SINGAPORE, Nov. 11 (Xinhua) -- Visiting Chinese President Hu Jintao met here Wednesday evening with Singaporean President S. R. Nathan, with both exchanging views on further developing bilateral ties between the two countries.     President Hu said that as the two countries are to celebrate the 20th anniversary of the establishment of diplomatic relations next year, China is ready to provide Singapore with a pair of pandas for joint research in a bid to further enhance the friendly feelings between the people of the two countries. Nathan (2nd R) and Nathan's wife in Singapore, on Nov. 11, 2009. Expressing satisfaction with the good momentum in the development of bilateral relations, Hu said China attaches great importance to its relations with Singapore and is ready to deepen mutually beneficial cooperation, so as to make greater contribution to peace, stability and prosperity of Asia.     Hu emphasized that human resource is a key area of bilateral cooperation, to which both sides have always paid great attention.     Strengthening exchanges between the young people of both countries is conducive to the long-term and stable growth of bilateral links, he said.     Hu also briefed Nathan about the measures that China has taken to offset the impact of the international financial crisis and to maintain a stable and relatively rapid growth of the economy, as well as the effects of these measures.     Nathan warmly welcomed Hu's state visit to Singapore, saying the visit is of milestone significance in the development of the bilateral relations.     Under the current circumstances of rampant trade protectionism, China's success in addressing the challenge of the global financial crisis and maintaining a rapid economic growth deserves admiration and congratulation from Singapore, he said.     Nathan said that as the People's Republic of China celebrated this year the 60th anniversary of its founding, the great changes in China have brought about opportunities for the whole region and benefited every country in the region.     He said Singapore and China enjoy a close relationship as bilateral cooperation in various fields grow smoothly. Singapore hopes to further strengthen exchanges and cooperation with China in various areas such as economy and trade, tourism and education and to expand cooperation at local levels, he added.     Nathan said Singapore is also ready to expand cooperation with China in the area of human resource development.     Noting that Asia is frequently striken by natural disasters, Nathan said China has accumulated valuable experience in disaster relief during the severe earthquakes in Sichuan last year and in post-disaster rehabilitation for other countries to learn from.     Before the meeting, Nathan held a welcome ceremony for Hu.     President Hu arrived here Wednesday afternoon for a state visit to Singapore. This is the final leg of his two-nation Southeast Asia trip, which has already taken him to Malaysia.     During his stay in Singapore, President Hu will also attend the Economic Leaders Meeting of the Asia-Pacific Economic Cooperation (APEC) slated for Nov. 14-15.

COPENHAGEN, Dec. 15 (Xinhua) -- UN Secretary General Ban Ki-Moon said on Tuesday that China, a developing country, has taken important measures in reducing its emission of greenhouse gas.     "China has also taken quite important measures by cutting forty to forty-five percent of energy intensity by 2020," Ban said at a press conference on the sidelines of the UN climate change conference in Copenhagen.     Ban arrived here earlier on Tuesday to open a high-level segment of the conference, which entered its ninth day of negotiations on a new global deal to push forward the fight against climate change.     The UN chief said he was fully aware of particular challenges faced by developing countries, in particular poor countries, calling on rich countries to improve their commitments in climate financing.     The climate change negotiations were now in a critical but difficult situation as developed countries and developing countries remain divided on key issues, including climate financing.     Developed countries have been reluctant to provide financial support to help developing countries mitigate and adapt to climate change. So far, they only indicated to give 10 billion U.S. dollars annually in the three years between 2010 and 2012.     Ban said developed countries should go beyond the fast-start support and also address medium and long-term financing scaled up to needs.     "I have been urging that developed countries should begin discussing the medium and long term financial support packages," he said, calling on all countries to overcome national interests or interests of any particular groups.     "That would be one of the keys in bridging the gap between developed and developing countries," he added.     Speaking at the same press conference, Danish Prime Minister Lars Lokke Rasmussen said he was encouraged by China's move to set national targets of reducing greenhouse gas emission.     "I am very encouraged by the fact that China has proposed, at this stage, nationally binding targets for mitigation which deviates from business as usual," he said.     But he added China should translate those national targets into some kind of international language.

