BEIJING, Feb. 10 (Xinhua) -- China has decided to draft new guidelines for poverty reduction through development for the next ten years, according to a statement of an executive meeting of the State Council held Wednesday.The meeting was chaired by Premier Wen Jiabao.Participants of the meeting heard a report on the implementation of China's Rural Poverty Alleviation and Development Program (2001-2010).The statement said that Chinese government has made great efforts to lift the rural poor out of poverty by development in the past decade and has met the United Nations Millennium Development Goal (MDG) to halve the the proportion of people living on less than one U.S.dollar a day "ahead of schedule".Other strides achieved by China are: noticeable improvement in the economic strength and infrastructure in impoverished regions, ecological degradation being brought under control, according to the statement.The country is also said to have made good progress in construction of a social security network, which has been extended to cover the nation's rural areas with the establishment of a minimum living standard system, the new rural cooperative medical system and the pilot old-age insurance system.The statement said China had been charged with an uphill task in poverty alleviation due to factors such as a large impoverished population, frequent threats of natural disasters, deep-rooted conflicts restraining the development of the poor areas.The poverty reduction departments were told to intensify the relief work by integrating the development of urban and rural areas, and uphold the policy of supporting the poor through economic development.The statement also called for great efforts in the forthcoming decade to ensure the rural per capita net income enjoying a higher growth than the national average.Efforts should also be made to gradually improve the health, the living standard, and capabilities of steady progress for the poor, said the statement.

BEIJING, March 2 (Xinhua) -- A senior public security official of China on Tuesday urged relevant departments and local authorities to do a good job in ensuring security and maintaining stability as the annual national parliamentary and advisory sessions approach.All local authorities and relevant departments should make further efforts to ensure the meetings of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC) go on safely and smoothly, Yang Huanning, administrative vice minister of public security, said at a national teleconference."The task of ensuring security and maintaining stability during the two sessions remains onerous" despite previous efforts in this regard, said Yang."We should keep clear-minded and never lower our guard," Yang warned.He urged local officials to do more work in dissolving social conflicts and try to root up troubles that may disturb stability.The vice minister also ordered to minimize the inconvenience that security measures might cause to people's life and work.Incidents that might disturb social stability and threaten security should be handled properly and strictly according to the law, Yang warned.Huang Ming, vice minister of public security, demanded at the same meeting emergencies and breaking events be dealt with promptly and properly.The annual full session of the CPPCC National Committee, the top advisory body, is slated to open Wednesday afternoon, while that of the NPC, the national legislature, is scheduled to open Friday.

Randt Jr., former U.S. ambassador to China, at a lecture in Hong Kong on Friday.Randt said the potential trade friction, which should not be surprising given the dire economic situation and the upcoming mid- term elections in the United States, was more likely to come from the Congress rather than the administration.Randt, who had been U.S. ambassador to China from July 2001 to January 2009, said it was not surprising that the two countries should have disagreements given the differences in history, culture and the values."But the important thing is to keep in mind ... the awareness on both sides of the very important strategic interests we share," he added.The leaders in both Washington and Beijing understand that the two countries share strategic interests on many topics, Randt said, adding that he was "sure that the United States policy towards China has not changed.""More and more Americans are trying to know China, though the Chinese people still know the United States better than the Americans know China. BEIJING, Jan. 29 (Xinhua) -- Chinese State Councilor Ma Kai urged here Friday that public complaints and petitions should be handled properly to promote social stability and harmony.Ma Kai, also secretary-general of the State Council, or cabinet, made the remarks at a national conference attended by heads of relevant government departments dealing with such petitions.Ma stressed that the government should make more efforts to prevent the occurrence of disputes and complaints right from the start.He also called for better investigation and sound settlement of petition cases.He urged setting up a risk assessment system in the decision making procedure in major social issues.Better implementing existing policies and the accountability system for relevant official departments are also needed, Ma said.
