CHENGDU, June 21 (Xinhua) -- Jiang Xiaojuan, a policewoman who was well-known to the Chinese public for feeding infants with breast milk after the May 12 quake, has been officially promoted to a ranking post at a local police bureau, despite a nationwide controversy about the promotion.     Jiang was appointed a member of the Communist Party of China (CPC) Committee of the Jiangyou Public Security Bureau and the bureau's vice commissar on Thursday, an official surnamed Su from the organization department of the Jiangyou CPC Committee, Sichuan Province, told Xinhua on Saturday.     Jiang was currently on a speaking tour and would assume office as soon as she returned to Jiangyou, said the official.     Su denied media reports that the promotion had been suspended because of controversy. They said an official position should not be used to promote a moral model.     "Such a promotion would fuel speculation activities," wrote a netizen dubbed "West Line" at the leading online forum forum.xinhuanet.com, while another netizen said promotion should depend on one's competence.     There were also many supporters of Jiang's promotion, saying that what she did showed she is a good public servant.     Su, the Jiangyou official, applauded the debate, saying "it shows the public are concerned on promotions of government officials and their enthusiasm for politics."     However, he said "we have gone through due procedures and believe she is qualified for her new post."     Jiang, 30, a mother of a six-month old, left her own baby with her parents and took part in the disaster relief work after the Sichuan quake.     Moved by the plight of babies separated from their mothers, she ended up breast-feeding nine of them. The pictures of her breast feeding spread across the country, which earned her a nickname "the police mum."     She has since been awarded laudatory titles of "hero and model police officer" and "excellent member of the Communist Party" by the Ministry of Public Security and the Organization Department of the CPC Central Committee.

PYONGYANG, April 21 (Xinhua) -- The torch relay in Pyongyang will enhance friendship between the Democratic People's Republic of Korea (DPRK) and China, the DPRK's Olympic chief said Monday.     The event will promote the cooperation and exchanges in sports between the two countries, and will show their traditional friendship to the world, said Park Hak Seon, chairman of the National Olympic Committee of the DPRK.     The official made the remarks at a reception held by the Chinese Embassy to welcome the Beijing Olympic Flame to Pyongyang.     The reception was attended by senior DPRK officials, including Yang Hyong Sop, vice president of the Presidium of the Supreme People's Assembly, and Park Kwan O, chairman of the People's Committee of Pyongyang, foreign diplomats in Pyongyang and famous DPRK athletes.     Liu Xiaoming, Chinese Ambassador to the DPRK, expressed thanks to various departments of the DPRK for their hard work in preparing for the torch relay in Pyongyang.     He said he sincerely appreciates the strong support from the people of the DPRK to the Chinese people.     The Olympic torch which will be used to carry the sacred flame in Pyongyang was displayed at the reception.     The torch relay will be held on April 28 in Pyongyang, the 18thleg of its global trip. BEIJING, April 13 (Xinhua) -- Chinese companies will no longer need the central bank's approval when issuing short-term bonds on the inter-bank market amidst government efforts to boost direct financing and reduce bank loan risks.     The People's Bank of China (PBOC) announced non-financial companies could issue bonds with maturities of less than one year on the inter-bank market without its approval from April 15.     Instead, they would only need to register at the National Association of Financial Market Institutional Investors set up in September, the PBOC said in a statement issued late on Saturday.     It said other negotiable notes "with a certain maturity" issued by non-financial companies on the inter-bank bond market wouldn't need administrative examination and approval, either. Nor would future innovative financing tools on the market.     China has vowed to develop its capital market and broaden direct financing channels to curb enterprises' heavy reliance on bank credit.     "China's financial structure has long been unbalanced, with its direct financing underdeveloped," said the statement. "Enterprises rely on bank loans too much, bringing them fairly large hidden risks."     To boost innovation in debt offering and raise the share of direct financing could mobilize the transfer of deposits to investment and decrease credit risks of the banking system, it said.     China allowed companies to offer short-term bonds to qualified institutional investors on the inter-bank market in May 2005.     From then to the end of 2007, 316 companies issued 769.3 billion yuan (about 109.9 billion U.S. dollars) of short-term bonds, with 320.3 billion yuan of outstanding debts, statistics showed.     In comparison, short-term loans to non-financial companies and other institutions surged 1.25 trillion yuan in 2007, while middle- and long-term loans jumped 1.65 trillion yuan.

