HEFEI, April 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu Tuesday urged efforts to fight pine wood nematode disease, which has caused severe damage to pine forests in several provinces.     Strong measures and more funds must be used to curb the spread of the disease, Hui said.     The disease, also known as pine wood cancer, can quickly kill huge numbers of trees. In China, the disease was first detected in1982 in eastern Jiangsu Province.     According to a conference in Huangshan City in eastern Anhui Province held by the State Forestry Administration, the disease has spread to 14 provincial regions, killed more than 5 million mu(333,333 hectare) of pine forests and caused huge losses.     Attendees at the conference agreed measures must be taken to stop the spread of the deadly disease by 2010 and reduce the area of affected forests 60 percent by 2030.

SHIJIAZHUANG, May 12 (Xinhua) -- The brand of Sanlu Group, the dairy company embroiled in China's tainted-milk scandal, was sold at an auction Tuesday for 7.3 million yuan (1.07 million U.S. dollars), court officials said.     An unidentified individual entrepreneur from south China won the bid at an auction in the Shijiazhuang Intermediate People's Court in northern Hebei Province. No further information about the bidder was released.     The auction started at 7 million yuan and drew three bids from only two bidders.     The "Sanlu" brand was worth 14.9 billion yuan in 2006, according to the China Brand Asset Evaluation Center.     Sanlu Group, which was based in Shijiazhuang, had been China's leading seller of milk powder for 15 years until the melamine adulteration scandal broke last September. The group's revenue hit 10 billion yuan in 2007.     The company's tainted baby milk powder was found to have caused the deaths of at least six children and sickened more than 300,000others.     Beijing-based dairy producer Sanyuan bought the core assets of Sanlu, which went bankrupt in February, for 616.5 million yuan at an auction on March 4.     Also Tuesday, Sanlu sold 51-percent stakes in three dairy companies for 22.8 million yuan. BEIJING, June 10 (Xinhua) -- China is ready to end a de facto suspension of initial public offerings (IPOs) on the Shanghai and Shenzhen stock exchanges, after the securities regulator unveiled Wednesday the final guidelines for new IPOs.     The China Securities Regulatory Commission (CSRC) said the guidelines would take effect Thursday.     An unidentified CSRC spokesman said the commission will give approvals to applying firms any time after the guidelines become effective.     The commission announced draft guidelines on May 22 to solicit public opinions till June 5. The new guidelines aim to improve the price discovery function of the stock market, and help retail investors subscribe to newly issued stocks.     The draft said the quotation system for new issues should be revised so that issue prices faithfully reflect market demand, and lead underwriters should take steps to avoid "unreasonably" high prices.     Under the new rules, stock subscribers need to use either the online or off-line subscription system, but not both, to purchase new stocks. Institutional investors used to enjoy the privilege of subscribing through both systems, while retail investors could use only the off-line system.     Three revisions were made to the draft to follow public advices that the commission deemed reasonable.     The final version said a single investor is refined to use one account only to purchase new stocks, as some institutional investors have multiple accounts. The revision is aimed to help more smaller investors get access to new stocks.     In addition, the commission said it would consider to increase the number of tradable stocks in response to suggestions the lock-down of too many stocks would do no good to curb speculation.     However, the spokesperson said shares lock-down of large shareholders would remain in place, as it is aimed to prevent frequent changes in managerial staff that could jeopardize a firm's operation and create risks and the practice is followed on many overseas markets.     The commission also added the content about improving the "clawback" and the offering suspension mechanisms upon requests of the public. The "clawback" mechanism is used in the event that the deal is subscribed by 100 times or more.     The CSRC effectively suspended all new stock issues last September, as it halted approvals. BEIJING, May 12 (Xinhua) -- On China's first "Disaster Prevention and Reduction Day" on Tuesday, Chinese Vice Premier Hui Liangyu called for enhancing public awareness of disaster reduction.     Tuesday also marked the first anniversary of the massive Wenchuan earthquake that rocked southwestern Sichuan Province on May 12 last year and claimed more than 69,000 lives, leaving nearly 18,000 missing.     Hui, also director of the National Commission for Disaster Reduction (NCDR), told a forum on disaster prevention and reduction that "efforts should be made to strengthen the foundation of disaster reduction and step up disaster monitoring, relief and reconstruction so as to create sound conditions for social stability."     Approved by the State Council, or Cabinet, the NCDR, Ministry of Civil Affairs, China Earthquake Administration and Beijing Municipal Government jointly staged an emergency drill Tuesday in Beijing's Haidian District, participated in by students and some members of the public, in a simulated earthquake situation. BEIJING, May 3 (Xinhua) -- China's retail sales climbed 9 percent from a year ago to about 12 billion yuan (1.76 billion U.S. dollars) during the three-day May Day holiday, the Ministry of Commerce said Sunday.     The estimate was based on sales from May 1 to May 3 at 1,000 major domestic retailers monitored by the ministry.     The ministry said robust sales were reported for gold, jewelry, home appliances and autos, as retailers launched promotion campaigns.     Sales of gold and other jewelry rose 19.6 percent, the ministry said, without giving specific figures.     However, it said the Beijing Caishikou Department Store, a major gold retailer in the capital, saw its sales nearly double to 14.3 million yuan on May 1 alone.     Sales of appliances, such as LCD TVs, air conditioners, refrigerators and lap-tops, increased 11.4 percent, while those of automobiles grew 9.2 percent.

QINGDAO, April 22 (Xinhua) -- China invited senior naval officers from 29 countries Wednesday to three People's Liberation Army (PLA) Navy vessels on the sidelines of a celebration to mark the 60th anniversary of the founding of the PLA Navy.     The vessels were the Great Wall 218 conventional-powered submarine, Type 054 frigate FFG-526 Wenzhou and the Peace Ark hospital ship.     The ships, all independently designed and made by China, represented the latest stage of PLA Navy equipment, Gu Wengen, deputy commander of the force, told Xinhua Wednesday.     According to Gu, the invitation to the foreign delegates was intended as the latest move by the PLA to demonstrate its military transparency.     Commissioned in September 2005, the Wenzhou is one of the most modern frigates in the service of the PLA. XI'AN, June 13 (Xinhua) -- Chinese archaeologists started a new excavation of the famous terracotta army site Saturday, hoping to find more clay figures and unravel some of the mysteries left behind by the "First Emperor."     It was the third excavation in the pit -- the first and largest of three pits at the site near Xi'an, capital of northwestern Shaanxi Province -- since 1974 when the terracotta army was discovered by peasants digging a well. His argument is still not widely accepted by other terracotta experts.     The army is still known to most Chinese people as the "terracotta warriors and horses."     The army was one of the greatest archeological finds of modern times. It was discovered in Lintong county, 35 km east of Xi'an, in 1974 by peasants who were digging a well.     The first formal excavation of the site lasted for six years from 1978 to 1984 and produced 1,087 clay figures. A second excavation, in 1985, lasted a year and was cut short for technical reasons.     The discovery, listed as a world heritage site by UNESCO in December 1987, has turned Xi'an into one of China's major tourist attractions.
