BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday.The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health.The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services.The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.

BEIJING, Feb. 13 (Xinhua) -- Profits in China's non-ferrous metal industry declined in 2009 despite rising output due to low prices, according to statistics from the Ministry of Industry and Information Technology (MIIT).Output of 10 kinds of non-ferrous metals, including copper, alumina, zinc and lead, increased 5.8 percent in the country from a year earlier to 26.81 million tonnes last year.However, combined profit of 70 major enterprises in the sector totaled 17.6 billion yuan (2.58 billion U.S. dollars), down 1.46 percent year on year, the MIIT said.Although the industry maintained a good development momentum in 2009, many challenges remained, including the problems of excess capacity and outdated production capacity.The MIIT would focus more on speeding up the elimination of backward production capacities in the industry this year and checking an excessive growth in expansion of non-ferrous metal smelting capacities.

BEIJING, Feb. 25 (Xinhua) -- China's Ministry of Supervision said Thursday it would enhance supervision to key sectors and leading officials this year to ensure clean and efficient work in promoting the country's sound economic and social development.The supervision and examination would target corruption in project construction, real estate development and land management, as well as corruption behind major accidents, the ministry said in a circular outlining major works in 2010.The ministry would investigate officials who meddled in construction projects against relevant regulations to seek personal gains, staff of supervisory organs who were negligent of duty or took bribes, and those who involved in serious commercial bribery cases, the circular said.The ministry vowed "zero tolerance" for these cases, it said.The ministry promised to step up its efforts this year to ensure the implementation of the central government's major arrangements for accelerating the adjustment of economic growth mode and promoting steady and fast economic development.It would also strengthen supervision and examination to make sure local governments will take measures to check the rocketing real estate price in some cities to ensure the sector's healthy development, it said."Lazy and incapable" officials would also be targeted in the supervision to ensure efficiency of government work, according to the circular.China has intensified its fight against corruption recently.In its latest effort, the Communist Party of China (CPC) Central Committee Tuesday listed 52 unacceptable practices in an ethics code for CPC cadres to follow.The code forbids conducts including accepting cash or financial instruments as gifts, and using their influence to benefit their spouses or children with regards to their employment, stock trading or business.

It is the first state-level list of its kind in the country.The list illustrates what each kind of medicine should be used for, but it is not mandatory. Medicines on the list include all those on the National Basic Medicine Catalogue and the Catalogue of Drugs for Basic National Medical Insurance, and some other frequently used medicine, the ministry said.Cao Guirong, president of the Chinese Hospital Association, said at the release ceremony that compilation of the list borrowed the experience of developed countries and the World Health Organization (WHO) while taking into account China's geographic features and clinical therapeutic habits.It took two years for more than 100 domestic medical and pharmaceutical experts to complete the list, Cao said. It would be handed out to hospitals nationwide within the next few days in an effort to promote better medical service.

BEIJING, Jan. 24 (Xinhua) -- One of China's two leading State-owned shipbuilders, China Shipbuilding Industry Corporation (CSIC), said Sunday that its profit in 2009 jumped 18.5 percent to 7.39 billion yuan (1.1 billion U.S. dollars).The Beijing-based conglomerate, which consists nearly 50 industrial subsidiaries and about 30 R&D institutes in northern China, also said its operating income rose 17 percent in 2009 to 120.9 billion yuan.General manager Li Changyin said the CSIC had overcome the impact of the global financial crisis, which crippled the global sea-based trade and brought down ship orders.Li said technological innovations had enabled the CSIC to build 180,000-dwt bulkers, 320,000-dwt oil tankers, 13,000-TEU containers as well as new types of drilling platform which can be used in water depths up to 400 feet (120 meters).According to Li, CSIC had also been actively engaged in non-ship businesses including manufacturing of wind power and nuclear power equipment, accounting for 40 percent of the CSIC's business volume.Li said the CSIC profit target for 2010 was 8 billion yuan. The operating income was expected to surpass 140 billion yuan and the CSIC output in 2010 was likely to break 10 million dwt (deadweight tonnage), he added.The CSIC, which has more than 140,000 manpower, launched an initial public share offer at the Shanghai Stock Exchange in December 2009 and raised some 6.4 billion yuan.The CSIC's main shipbuilding and industrial enterprises are based in cities of Dalian, Qingdao, Tianjin, Shanhaiguan and Wuchang.The other major shipbuilding conglomerate in China -- the China State Shipbuilding Corporation (CSSC) is based in Shanghai, whose turf is mainly in eastern and southern China.

WASHINGTON, March 24 (Xinhua) -- China and U.S. economic and trade frictions should be handled appropriately to advance the healthy and steady development of the bilateral economic and trade ties, a senior Chinese trade official said on Wednesday."For the moment, the biggest challenge facing the China-U.S. economic and trade relationship is trade protectionism and the politicizing of our economic and trade issues," Chinese Vice Commerce Minister Zhong Shan told reporters at Embassy of China in Washington. "We hope that China and the U.S. can treat each other as partners instead of rivals."Zhong said China is against the tendency to politicize bilateral economic and trade issues.Under the pressure of the election year and high unemployment rate, some U.S. senators last week proposed a legislation to press China to appreciate its currency.The bill requires the U.S. Treasury Department to identify countries with "fundamentally misaligned currencies" and asks the Commerce Department to investigate currency undervaluation as a " countervailable subsidy."Meanwhile, 130 U.S. congressmen wrote to the government, demanding the Obama administration take actions to appreciate the RMB against the dollar."The RMB exchange rate is not the root cause for U.S. trade deficit with China or key to U.S. unemployment," Zhong said.He said that the economic structures of the two countries are highly complementary. BEIJING, Jan. 17 (Xinhua) -- The United States needs to face up to its own imbalances rather than engage in more China bashing over trade, said world-renowned economist Stephen Roach.     "The West, especially the United States, needs to take a long hard look in the mirror and face up to its own imbalances. Hypocrisy is not a recipe for global statesmanship," wrote Roach in Singapore's leading financial daily Business Times this week.     As U.S. congress and the White House look toward the mid-term elections of 2010, Washington could well up the ante on China bashing -- moving from a rhetorical assault to widespread trade sanctions, predicted Roach, chairman of Morgan Stanley Asia.     He noted that the United States has already imposed trade sanctions on Chinese exports of tyres, coated paper product and steel piping and grating in recent month.     Roach argued that the expected salvo from Washington was apparently built on hypocrisy as the United States itself should also be held accountable for the global economic imbalances.     Meaningful progress on global rebalancing could not occur without progress by both China and the United States and that China has a more optimistic prospect of achieving rebalancing, he said.     "There is good reason to believe that China ... is about to take dramatic steps in rebalancing its domestic economy in a fashion that would provide a sustained and meaningful reduction in its current account surplus."     China viewed the recent crisis and recession as an unmistakable wake-up call, which left the country with little choice other than to shift the sources of its GDP growth from external to internal markets, he said.     However, it was hard to be sanguine about the outlook for America's saving and current account imbalance.     "The United States, with its massive shortfall in domestic saving, has come to rely heavily on surplus saving from abroad to fund economic growth. And it must run massive current account deficits in order to attract that capital," he said.     All nations need to be accountable for the role they need to play in driving a long overdue global rebalancing, said Roach. "It would be the height of folly to try and force China into a counter-productive approach, especially since it appears to be taking its own rebalancing agenda very seriously."
