BEIJING, May 17 -- Shanghai will step up efforts to lure more talent, beef up development of its legal system and improve its credit database as part of efforts to develop a global financial center, Vice Mayor Tu Guangshao said Saturday.    The city will also enable financial markets and institutions to play an important role in financial innovation and make the Pudong New Area a pioneer for financial reforms, Tu told the Lujiazui Forum in Shanghai.     "To realize our goals, we need a combination of forces," said Tu. One focus will be the establishment of a credit ratings system for small- and medium-sized enterprises to facilitate fundraising, Tu said.     Xu Lin, Party Secretary of Pudong New Area, told the forum the district will shore up its preparation for financial innovation, including establishing an over-the-counter equity exchange for start-up technology firms.     Pudong will also trial programs to settle cross-border trade using the yuan and to set up consumer finance companies to fund people's purchases of durables such as home appliances and electronics.     Xu also noted that Pudong will fast track the development of financial services for the shipping industry as China pursues building Shanghai into an international financial and shipping hub by 2020.     "The district will encourage capital from various sources to help innovation and upgrade industry," Xu said. "More credit support will be given to small companies in terms of innovation."     Financial experts attending the two-day Lujiazui Forum, which ended Saturday, called on the city to take more measures to retain talent and financial institutions.     "The major European and US markets are reshuffling after the crisis and it has created a good opportunity for Shanghai to lay a sound basis and infrastructure for rising as an international financial center," said Laura Cha, deputy chairman of the Hongkong and Shanghai Banking Corp.     "We should learn lessons from them and avoid the mistakes they have made."     Shanghai is still lagging behind in terms of financial talent both in quality and quantity, she added.     She suggested shoring up the city's financial high education sector and rotating financial talents to develop more overseas experience.

BEIJING, May 1 (Xinhua) -- New rules to punish "statistical fouls" took effect Friday in China.     The rules, the country's first of their kind, were jointly published by the Ministry of Supervision, Ministry of Human Resources and Social Security and the National Bureau of Statistics (NBS).     The rules impose penalties for publication of fraudulent statistics or unauthorized dissemination of statistical data.     Penalties including dismissal, demotion or unspecified "criminal punishment" face those who unlawfully alter statistics or ask others to do so and those who take revenge on people who refuse to fabricate data or blow the whistle on illegal acts.     People who leak data concerning state secrets, personal information or business secrets, or who delay the reporting of statistics, would face similar penalties.     The new rules require government offices to carefully maintain and deliver files of criminal cases and quickly release investigation results.     Analysts said statistics are not just key data for the government, they are also vital in making decisions about social and economic affairs.     Statistics "concern public credibility of both statistical authorities and the government," said Fan Jianping, chief economist with the State Information Center.     As the world's fastest expanding economy, China has faced questions about the accuracy of its national economic data. The most recent figure drawing global attention was the decade-low, 6.1 percent year-on-year economic growth rate in the first quarter, which was released April 16.     Since the country's opening-up, the quality of statistics has improved. An article on the Wall Street Journal China's website said China's economic statistics were actually very impressive, "with relatively timely, accurate, and comprehensive data published on a range of key indicators".     But it also pointed out that there is a political economy of numbers with an incentive at both the local and national levels to massage the statistics. Many China watchers have noted the incentives for local officials to over-report growth to please their political masters.     Officials who participated in drafting the new rules admitted that incorrect or falsified statistics have been released at times.     Statistical corruption has been found in China for years to exaggerate local economic growth, which is often related to officials' promotion.     In April, southeastern Fujian Province said that it handled 754cases concerning forged statistics last year and imposed fines up to about 1.38 million yuan (203,000 U.S. dollars).     "As the country strives to cushion the impact of the global slowdown and maintain steady economic growth, they should use the rules as a deterrent to statistical fouls," said Wang Tongsan, an economist with the Chinese Academy of Social Sciences, a government think tank.     Wang also suggested the government should reform the evaluation system for officials and increase training for statistical staff.     China's top statistics official, Ma Jiantang, has vowed to improve the quality and credibility of government statistics after foreign media voiced concerns about the authenticity of Chinese economic data.     "To keep (official statistics) true and credible is not only our duty, it also relates to our need to accept public supervision," Ma said in a statement on the NBS website.

