BEIJING, Feb. 28 (Xinhua) -- Chinese Premier Wen Jiabao jumped in his first ever online chat on Saturday afternoon, facing questions from nearly 300,000 netizens and mobile phone users ranging from unemployment, wealth gap, social justice to democracy.     "I don't expect myself to answer every question well, but I am here with a sincere heart and speak honestly," Wen said during the two-hour-long chat jointly run by the central government web site www.gov.cn and the Xinhua News Agency web site www.xinhuanet.com . He started the chat speaking of the approximately half million questions directed to him on local Internet forums, lately opened for the public to utter their advice ahead of the legislature meeting.     "I am deeply aware of the raft of issues that need to be addressed in a country as vast as China and I am deeply aware of the difficulty and heavy responsibility a Chinese Premier has to face," he said. Some key indicators showed the economic situation has somewhat turned better. But those were just temporary indices and couldn't be fully compared with the past figures," he said.     "We must fully realize we are facing a long-term and arduous task and strengthen confidence in the face of the crisis and be ready to take firmer and stronger actions when necessary."     Wen gave his personal appreciation to the "brothers" of rural migrant workers for their contribution to China's prosperity and their understanding in times of difficulty.     "You have born the first brunt of the financial crisis, but you didn't hold much grudge against the government but instead showed your understanding, with some going back home silently for farming and others dashing around for jobs," Wen said. "I thank you!"     The government would offer vocational training and tax privileges for rural migrant workers to start their own business, he said.     Wen didn't use the occasion for a national consumption pitch, although many economists agreed that raising consumption would be the only way to rebalance and sustain the economy.     "Of course we wish the wealthy could spend money boldly, but what we think essential is to increase the income of people from all walks of life. In that case, consumption would have a much more solid founding," he said.     Hand-picking a complaint over financing difficulty from netizen Shen Yuefang who ran a small-scale business in Zhejiang, Wen harshly blamed commercial banks, urging them to step up the implementation of state policies and lend more to small and medium-sized companies, especially private ones.     "I always said that economists, entrepreneurs and bankers must have moral blood. That is to say whenever the country is in trouble, we should help smaller companies and optimize the system. This is real action to share in the woes of the nation. Every banker should do this," he said.     GOOD SYSTEM MATTERS MORE     Affectionately named "Baobao" (the Chinese for baby) by his fans, the 67-year-old has become one of the nation's most popular figures after making swift appearance at disaster sites when a devastating earthquake shocked the country last May.     During his visit to Tianjin on Feb. 16 this year, Wen came cross weeping mother Wang Zhihua who couldn't afford the treatment for his seriously ill son. Wen personally donated 10,000 yuan and arranged for the two-year-old suffering leukaemia from the rural area in Zhangjiakou of Hebei Province to get hospitalized in the Beijing Children's Hospital.     This philanthropic act however triggered public sighs over the country's inadequate medical system.     "I noticed the harsh criticism which says good system matters more than good Premier," Wen said, responding to a question on the treatment of seriously ill children.     "Being the Premier, I need to think about how to optimize our medical system and have seriously ill children treated....We have already started to work in this direction. But our efforts is far from enough."     China currently has more than four million leukemic children. Treatment for each would cost more than 100,000 yuan. But no medical insurance in China would allow reimbursement for such large medical bills, Wen acknowledged.     He mentioned five steps the government will take, including expanding the coverage of insurance and establishing a basic medicine system with price ceilings.     The State Council, or the Cabinet, has lately passed a medical reform plan involving a government input of 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     "Health care reform is not easy. Our determination to push forward the reform shows that the government cares about the health of the public," Wen said.     "Let me assure you that a good Premier would push forward the establishment of a good system," he said.     HEARTY TALK     Bombarded by questions over the widening income gap and government corruption, Wen said that in a society where fairness and justice prevail, the public should be able to share the fruits of reform.     Citing the Theory of Moral Sentiments by philosopher Adam Smith, Wen said that society would be unstable if the wealth was long concentrated in the hands of a small number of people while the majority was stuck in poverty.     "However, the needy would have no way to shake off poverty when the society was static. So only through development and progress can we tackle such difficulty from the root," he said.     "To uphold democracy and have the people truly in charge, we must rely on no individuals but a sound system to secure top-to-bottom communications for the government to listen to the voices of the masses," he said.     Asked why he didn't dodge when German student Martin Jahnke blew a whistle and hurled a sports shoe at him at the concert hall of Cambridge University on Feb. 2 during his speech, Wen admitted his eyes had been blinded by the spotlight.     "I didn't know indeed what has come to me. But I have a conviction even it was a dangerous article, I wouldn't move a bit because the first thing that came cross my mind was to safeguard the national dignity," he said.     Wen asked the moderator to prolong the chat more than once and addressed 29 more questions.

