BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

NAIROBI, Aug. 26 (Xinhua) -- A visiting Chinese Tibetologist delegation on Wednesday gave Kenyan lawmakers an insight into Tibet and its issues.     Shes-rab-nyi-ma, vice president of China's Central University for Nationalities and head of the Chinese delegation, introduced the basic facts of Tibet, the origin of the "Tibetan issue," the efforts the Chinese government has taken to develop the local economy and to protect the indigenous language and culture, and the system of regional autonomy for ethnic minorities in China.     Legislator Ahmed Shakeel Shabeer said many Kenyan lawmakers didn't know much about Tibet before and most of them had been influenced by western media on the Tibetan issue due to their British-style education. PHUKET, Thailand, July 22 (Xinhua) -- China and the United States need to maintain high-level contact and deepen cooperation in various areas of common concern, Chinese Foreign Minister Yang Jiechi said here Wednesday in his meeting with U.S. Secretary of State Hillary Rodham Clinton.     Yang said the two countries should also keep close communication and collaboration on global issues and properly handle disputes and sensitive issues in order to push forward bilateral ties. Clinton and U.S. Treasure Secretary Timothy Geithner will be joined for the dialogue by their respective Chinese Co-Chairs, State Councilor Dai Bingguo and Vice Premier Wang Qishan.     The dialogue will focus on addressing the challenges and opportunities that both countries face on a wide range of bilateral, regional and global areas of immediate and long-term strategic and economic interests.     On Wednesday, Yang also met with his counterparts from Russia, South Korea and Pakistan.

HONG KONG, Aug. 29 (Xinhua) -- China has made great progress in gender equality and empowering women in the past 60 years, well on track to achieve the Millennium Development Goals (MDGs) by 2015, said a senior UN official on Saturday at the Asia Pacific Women Forum held in Hong Kong.     Khalid Malik, the United Nations Resident Coordinator and the UN Development Program resident representative in China, quoted Chairman Mao Zedong's famous remarks "Women holding up half of the sky" to review China's good will and determination in promoting gender equality.     He noted that the People's Republic of China has witnessed important progress since its founding nearly 60 years ago, with gender equality as the country's basic national policy and one of the core elements to pursue a harmonious society.     Six years away from the deadline of MDGs, China is now well on track for further progress to meet the goal in promoting gender equality, said Malik.     "There is almost no gender disparity to Chinese women's access to a living market, and there is much that the Asia-Pacific region can learn from China's lessons," he said.     The eight MDGs, set by world leaders at a UN summit meeting in 2000, also include relieving poverty, popularizing primary education, reducing child mortality and ensuring environmental sustainability.     As the Asia-Pacific region emerges stronger than any other one from the undergoing global financial crisis, he also believed the women in the region have a real prospect in redefining and strengthening their role in economy and society amid "a time of great changes".     "Women are the driving force to overcome poverty and hunger, fight illiteracy, prevent the spread of diseases and promote stability," he said.     More efforts were needed yet, Malik added. BEIJING, Sept. 29 (Xinhua) -- China attaches great importance to U.S. President Barack Obama's visit in November, a senior Chinese official told visiting U.S. Deputy Secretary of State James Steinberg in Beijing Tuesday.     State Councilor Dai Bingguo said China would work with the U.S. to ensure the success of this visit.     Steinberg, who arrived in China Monday, said President Obama was looking forward to his visit, and hoped it would promote U.S.-China relations.     Dai said relations between the two countries had developed vigorously with close exchanges and cooperation since the Obama administration took office.     The two sides should work together for the continuous and steady development of bilateral ties, Dai said.     A key mission of Steinberg's China trip is to prepare for Obama's visit. KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said.