BEIJING, Oct. 19 (Xinhua) -- An Economic Cooperation Framework Agreement (ECFA) could make the Chinese mainland and Taiwan complement each other and achieve the best win-win results, Yao Jian, spokesman of the Ministry of Commerce (MOC), said here Monday.     "The ECFA could enhance the well-being of the people across the Taiwan Straits," Yao said in a statement on the ministry's website.     He added that with increasingly strengthened cross-Straits economic cooperation, the signing of the ECFA should be in line with the development of the cross-Straits relationship and the characteristics of the mainland-Taiwan economic and trade cooperation.     The ECFA would help reduce trade barriers gradually and bring positive effects to the economies, trade and most industries across the Straits, according to a latest research report completed by the academy of international trade and economic cooperation under the MOC.     Official figures revealed that the combined cross-Straits trade volume stood at 129.22 billion U.S. dollars in 2008.

BEIJING, Nov. 26 (Xinhua) -- China has tightened settlement and sale of foreign exchange by individuals to curb non-normal cross-border capital inflow, according to a statement of the State Administration of Foreign Exchange (SAFE).     Banks should deny, review or report to foreign exchange regulators, individual purchases or settlements of foreign exchange suspicious of splitting up one deal into several smaller ones to dodge limits on the size of exchange transfer by one person, which is understood to be one of the channels for hot money inflow, said the statement on Wednesday.     Practices including one overseas individual or institution remitting foreign exchange to five or more individuals within China who settle them respectively, or five or more individuals buying foreign exchange and remitting them to one and the same overseas individual or institution, on a single day, every other day or consecutive days, are considered exchange splitting behavior, said the SAFE.     China in 2007 set the limit of up to 50,000 U.S. dollars per year for an individual to exchange between yuan and foreign exchange.

BEIJING, Dec. 3 (Xinhua) -- Chinese Vice Premier Li Keqiang met here Thursday with Sadako Ogata, president of the Japan International Cooperation Agency (JICA).     Li said China-Japan strategic and mutually-beneficial relationship has entered into a new stage and it is in the fundamental interests of the people to stick to China-Japan friendship and mutually-beneficial cooperation.     Li said that the two countries should respect and take care of each other's major concerns, enhance pragmatic cooperation and increase mutual understanding between the two peoples in a bid to push forward bilateral ties in a long-term, healthy and stable manner.     The two governments, via the JICA, Japanese government's overseas aid agency, have conducted effective cooperation since the normalization of bilateral ties, said Li, calling for more exchanges of youth and scientists between the two countries.     Ogata visits China as guest of China's Ministry of Science and Technology

BEIJING, Nov. 25 (Xinhua) -- A Chinese diplomat told reporters Wednesday a substantial content is more important than the title of the outcome of the forthcoming climate talks in Copenhagen, Denmark.     The key to success of the conference is to uphold the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the principle of "common but differentiated responsibilities" and the Bali Road Map, said Yu Qingtai, special representative of the Foreign Ministry for the UN climate change talks.     "No matter what the title of the conference outcome will be, we must follow the principles of the UNFCCC and the Bali Road Map," Yu said.     He said China's determination in coping with climate change has never wavered and it has never relaxed efforts in this regard though the global financial crisis has posed a severe challenge for the country's economic growth.     However, it is unfair to make developing countries shoulder the same responsibilities as rich countries on emission reduction, Yu said.     "The principle of 'common but differentiated responsibilities' is the foundation for international cooperation, and denial of the principle undermines the basis for international partnership," Yu said.     "Common but differentiated responsibilities" was set up in the UNFCCC, which was signed by more than 150 countries in 1992.     In less than two weeks, the 15th Conference of the Parties of the UNFCCC will open in Copenhagen to renew greenhouse gas emissions reduction targets set by the UNFCCC Kyoto Protocol, the first stage of which expires in 2012.

BEIJING, Nov. 17 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), on Tuesday urged political advisors to contribute their wisdom to China's social and economic development.     Political advisors should watch closely the domestic and international economic situations and problems that China had in the process of development and put forward wise and pragmatic solutions, Jia said.     He urged political advisors at all levels to carry out in-depth study on the key issues including macro-economic policy, environmental protection, public resource distribution and reform of the income system.     Jia made the remarks at a chairman's meeting of the CPPCC National Committee.
