Senior Colonel Chen Zhou, an expert with the PLA's Military Science Academy, said in an online communication with netizens on eve of China's Spring Festival.     "We could see that the parade on National Day would be solemn and cost-effective," said Chen who has participated in drafting China's national defense white paper six times.     A number of netizens also questioned whether China would shrink its defense spending since the financial crisis has already cut the budgets of numerous enterprises and directly impacts the country's export-oriented companies.     Colonel Wen Bing, a researcher with the academy, said although China has raised it defense spending thanks to annual growing revenue, it has never gone beyond endurable economy.     Wen also revealed that the defense budget has been made according to China's laws and it will be submitted for approval to the annual session of National People's Congress, the top legislature, in March.     The third of its kind since China adopted the reform and opening-up policy three decades ago, the dress parade of the Chinese armed forces under the command of President and Chairman of the Central Military Commission Hu Jintao will display home-grown on-duty weapon systems of all the services.     In the last two parades, in 1984 and 1999, late leader Deng Xiaoping and former President Jiang Zemin reviewed troops representing millions of service people.     Such parades were frequent before 1984, with 11 parades in the 11 years after the PRC was founded on Oct. 1, 1949. It was suspended after 1959 until 1984 when Deng decided to resume the pageantry to rouse the nation on the track toward a liberalized economy.     The last parade on Oct. 1, 1999 involved more than 11,000 military staff, 400 combat vehicles and 132 aircraft. The servicemen trained for the synchronized marches and hailing slogans for about 10 months.     It is reported that the total cost of that parade will be kept at less than 300 million yuan (44.1 million U.S. dollars) and overseas rumors said it could be as many as 16 billion yuan.     The PLA's Navy has made impressive progress since its foundation in 1949. It has just sent three warships to the Gulf of Aden for an escort mission against piracy.     Although the Defense Ministry has not confirmed whether the dress parade will include a naval performance in China's waters, Colonel Cai said that there will be new weapons and equipment that have not been unveiled to the public since 1999.     Before the official announcement of the parade, an online debate on www.huanqiu.com about whether the government should hold a magnificent parade to celebrate the 60th anniversary of founding of the People's Republic of China had shown that more than 85 percent of the netizens voted yes. But it has not yet muted voices suggesting the authorities reconsider the parade.     "China has many fields that need capital investment after the major earthquake in Wenchuan. The government should use the taxpayers' money in more important and practical undertakings rather than parade," a netizen named "tomato boy" said.     "Military parades are an outcome of the cold war. Our weapons are modern and powerful, but we are not in any cold war," a netizen "a common man" said.     But those who overwhelmingly support the parade agree that the parade will bring encouragement to overcome difficulties amid economic downturn.     Dong Hongda, a senior online poster on www.xinhua.org, has worked out proposals on how to make the parade more cost-effective.     First, the government should control the parade in a proper scale by cutting the number of marching soldiers to a number that represents the quality of the PLA's elite.     Second, take out the female militia procession, since they are garish and dispensable part for the parade.     Third, reduce the duration of the training for the parade, since a large proportion of the parade expense will be spent in selecting the soldiers and training them, Dong said.
