TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.

BEICHUAN, Sichuan, May 16 (Xinhua) -- Thirty-three more survivors were pulled out of debris in Beichuan county in southwest China on Friday as rescue efforts entered the fourth day since the 7.8-magnitude earthquake on Monday.     The total number of survivors saved in Beichuan in Sichuan Province rose to 13,595, rescuers said.     Beichuan, a county of about 160,000 people, is one of the worst-hit region, with 80 percent of the buildings collapsed and at least 7,000 lives lost.     A 46-year-old survivor, Peng Zhijun, had lived on cigarettes, paper napkins and his urine when he was buried in the rubble in the past four days. He was still sober-minded almost 100 hours after the quake.     Doctors said he suffered bone fractures in the left arm and slight injuries in the legs, but the other parts of his body were basically in good condition.     "Natural disasters cannot be avoided. I had to save me from myself," Peng told reporters Friday evening. I only weigh 65 kilograms and they carried me by turns on their backs, walking miles to reach the medical station," said Deng.     The death toll in Sichuan alone exceeded 21,500 while 14,000 others remained buried as of 4 p.m. Friday, vice provincial governor Li Chengyun said at a press conference.     He said that 159,000 people were injured in the massive earthquake and 4.8 million people had been relocated.     Friday's death toll rose by about 2,000 from that of Thursday.     Sichuan had experienced 4,432 aftershocks in the past four days, Li said.     The national death toll from the earthquake rose to 22,069 as of 2 p.m. Friday, while 168,669 people were injured, the latest government statistics show.     In addition to the deaths in Sichuan, 364 were killed in Gansu Province, 109 in Shaanxi Province, 15 in Chongqing Municipality, two in Henan Province, one in Yunnan Province and one in Hubei Province.     The central government allocated another 1.17 billion yuan (167million U.S. dollars) to the relief fund for quake-hit areas on Friday. This brought the disaster relief fund from the central budget to 3.41 billion yuan.     Public donations in both cash and goods to the quake-hit areas rose to 3.175 billion yuan as of 4 p.m. Friday, according to the Ministry of Civil Affairs.     China has mobilized more than 130,000 troops for rescue operations, who were desperate to excavate survivors despite the passing of the prime time for survivors' rescue -- 72 hours after the quake.     Foreign rescue teams from Japan, Russia, the Republic of Korea and Singapore have arrived in Sichuan to aid the disaster relief efforts.

BEIJING, Oct. 9 (Xinhua) -- President Hu Jintao on Thursday urged the Chinese army to carry forward the courageous spirit it had shown in the earthquake relief work earlier this year to better serve the people.     Hu, also the Communist Party of China (CPC) Central Committee general secretary and Central Military Commission chairman, made the remark here while meeting soldiers and officers who were recognized for their outstanding contributions to the disaster relief work.     On Wednesday, China held a ceremony to honor outstanding organizations and individuals for their contributions to the rescue and relief work after a catastrophic earthquake hit the southwestern Sichuan and some neighboring provinces on May 12, leaving more than 87,000 dead or missing.     The People's Liberation Army (PLA) troops and armed police were among the first to provide rescue and relief following the quake. In total, 146,000 troops, armed police, reservists and police were mobilized for the rescue and relief. Chinese President Hu Jintao (1st. BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