SANYA, April 17 (Xinhua) -- Chinese Premier Wen Jiabao met here Friday with Kazakhstan's President Nursultan Nazarbayev and discussed the measures to withstand the impact of the global financial crisis.     The two leaders, who were in the city of Sanya for the 2009 meeting of the Boao Forum for Asia (BFA) in south China's Hainan Province, expressed willingness to make concerted efforts to cope with the crisis. BEIJING, April 3 (Xinhua) -- After a mere four-and-a-half hours, world leaders at the G20 summit in London decided to devote about 1 trillion U.S. dollars to supporting world economic growth and trade, an outcome that surprised many analysts with its scale.     But in that scant time, China had a chance to showcase its growing importance in the world economy. China said it would contribute 40 billion U.S. dollars to the International Monetary Fund's (IMF) increased financing capacity. That's only a small portion of the total, but it could take China's IMF voting rights from to 3.997 percent from 3.807 percent.     China's new voting share would still far behind that of the United States, which is first with about 17 percent.     However, since many countries' voting shares in the IMF are well under 1 percent, any incremental change gives a member just a little extra say in the workings of the multilateral organization. And so the potential change is a small step toward China's goal of having more influence on how the IMF, and the world financial system, operates.     HIGHER FINANCIAL STATUS     Economists said China's proposed contribution of 40 billion U.S. dollars was in line with its current development level and would mean a more influential voice for Beijing in international financial institutions and in shaping the world economic order.     "China's promise of extra funding was a contribution to the world economy and showcased the country's clout," said Zhao Jinping, an economist with the State Council's (cabinet's) Development Research Center.     Tang Min, deputy secretary general of the China Development Research Foundation, said the country's voting rights and quota of contributions to multilateral bodies still fell short of its status as the world's third-biggest economy.     He said China would further step up its contributions, and influence, as its economic power grew and reforms of the international financial system went forward.     Zhao said it was part of a long-term trend for developing countries like China to have more influence in decision-making at international financial institutions, noting that the "obsolete mechanism and structure of world financial organizations" failed to reflect an evolving world economy.     British special G20 envoy Mark Malloch-Brown was quoted in the China Securities Journal on Thursday as saying that an overhaul of the world financial system should start with international financial institutions and reforming the IMF meant China's voice must be bigger.     The G20 leaders' statement was a "positive signal" in that it gave a timetable for reforming the IMF and the World Bank, said Zhang Bin, an expert with the Institute of World Economics and Politics at the Chinese Academy of Social Sciences, a government think tank.     Zhao said China's obligations to international financial institutions should reflect not just the country's size but also the fact that China is still a developing country.     He urged China to expand its influence by actively joining multilateral or regional dialogues and offering more proposals on international issues.     "It should be a step-by-step process for China to shoulder more responsibility. It can't be accomplished in just one move," said Zhao.     LONG ROAD TO REFORM     Be it "a turning point," as U.S. President Barack Obama stated, or "a new world order," as British Prime Minister Gordon Brown claimed, the G20 summit was a major step in reshaping the global financial system, but there was still far to go, Chinese economists said.     "China should seek to expand its IMF quota and voting rights further after the summit. Although the statement give a timetable for reform, it remains unclear whether the goal can be achieved because that would affect the interests of the United States and the European Union," said Mei Xinyu, a researcher at China's Ministry of Commerce.     The G20 statement reads in part: "We commit to implementing the package of IMF quota and voice reforms agreed in April 2009 and call on the IMF to complete the next review of quotas by January 2011."     "On the one hand, China could count on the IMF restructuring, and on the other hand, it may start again somewhere else. For instance, it can push forward the establishment of the 120-billion-U.S.-dollar reserve pool agreed by several East Asian countries," Mei said.     Leaders of the 10 members of the Association of Southeast Asian Nations plus China, Japan and the Republic of Korea agreed last month to speed up the creation of a foreign-exchange reserve pool of 120 billion U.S. dollars to address liquidity shortages.     Mei described the pool as an "Asian Monetary Fund," saying it could partly replace the IMF in Asia and help increase use of the Chinese currency in international trade.     Another government economist, Wang Xiaoguang, said the agreement served as a foundation for more concrete policies to tackle the global downturn and this would be good for global stability and China's own economic recovery.     Wang added that it was unrealistic to change the global financial order immediately, because it would cause conflicts among major economies.     "They will rework the current system rather than introduce a new one," he said.     Zhuang Jian, an economist at the Asian Development Bank, said the biggest challenge was how to implement those commitments. China should closely monitor the implementation of the agreement and decide whether its short-term objectives could be realized.     "China's appeals will be discussed after the summit," he said, referring to financial market reform and the position of emerging countries in the international financial system.     "I think the country will have a bigger say in the global financial system. But the G20 summit is just a forum, and if the global economy worsens, the agreement might end up as nothing more than words," he said.

