BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.    

BEIJING, Dec. 23 (Xinhua) -- Chinese State Councilor Liu Yandong Wednesday said China will broaden international exchanges and learn from other countries in heritage protection.     "China will strengthen cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and other international organizations," Liu said at a ceremony held here Wednesday marking the 30th founding anniversary of China's National Commission for UNESCO.     "The Chinese government will keep carrying out international conventions and actively explore scientific laws and effective methods in heritage protection," Liu said.     China will stick to the principle of "preservation first" and avoid over-exploitation and destructive construction, Liu said.     China is a country with rich cultural and natural heritage. So far, a total of 38 heritage sites in the country have been included in the World Heritage List, and 29 kinds of non-material cultural heritage have been included in the Masterpieces of the Oral and Intangible Heritage of Humanity.

BEIJING, Nov. 17 (Xinhua)-- According to the China-US Joint Statement issued here Tuesday, China and the United States recognize common interests in promoting the peaceful use of outer space and agree to enhance security in outer space.     The statement said the two sides believed that China-US cooperation on common global challenges would contribute to a more prosperous and secure world.     "China and the U.S. agree to discuss issues of strategic importance through such channels as the China-US Strategic and Economic Dialogues and the military-to-military exchanges," said the statement.     It said both leaders reaffirmed their commitment made on June 27, 1998 not to target at each other the strategic nuclear weapons under their respective control.     The two sides agreed to handle, through existing channels of consultations and dialogues, military security and maritime issues in keeping with norms of international law and on the basis of respecting each other's jurisdiction and interests, said the statement.     The statement was signed during President Obama' s first official visit to China between November 15 and 18.

SINGAPORE, Oct. 23 (Xinhua) -- Chief of General Staff of China's People's Liberation Army (PLA) Chen Bingde called on Singapore Deputy Prime Minister and military officials on Friday.     During his meeting with Singapore Deputy Prime Minister and Minister for Defense Teo Chee Hean, Chen said that China and Singapore share common strategic interests in economic development and regional security. In recent years, bilateral military relations have made great progress, he said, adding that the two sides have maintained frequent high level visits and improved the communication and cooperation mechanism. Cooperations on staff training, joint military exercises and ship visits have also been fruitful. BEIJING, Dec. 26 (Xinhua) -- China will make unswerving efforts and work jointly with the international community for the completion of the Bali Roadmap negotiations at the Mexico climate talks next year, a senior official said Saturday.     Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), told Xinhua that China, as it has always done, would continue to play an active and constructive role on that front.     Also head of the Chinese delegation to the Copenhagen climate conference, Xie said developed countries bound by the Kyoto Protocol should confirm their second-phase emission reduction targets as soon as possible.     He said almost no progress was made on some key issues during the international climate change meeting in Copenhagen because developed countries were seeking to shift off obligations demanded by international climate agreements.     "Developing countries have raised requests concerning slowing and adapting to climate change, as well as funding and technology assistance, but developed countries have given no clear response, resulting in almost stagnation on key issues in these talks," he said.     It is also necessary to define the comparability of efforts in emission reduction between non-contracting developed countries and those who have endorsed the Protocol, said Xie.     He said parties bound by the Protocol should fulfill their commitment to short-term financing and stick to their promises on long-term funding.     Xie also urged developed nations to speed up technology transfer to developing countries.     Prior to the climate meeting, the Chinese government announced to cut emissions intensity by 40 to 45 percent by 2020 from the 2005 level.     During the talks in Copenhagen, China played an active role in seeking a viable solution to tackle global warming when diversity existed among countries, and it made great efforts to seek common ground while putting aside differences for further discussions, Xie said.

BEIJING, Dec. 10 -- China will extend stimulus measures in the automobile industry for one more year, with small adjustments, to further support the world's biggest and fastest-growing auto market.     The government announced the decision Wednesday after an executive meeting of the State Council chaired by Premier Wen Jiabao.     The stimulus package, which was due to expire at the end of this month, includes a 50 percent cut in the 10 percent purchase tax for cars with an engine capacity of, or less than, 1.6 liters and subsidies for trade-in cars. It will now be extended to Dec 31, 2010.     However, the purchase tax for smaller cars will be lifted from the current 5 percent to 7.5 percent of the total vehicle price.  Buyers examining a small car in an auto market in Nanjing. Purchase tax for smaller cars will be levied at 7.5%    Furthermore, the government also decided to raise the subsidy for trade-in cars from between 3,000 and 6,000 yuan to between 5,000 yuan and 18,000 yuan per vehicle.     The stimulus package launched by the government in January helped China's automobile sales to exceed an expected 13 million units this year, making the country surpass the US as the world's biggest auto market.     "It's unusual that demand for automobiles in a country increases more than 4.5 million units within 12 months, and sales break the monthly record for seven months in a year," said Rao Da, secretary-general of China Passenger Car Association.     Statistics from the China Association of Automobile Manufacturers (CAAM) show that the smaller cars, with engine capacity of, or less than, 1.6 liters, contributed 85 percent of the sales increase in the domestic auto market. Most of the best-selling cars in China are smaller cars.     The association estimated that the stimulus measures boosted the sales of smaller cars by 2.6 million units this year.     Because of the favorable policy, sales of the battery and electric car pioneer BYD in the first 11 months surged 150.2 percent to 388,246 units. About two-thirds of the car sales were of the F3 model, a compact sedan that topped China's best-selling car list for seven months, with monthly sales surpassing 30,000 units, nearly double the figure for last year.     According to CAAM, China's auto production and sales almost doubled from figures a year ago to reach 1.39 million and 1.34 million units respectively in November.     Overall auto sales topped 12.23 million units in the first 11 months, up 42.39 percent from the same period last year.

BEIJING, Dec. 27 (Xinhua) -- China will maintain its pro-active fiscal policy and moderately loose monetary policy to buoy the economy in 2010 as many uncertainties persisted at home and abroad, Chinese Premier Wen Jiabao said Sunday. Averting the trend of falling global demand remained difficult, Wen said in an exclusive interview with Xinhua.     "Economies of some countries are starting to pick up, but fluctuations are still possible," Wen said.     "China's economy has been on track for recovery. However, the economic performance and operations of enterprises still mainly rely on support from government's policies," Wen said.     "A consolidated recovery in the country's economy does not point to a complete revival and a full revival does not mean China's economy is developing in a sustainable way," Wen said. "The government's economic stimulus package has proved effective."     China's economy grew 8.9 percent in the third quarter, the fastest rate in a year, after expanding by 7.9 percent in the second quarter and 6.1 percent in the first three months, boosted by the massive government investment and record bank lending.     The People's Bank of China, the central bank, scrapped lending limits of commercial banks in November last year.     In the first 11 months of this year, new bank loans hit 9.21 trillion yuan, an increase of 5.06 trillion yuan over the same period last year, far exceeding the full year target of 5 trillion yuan the government set in March.     The government pledged at the Central Economic Work Conference earlier this month that it would stick to the pro-active fiscal policy and moderately loose monetary policy in 2010 to sustain a recovery backed by the stimulus package.     The government would adjust macro-economic policies in line with the changing economic situation and study issues arising during implementation of such policies, Wen said.     China would gear more investment to social welfare, technical innovation and energy conservation and emission cuts next year, Wen said.
