BEIJING, Oct. 30 (Xinhua) -- China will adopt preferential fiscal and investment policies to boost economic development and trade in border areas, said the Ministry of Finance (MOF) on Thursday.     As of Nov. 1, residents who live in the border will be exempted from taxation of the daily necessities such as food and cloth costing in total no more than 8,000 yuan (1,171.3 U.S. dollars) per individual in one day.     Fiscal departments at all levels of government will allocate funds to support enterprises that engage in small-amount trade in border areas as of Nov. 1. BEIJING, Nov. 11 (Xinhua) -- Chinese officials led by President Hu Jintao on Tuesday marked the 110th anniversary of the birth of Liu Shaoqi, late President and Communist leader who was prosecuted and died during the Cultural Revolution.     "We are gathered here with deep respect to remember his contribution to the independence and liberation of China, the development of the country and welfare of the people," said Hu at the ceremony.     State leaders Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang,He Guoqiang and Zhou Yongkang attended the ceremony presided over by Premier Wen Jiabao.     Liu worked hard for the cause of Party and people all his life, making great contribution to the revolution and construction of socialism in China, Hu said.     Born in 1898, Liu joined the Communist Party of China (CPC) at the age of 23 and led several important trade union strikes in the1920s.     He marched with the Red Army in the Long March (1934-1936) but, in the middle of it, he was sent to north China that was ruled by then Kuomintang government and led the underground resistance to the Japanese invasion.     In 1945, Liu was elected a member of the CPC Central Committee Political Bureau and a Central Committee secretary.     When the People's Republic of China was founded in 1949, Liu was elected the vice chairman of the central government. He was president from 1959 to 1968 and introduced many pragmatic economic policies.     Liu was removed from all his positions in 1968 during the Cultural Revolution and died in 1969, denounced as a traitor and an enemy agent. In 1980, his reputation was rehabilitated.     "We shall learn from his thoughts, way of working and virtue that would encourage all Party members and people to have confidence and work hard to carry on the cause of revolutionaries of older generations," said Hu.     He urged people to learn from Liu to be loyal to the Party and the people, to always seek truth from facts, to be open to innovation, to be good at applying Marxist principles in China's reality, to be willing to correct mistakes, to put Party and people first and to serve the people heart and soul.     Hu recalled Liu's great and glorious life and praised his achievements, Wen said. "It is of great significance to guide the people to inherit the ideal of older revolutionaries and create a new stage of socialism with Chinese characteristics."

BEIJING, Nov. 14 (Xinhua) -- China's government on Friday pledged to make every effort to ensure the safe release of the crew of a Chinese fishing boat seized by Somali pirates off east Africa.     The Chinese Foreign Ministry issued a statement saying it was still assessing the situation and trying to obtain more information on the vessel, which was overrun late on Thursday.     The ministry would work with organizations abroad to ensure the safe release of the crew, according to the statement.     The vessel, owned by Tianjin Ocean Fishing Company, was hijacked by pirates armed with grenade launchers and automatic weapons off the coast of Kenya and was being held off the southern Somali port city of Kismanyu, according to reports on Friday.     The 24 crew comprised 16 Chinese, one Japanese, three Filipinos and four Vietnamese, according to China's Ministry of Transport.     A Somali pirate leader reportedly said all the crew members were "fine".

BEIJING, Oct. 23 (Xinhua) -- China's top legislature on Thursday started to review a draft law on food safety, which sets stricter food quality standards and demands greater government responsibility.     The draft, which was revised after the recent contaminated dairy products scandal, would ban all chemicals and materials other than authorized additives in food production.     Health authorities are responsible for assessing and approving food additives and setting their usage. "Only those proved to be safe and necessary in food production are allowed to be listed as food additives," the draft says.     Food producers must strictly stick to the food additives and their usage approved by authorities, according to the draft     In the tainted dairy products scandal, melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make protein levels appear higher. At least three infants died and more than 50,000 were sickened after drinking the contaminated milk.     The draft also prohibits food safety supervision authorities from issuing inspection exemptions to food producers.     China began exempting companies producing globally-competitive products from quality inspections in 2000 to help them avoid repeated examinations and reduce their burden.     The practice encountered severe criticism when it was discovered that many of the companies producing and selling melamine-tainted dairy products had national inspection exemption qualifications.     The draft was tabled to lawmakers at a bimonthly session of the Standing Committee of China's National People's Congress (NPC).