BEIJING, July 7 (Xinhua) -- Chinese banks have been active in transacting yuan cross-border settlement after the first deal was made Monday.     The Industrial and Commercial Bank of China (ICBC) said Tuesday it had dealt with yuan cross-border settlement totaling 17 million yuan (2.49 million U.S. dollars) in two days.     Many banks in Guangdong Province were active in dealing with yuan cross-border settlement. The Bank of China Guangdong branch transacted yuan cross-border settlement totaling 7.96 million yuan (1.17 million U.S. dollars) Tuesday.     "Guangdong Province has a large economic scale and is highly dependent on foreign trade. Yuan cross-border settlement could help enterprises avert exchange rate risks and reduce costs," said Cao Licong, deputy governor of the BOC Guangdong branch.     "The service is favored by enterprises and will be promising in the future," said Hu Ye, deputy governor of the ICBC Guangdong branch.     China launched its first yuan cross-border settlement Monday.     China's State Council, or Cabinet, announced in April a pilot program to allow exporters and importers in Shanghai, and southern Guangzhou, Shenzhen, Zhuhai and Dongguan cities to settle cross-border trade deals in Renminbi (RMB), or yuan.     China last week issued detailed regulations for the pilot program for cross-border trade settled in yuan. BRUSSELS, April 28 (Xinhua) -- Senior officials and scholars from the European Union (EU) and China held a conference here, urging the two sides to enhance cooperation dedicated to seeking a global solution to the financial crisis.     "After the financial crisis hit us, we stood closer, supported each other and worked together for an early recovery of our economy and that of the world. We become tightly bound more than ever before," Chinese ambassador to the EU Song Zhe said in a keynote speech at the conference in the European Parliament on Monday.     "We have every reason to cooperate," Song said, adding China and the EU have converging interest and share common responsibility.     Sino-EU relations has experienced slight derailing last year, as China postponed a summit with the EU due to French President Nicolas Sarkozy's decision to meet the ** Lama when France held the EU presidency. Relations appeared back on track in the face of the global financial crisis.     Early this year, Chinese Premier Wen Jiabao visited Europe on a Journey of Confidence. Later during the G20 summit in London early this month, President Hu Jintao met a number of European leaders to consolidate mutual trust.     In an effort to build a joint front against the financial and economic crisis, a trade and investment delegation from China last month struck multi-billion-U.S.-dollar deals with European companies to boost trade.     Chinese Vice Premier Wang Qishan is scheduled to visit Brussels next week for high-level economic dialogues with EU counterparts.     The 11th China-EU Summit will be held in Prague in mid-May, as the Czech Republic is holding the current EU presidency.     The EU is the biggest organization of developed countries and China is the biggest developing country, Song said, adding bilateral relationship takes on greater global and strategic importance.     Antonie Quero-Mussot, deputy head of cabinet of EU Commissioner for economic and monetary affairs, noted that cooperation between the EU, China and beyond is a necessary condition for a solution to the global financial crisis.     "Without the dialogue not only between the EU and China, but also between all the major economies... there will not be a solution to the crisis," he said.     His remark was echoed by Mei Zhaorong, former president of Chinese People's Institute of Foreign Affairs.     "We can not solve the problem alone but have to work together," Mei said at the conference.     He also downplayed the possibility of a G2 framework, under which the United States and China are expected to have a joint central role of leading the world out of the crisis.     "We are not of the opinion that we alone with the U.S. can solve the problem," Mei said, "I do not think Europe like that opinion either."     "I think the current form of G20 are far better. BEIJING, May 17 (Xinhua) -- China's power consumption declined 3.63 percent year on year in April, larger than the 2.01 percent decrease rate in March, the China Securities News quoted figures from the China Electricity Council (CEC) Friday.     A total of 275.67 billion kilowatt hours of electricity were used in April. The figure for the first four months was 1.06 trillion kilowatt hours, down 4.03 percent from the same period a year ago.     Analysts said the extending decline indicated a soft footing in economic recovery. It is normal that power output and consumption have ups and downs in the process of economic revival.     From January to April, power used by the agriculture and tertiary sectors went up 4.69 percent and 9.04 percent. And that for industrial sector slipped 8.29 percent.     The National Bureau of Statistic (NBS) said on May 13 that power generation fell 3.5 percent last month from a year earlier, to 271.29 billion kilowatt hours. The industrial output rose 7.3 percent in the same month.     Since the industrial sector consumes about 70 percent of China's power, some economists questioned whether a rise in industrial production could be accompanied by a decline in power consumption.     Zhang Liqun, a researcher with the Development Research Center of the State Council, a government think-tank, told Xinhua that when looking at the decline in industrial power use, it was important to remember that industrial upgrading was still in progress. The decline of electricity consumption by heavy industry, which accounts for 82 percent of total industrial power consumption, was the leading cause for the overall decline.     According to CEC data, power consumed by the heavy industry was down 8.62 percent in the first four months, and that for the light industry sank 6.76 percent.     Analyst expected that power use in May would fall slower than the previous month, as the rebounding electrolytic aluminum and iron and steel industries would use more electricity in the coming months.