State-owned and private companies suffered 67 billion yuan (9.5 billion U.S. dollars) in quake losses, according to the government's preliminary estimates.     Yesterday's Cabinet statement gave no details of how much money the spending cuts were expected to raise. But the reported budget for the central government this year, including the military, is 1.3 trillion yuan (187 billion U.S. dollars) - and 5 percent of that would be 65 billion yuan (9.3 billion U.S. dollars).     Beijing will set a moratorium on new government building projects, Premier Wen Jiabao told a State Council meeting.     Wen said the quake "added uncertainties" to the economy but he said it was stable and its fundamentals were not affected, Xinhua reported.     Donations to quake-hit regions reached 16 billion yuan (2.29 billion U.S. dollars), of which 1.76 billion yuan (250 million U.S. dollars) has been forwarded to affected areas, according to the information office.     In addition, the Ministry of Finance announced yesterday that it has allocated another 660 million yuan (94.83 million U.S. dollars) in relief funds to quake-stricken areas.     As the summer draws near, the quake-hit regions are facing mounting pressure to prevent epidemics.     About 45,000 medical workers are working in all quake-hit counties and townships in Sichuan, according to the Ministry of Health.     About 1,196 tons of disinfectants and bactericides were distributed, the ministry said in a statement.     In seven out of the 11 worst-hit counties, sanitation work has been completed and in the other four, one-third of the townships have been covered.     According to local health departments, doctors found 58 cases of gas gangrene, a bacterial infection that produces gas within gangrenous tissues, as of Sunday.     But officials said the virus does not affect people without open wounds.     Meanwhile, rescuers are still fighting time to find survivors.     According to the Department of General Staff of the People's Liberation Army, rescuers saved and evacuated 396,811 people to safe places as of yesterday noon.     A total of 6,452 have been dug out alive from the rubble, with 77 rescued in the 36 hours to noon yesterday.     The Ministry of Health said that 3,424 people injured in the quake had died in hospitals.     Hospitals have taken in 59,394 injured people since the quake, of whom 30,289 were discharged, the ministry said.     Power has been restored in most parts of quake-hit areas but Beichuan County, one of the worst hit, remained blacked out and electricity in Hongyuan was cut off again due to aftershocks, the State Electricity Regulatory Commission said in a statement.     Experts yesterday said there was no need to worry that the 33 lakes in Sichuan - formed after landslides blocked rivers - would burst their banks.     "Generally speaking, those lakes are safe because the flood season is yet to come," said Liu Ning, general engineer of the Ministry of Water Resources.     "We are monitoring the lakes round the clock," he added.

You have been on the frontline to assist quake victims when bearing great pains of losing the beloved. All of us should learn from you."     A day after the quake, Jiang learnt that ten members of her family living in Beichuan county, one of the worst-hit areas, passed away including her only daughter.     She was working as a police officer in the neighboring city Pengzhou.     "I felt that the sky was falling. I can't believe that. I had just talked with my baby girl on phone a day ago," she once recalled the dark moment in an interview.     But Jiang did not leave her post as more and more displaced people came to Pengzhou from quake-hit areas and the police had to help them settle down. In the week following the earthquake, she had worked at temporary shelter camps and barely slept until she fainted on the spot and was sent to hospital.     Jiang has showed the best of Chinese police officers, Zhou said.     He hoped that local police officers and those from other parts of China to assist quake relief would stick to such a noble spirit to work together and well serve their duty in a bid to help create a stable society in the quake-affected areas.     Jiang said she would not fail the Party and people's expectation and work harder in her own post.

In all, it is 2,270 square km and has a population of 1.4 million.     Lying between China's capital and the Bohai Gulf, the area has been decided by the State Council, or the Cabinet, to be one of the key economic powers in the country.     Taking an intercity high-speed railway shuttle from Beijing, the Premier asked the administrators of the shuttle line to provide a safe, fast and convenient service for people living in the two cities.     After arriving at the Binhai New Area, Premier Wen inspected some industry zones near the port. He was accompanied by Tianjin's Communist Party chief Zhang Gaoli.     Wen attended an opening ceremony for an assembly factory of the Airbus A320 model in the area.     "The Binhai New Area should take the advantages of various economic policies given by the central government and constantly improve its abilities of innovation and international competition," said the premier.     During his visit to the city, Wen also went to local households to convey his greetings of the National Day, which falls on Oct. 1.     When visiting a supermarket in the old community of Tianjin, Premier Wen asked the supermarket to ensure the quality of the products on sale.     He also went to a children's hospital where many parents sent their babies to have medical examinations in lieu of the toxic milk scandal.     The premier urged doctors in the hospital to carefully examine every child and to set parent's hearts to rest.