BEICHUAN, Sichuan, May 16 (Xinhua) -- Thirty-three more survivors were pulled out of debris in Beichuan county in southwest China on Friday as rescue efforts entered the fourth day since the 7.8-magnitude earthquake on Monday.     The total number of survivors saved in Beichuan in Sichuan Province rose to 13,595, rescuers said.     Beichuan, a county of about 160,000 people, is one of the worst-hit region, with 80 percent of the buildings collapsed and at least 7,000 lives lost.     A 46-year-old survivor, Peng Zhijun, had lived on cigarettes, paper napkins and his urine when he was buried in the rubble in the past four days. He was still sober-minded almost 100 hours after the quake.     Doctors said he suffered bone fractures in the left arm and slight injuries in the legs, but the other parts of his body were basically in good condition.     "Natural disasters cannot be avoided. I had to save me from myself," Peng told reporters Friday evening. She had been injured by a falling girder and had eaten only nuts over the past four days.     "Thank goodness for the soldiers. I only weigh 65 kilograms and they carried me by turns on their backs, walking miles to reach the medical station," said Deng.     The death toll in Sichuan alone exceeded 21,500 while 14,000 others remained buried as of 4 p.m. Friday, vice provincial governor Li Chengyun said at a press conference.     He said that 159,000 people were injured in the massive earthquake and 4.8 million people had been relocated.     Friday's death toll rose by about 2,000 from that of Thursday.     Sichuan had experienced 4,432 aftershocks in the past four days, Li said.     The national death toll from the earthquake rose to 22,069 as of 2 p.m. Friday, while 168,669 people were injured, the latest government statistics show.     In addition to the deaths in Sichuan, 364 were killed in Gansu Province, 109 in Shaanxi Province, 15 in Chongqing Municipality, two in Henan Province, one in Yunnan Province and one in Hubei Province.     The central government allocated another 1.17 billion yuan (167million U.S. dollars) to the relief fund for quake-hit areas on Friday. This brought the disaster relief fund from the central budget to 3.41 billion yuan.     Public donations in both cash and goods to the quake-hit areas rose to 3.175 billion yuan as of 4 p.m. Friday, according to the Ministry of Civil Affairs.     China has mobilized more than 130,000 troops for rescue operations, who were desperate to excavate survivors despite the passing of the prime time for survivors' rescue -- 72 hours after the quake.     Foreign rescue teams from Japan, Russia, the Republic of Korea and Singapore have arrived in Sichuan to aid the disaster relief efforts.

BEIJING, Aug. 15 (Xinhua) -- China's securities supervisor said on Friday that the heavy slump on the country's equities market was caused by a combination of factors, both domestic and foreign.     These included a need for internal correction, increasing uncertainties on the global markets and frequent natural disasters, China Securities Regulatory Commission (CSRC) spokesman said at a press conference.     The unsound mechanism and structure of the country's equities market worsened the situation and widened the range of the correction, he said.     The benchmark Shanghai Composite Index edged up 0.56 percent to 2,450.61 points on Friday, closing out the week slightly higher after five days of losses. The key index has tumbled nearly 60 percent from its peak in October.     However, the trend of a steady and healthy performance would remain unchanged, he said, as the country's economy maintained steady and fast growth.     CSRC would study the emerging problems, promote the improvement of basic systems and optimize the structure of fund raising, he said.     CSRC would also adjust new share supply in line with market demand, enhancing the market mechanism in regulation.     The commission has slowed new share issues this year in an effort to brake the steep index declines as any mention of new share offering would cause a sharp plunge in the index.     From January to July, CSRC only approved the new offering (at least 100 million shares) of four companies, which raised a combined 64.32 billion yuan (9.38 billion U.S. dollars). Both the frequency and amount decreased, by 64 percent and 49 percent respectively, compared with the same 2007 period.     The commission would join with the State-owned Assets Supervision and Administration Commission to set up a real-time monitoring system to supervise transfer of the state-owned shares.

China's hotel and catering industry saw its retail sales rose 24.3 percent in the first seven months over the same period last year, the Ministry of Commerce (MOC) said on Friday.The growth rate was 6.5 percentage points higher than the same period last year, said the MOC on its website.Retail sales of the country's hotel and catering industry amounted to 837.49 billion yuan (1.99 billion) between January and July, accounting for 14 percent of the nation's total domestic retail sales during the same period.China's retail sales of consumer goods in the first seven months of this year was 5.9672 trillion yuan, up 21.7 percent, compared with 15.5 percent growth rate recorded over the same period of last year.Foreign hotel and catering enterprises established 399 new branches in China during the January and July period, down 18.2 percent over the same period last year, while contract value rose 4.3 percent to .71 billion.The country's hotel and catering industry reaped 116.8 billion yuan in July alone, representing an increase of 26.5 percent over the same month last year, according to the MOC.
