BEIJING, March 23 (Xinhua) -- Chinese Vice President Xi Jinping met with visiting Bulgarian Deputy Prime Minister and the Minister of Foreign Affairs Ivailo Kalfin here Monday. The two sides vowed to step up bilateral relations.     Xi highlighted growth of bilateral relations in recent years, saying the two nations have witnessed a boom of cooperation in such fields as politics, economy, culture, science and technology.     China values the traditional friendship with Bulgaria, Xi said, citing the fact that Bulgaria was the second country to recognize the People's Republic of China in 1949. Besides Beijing, he will also pay a visit to China's economic powerhouse Shanghai.

BEIJING, Feb. 27 (Xinhua) -- Chinese President Hu Jintao has urged all officials receiving public grievances to learn from the hard working style of the late Pan Zuoliang (1965-2008).     Pan had worked as director of the Letters and Calls Bureau of Liaozhong County, Liaoning Province, northeast China, until May 9,2008, when he died of a sudden cerebral hemorrhage on duty. BEIJING, April 10 (Xinhua) -- China unveiled Friday an investment guide book to help domestic firms make foreign investments.     The first batch of the guide book released Friday by the Ministry of Commerce covers 20 countries, such as Pakistan, Thailand, Malaysia and Japan.     The guide book includes investment laws and regulations of the 20 countries and statistics about individual countries among other useful information such as advice on problems that firms may encounter.     The ministry said it would unveil more of the guide book to cover as many as 160 countries and regions by the end of June, and it would update the guideline.     "It can be a good time now for Chinese firms to invest overseas," said Li Ruogu, president of the Export-Import Bank of China (China Exim), "as banks have been instructed to support overseas mergers and acquisitions of Chinese firms."     He said Chinese firms should increase their investment in developing countries such as Mongolia and those in Africa, Southeast Asia and Latin America.     Li said such investment could be mutually beneficial for China and investment-receiving countries.     He said investment-receiving countries could expect a boost to the economy with the combination of China's capital and local resources.     Large overseas investment and aid programs of Chinese firms may also boost imports from China and create more employment for Chinese labor, therefore contribute to China's economic growth as well, he added.     He argued that such investment of domestic firms could be supplementary to the country's other plans to stimulate the economy.     China announced a four-trillion-yuan stimulus package aimed at expanding domestic consumption after the financial crisis slashed overseas demand, in a bid to shift its heavy reliance on exports.     Keen to contain the falling exports, the government had also taken various measures, including raising export rebates six times since August last year, to save the failing sector. Figures released Friday showed China's exports continued to fall in March, for the fifth month in a row, but at a slower pace.     Li said encouraging domestic firms to invest overseas could be another option, when the financial crisis is yet to bottom out and it will take some time before domestic demand could take off.     "It's definitely the right choice to rely more on domestic consumption for growth in a country with a 1.3 billion population, which has great market potential," he said, adding that heavy reliance would be unsustainable.     The World Trade Organization has predicted a 9-percent decline in global trade this year, the sharpest drop since World War II.     "But there is a long way to go before domestic consumption will be able to fuel economic growth."     "The country's overall purchasing capacity is not powerful enough yet," he said. China's per capita income of urban residents stood at 15,781 yuan (2,321 U.S. dollars) in 2008, with that of the rural population at 4,761 yuan.

BEIJING, Feb. 15 (Xinhua) -- North China's severe drought is still threatening 104 million mu (6.9 million hectares) of farmland in north China, the Office of State Flood Control and Drought Relief Headquarters said Sunday.     The drought-affected farmland dropped only 6.41 million mu, compared to a day earlier, although the country is going all out to fight the worst drought in decades, including artificial rain.     Among the total affected farmland, 30.33 million mu was seriously threatened by the drought, though 940,000 mu less than a day earlier, and 4.21 million mu had dried out, according to the office.     In the meantime, 4.68 million people and 2.5 million heads of livestock are still facing water shortage.     About 88.42 million mu of winter wheat crops are suffering from the drought, 5.88 million mu less than a day earlier, in provinces of Hebei, Shanxi, Jiangsu, Anhui, Henan, Shandong, Shaanxi, and Gansu.     The respite was limited as there was no effective rainfall in the drought-hit winter wheat growing provinces Saturday, although 5.11 million mu of wheat farmland was watered by irrigation facilities.

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.

BEIJING, March 10 (Xinhua) -- Lhasa is stable, and troops there are in normal state, said Qiangba Puncog, chairman of the Tibet regional government, on Tuesday.     "I was told in a phone talk with Lhasa in the noon that the whole city is stable and troops are in normal state as usual," he said in Beijing after a plenary meeting of the National People's Congress.     He told Xinhua that he absolutely agrees with President Hu Jintao's remarks on Monday when Hu called for a "Great Wall of stability in Tibet."     "It (Hu's call) is a good and long-term consideration," said Qiangba Puncog.     On March 10, 1959, an armed rebellion was staged by the upper ruling class in Tibet in an attempt to preserve the old serfdom. The rebellion was quickly foiled by the People's Liberation Army, and the central government then decided to begin a democratic reform which put an end to serfdom and the theocratic regime.     Qiangba Puncog said that the ** Lama and his secessionists clique have kept on smearing the central government and the Tibetan regional government over the past 50 years, but time and facts would prove what they said are nothing but purely lies.     "They always lie that more than 1 million Tibetans had been killed in the past 50 years, but the truth is that the population in Tibet increased from 1.2 million in 1959 to 2.87 million in 2008," he said, adding Tibetans and people from other ethnic minorities now account for more than 95 percent of the population in the autonomous region.     "The fabrication of the so-called 'genocide' in Tibet has become a stock-in-trade for them to cheat the world," he said.

DAKAR, Feb. 5 (Xinhua) -- Chinese President Hu Jintao will pay a state visit to Senegal on Feb. 13-14, during which the two countries will sign new agreements on economic and technical cooperation, the Chinese ambassador in the West African country announced here on Thursday.     At the invitation of his Senegalese counterpart Abdoulaye Wade, President Hu will make the visit to further enhance the friendly ties between the two countries since diplomatic relations were resumed in October 2005, Chinese Ambassador Lu Shaye told a press conference.     The visit is part of the Chinese president's five-nation trip on Feb. 10-17, which will also take him to Saudi Arabia, Mali, Tanzania and Mauritius.     The Chinese Foreign Ministry said on Tuesday that Hu's visit is aimed at further consolidating China's friendship and cooperation with these countries, strengthening China's cooperation with the Cooperation Council for the Arab States of the Gulf, and promoting the implementation of the measures announced at the 2006 Beijing Summit of the Forum on China-Africa Cooperation.

BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.

BEIJING, April 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Friday that the basic health-care system should be provided as a public service to the people to ensure and improve people's livelihoods.     Li made the remarks during a meeting on deepening the reform of the health-care system, stressing that the public health-care system should be conducted for public good and urging the gradual establishment of a basic health-care system to cover all Chinese citizens.     Carrying out the health-care system reform is of great significance to improving people's livelihoods and promoting social harmony, as well as boosting domestic demand and keeping a sound and rapid economic development, Li said.     The reform of the health-care system is a social systematic project, which is time-consuming, challenging and complicated, he said. By 2020, China should have a basic health-care system that covers urban and rural residents, Li pointed out.     Health-care reform in the next three years should be focused on relieving people from expensive and hard-to-get medical care, he said.     Li also said that reforms should be carried out in five areas, including providing universal access to basic health insurance, introducing an essential medicine system, improving primary healthcare facilities, offering equitable access to basic public health services and establishing pilot reform of state-run hospitals.
