Trump has implemented billions of dollars in tariffs targeted at China, Canada, Mexico, and the European Union, saying such moves are needed to offset trade imbalances.
Trump is considering a possible national emergency declaration that would end the shutdown and allow him to obtain his wall funding by circumventing Congress. But on Saturday, he told Fox News' Jeanine Pirro that he would rather Democrats take action, adding that he was waiting at the White House ready to cut a deal.
Trump said the gesture is "a mark of solemn respect for the victims" of the shooting that killed five people.
Trump tweeted repeatedly through the day but was, for the most part, a lonely voice as the White House lacked an organization or process to defend him. Senior staffers, including acting chief of staff Mick Mulvaney and White House counsel Pat Cipollone, were to present Trump this week with options on setting up the West Wing's response to impeachment, officials said.
Trump on several occasions has said he would prefer rates to stay low, a position apparently at odds with some of those who were on his short list, particularly Stanford University economist John Taylor and former Fed Governor Kevin Warsh. Top White House economic adviser Gary Cohn also was a contender.
Trump abhors trade deficits, and is determined to reduce the one the US has with Japan, particularly by gaining more access for exports by US farmers and automakers, Fortune, a business magazine, said.

Trump tweeted during his flight to Argentina that "based on the fact that the ships and sailors have not been returned to Ukraine from Russia, I have decided it would be best for all parties concerned to cancel my previously scheduled meeting ... in Argentina with President Vladimir Putin."
Trump spent Wednesday morning retweeting critical comments from others on Mueller, his investigation, and the hearing.
Trump's legal team last week asked the Supreme Court to put a hold on the panel's subpoena, arguing that if the lower court rulings are allowed to stand, any committee of Congress could subpoena any personal information it wants from a president.