BRUSSELS, Jan. 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived in Brussels on Thursday evening for an official visit to the European Union (EU) headquarters.     The premier was welcomed at the Brussels international airport by European Commission officials, Belgian Foreign Ministry officials, officials of the Chinese mission to the EU and the Chinese embassy in Belgium, as well as Chinese students studying in Belgium.     In a written statement distributed to the press upon his arrival, Wen said the world is undergoing profound changes with a volatile international situation, more regional conflicts and a spreading financial crisis.     In this context, to enhance dialogue, promote consultations and deepen cooperation is in the interests of both China and the EU, and in line with the trend of the times, which is for peace, stability and development, he said.     Wen said he is looking forward to having frank and in-depth exchange of views with EU leaders on China-EU relations, on how to jointly deal with the global financial crisis, and on other international and regional issues of common concern.     "I hope and believe that this visit, as an important trip of confidence, will enhance the confidence of China and the EU in their future relations and in practical and mutually beneficial cooperation. I also hope and believe that this visit will enhance the confidence of the international community in the all-round strategic partnership between China and the EU," he said.     During his two-day visit in Brussels, Wen is scheduled to hold talks with European Commission President Jose Manuel Barroso. He will also meet EU foreign and security policy chief Javier Solana.     Brussels is the third leg of Wen's European tour after Switzerland, where he attended the annual meeting of the World Economic Forum in Davos, and Germany. BEIJING, Jan. 9 (Xinhua) -- China said Friday it welcomes and supports the UN Security Council resolution on Gaza.     "The resolution reflects the concerns and desires of the international community on the situation in Gaza," Foreign Ministry spokesman Qin Gang said in response to a question.     China called for effective implementation by all parties concerned of the new resolution and an immediate ceasefire in Gaza, Qin noted.     China also urged Israel to withdraw its forces from Gaza, ensure the smooth operation of humanitarian aid activities and ease the humanitarian crisis in Gaza at an early date, he said.     Qin called on all parties concerned to continue the political process to achieve a just and reasonable settlement of the Palestinian-Israeli issue and realize the establishment of an independent Palestinian state and peaceful coexistence.     The UN Security Council on Thursday adopted a resolution calling for an immediate ceasefire in Gaza "leading to the full withdrawal of Israeli forces."     The new resolution, drafted by Britain, was adopted with 14 voting in favor and the United States abstaining after a compromise was reached between Arab foreign ministers and their Western counterparts.     More than 700 Palestinians reportedly died in 13 days of Israeli military action in Gaza, which was undertaken in retaliation for the firing of rockets into southern Israel by Hamas militants.

TAIPEI, Jan. 8 (Xinhua) -- The mainland-donated panda pair is scheduled to meet the Taiwan public on Jan. 26, the first day of the Chinese Lunar New Year, the Taipei city government announced on Thursday.     Taipei mayor Hau Lung-bin will visit the panda pair a few days earlier, on Jan. 24, with 500 orphans and children from poor families.     "If all the quarantine measures for the panda pair and other procedures for their moving into the zoo go well as scheduled, the 500 children invited by the city government will be the first visitors on Jan. 24," Hau said.     The Taipei city zoo said an opening ceremony for the panda enclosure would also be held on Jan. 24. The area would be open to the public on the morning of Jan. 26.     It's estimated an average of 22,000 panda visitors per day will come to the enclosure once it's opened, according to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government said earlier in a statement that the pandas were expected to attract about 6 million visitors to the zoo annually, double the current number.     The pair of 4-year-old giant pandas named "Tuan Tuan" and "Yuan Yuan" (when linked, their names mean "reunion" in Chinese), have now become "sweethearts" on the island. Cartoon images of the bears are displayed at bus stations and the airport's entrance.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. Their departure had been delayed for more than three years. Improved cross-Straits ties made their journey to Taiwan possible.