BEIJING, April 14 (Xinhua) -- China's top political advisor Jia Qinglin on Tuesday called for increased efforts of democratic parties and the All-China Federation of Industry and Commerce to promote the development of a poverty-stricken city in southwest China.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the call at a working conference on supporting the construction of Bijie, a city in Guizhou Province.     Bijie was approved by the State Council, China's cabinet, in 1988 as a trial zone featuring ecological environment protection and construction, development and poverty-alleviation.     Jia said the significant economic and social achievement made in Bijie over the past 20 years exemplifies the enormous advantages of the political system of multi-party cooperation and the political consultation system under the leadership of the Communist Party of China (CPC).     Jia outlined three major tasks for Bijie's future development: development and poverty alleviation, ecological construction and population control must be firmly grasped.     He also called for efforts to explore new ways to develop the region.     Efforts should be made to pursue leap-forward development in both economy and society in the region, he said.     In the same meeting, Du Qinglin, head of the United Front Work Department of the CPC Central Committee, said the construction of Bijie trial zone had made significant phase achievements.     The region, where the poor once struggled to have adequate food and clothing, was on its way to becoming a place where the people can generally lead a well-off life, he said.     Over the past two decades, people from the democratic parties offered enormous support to develop the hilly hinterland region that is home to more than 20 ethnic minorities.     They helped to contribute to local education programs, training of migrant workers, building local medical institutions, constructing hydropower stations and helped tackle prevailing ecological problems including desertification.     The CPPCC is a patriotic united front organization of the Chinese people, serving as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC, and a major manifestation of socialist democracy.

CHANGSHA, March 30 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for faster construction of affordable housing.     "In the affordable housing projects lie the immediate interests of the people, especially low-income families," said Li at a working conference on the issue in Changsha, capital of the central Hunan Province.     He said affordable homes could increase investment and stimulate consumption, and were an important measure to deal with the global financial crisis and to maintain economic growth.     The government has pledged that 7.5 million affordable homes will be provided in cities, and 2.4 million in forest districts, reclamation areas, and coal-mining regions by the end of 2011. This year, 2.6 million urban and 800,000 rural homes would be built. Another 800,000 rural homes in poor condition will be renovated.

TAIPEI, March 14 (Xinhua) -- Premier Wen Jiabao's press conference on Friday has drawn positive comments in Taiwan, making the headlines in Saturday's local newspapers and leading to a rise in the stock market.     Mainstream newspapers on the island hailed Wen's remarks of "Even if I can no longer walk, I will crawl to Taiwan" as a big goodwill sign from the mainland toward improving cross-straits relations.     The China Times, besides devoting its front page to the press conference, ran an op-ed piece saying that the premier gave an amazing answer to the Taiwan-related question.     The article said Wen used ordinary language in his speech to stay close to ordinary Chinese people, which sounded sincere and showed greater confidence from the leader.     The United Daily News also widely covered the press conference, saying that Wen's remark that "We can launch new economic stimulus policies at any time" demonstrates confidence and hope.     Zhang Wuyue, director of the institute of mainland studies in Taiwan's Tamkang University, told Xinhua that the premier's words would have positive influences on cross-straits relations and help them toward peaceful development.     A senior staffer at a Taiwan investment company said that the premier's warm remarks have prompted the surge of stocks that were originally facing pressure to fall.     Taiwan's benchmark weighted index rose by 142.74 points, or 3 percent, to close at 4, 897.39 on Friday, the highest since November. Tourism shares surged by an overall 6.3 percent.

BEIJING, Feb. 27 (Xinhua) -- China's top political advisor said Friday the national advisory body would have to contribute to decisions on major national and global challenges at its annual session next month.     This year would be crucial for the country's development, said Jia Qinglin, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee.     CPPCC members would "conduct research and give targeted and effective opinions and proposals, to provide the (ruling Communist) Party and the government with reference and data for their decision-making", he told a meeting of the Standing Committee of the CPPCC National Committee.
