TOKYO - Japan's Supreme Court on Friday overturned a landmark ruling that had ordered a Japanese company to compensate Chinese who were forced to work as slave labourers during World War Two. It was the first ruling by Japan's top court on whether foreigners forcibly brought to Japan to work during and before World War Two had the right to compensation. A lower court had ordered Japanese construction firm Nishimatsu Construction Co. Ltd. to pay a total of 27.5 million yen (0,000) in compensation to a group of five Chinese for forcing them to labour in Japan during World War Two.

China will undertake nearly 10 percent of an international fusion-research project to be implemented this year. The project is called ITER and wants to demonstrate the scientific and technical feasibility of fusion power - the energy of the sun or hydrogen bomb - for peaceful use."The project aims to find a shortcut to solve our energy shortage," Luo Delong, deputy director of the ITER China Office, said at the Oriental Science and Technology Forum held in Shanghai over the weekend. He said Chinese researchers will be in charge of producing various components of the project and escorting them into Cadarache in the south of France where the ITER's key equipment will be constructed.China will inject about one billion yuan (US7.5 million) into the project, accounting for nearly 10 percent of the overall ITER investment, officials said.Other partners in the project include the European Union, the United States, Japan, India and Russia.According to Zhang Jie, a fusion-power scientist of Jiao Tong University, researchers of universities in Shanghai, including Fudan and Donghua, are conducting fusion-related studies.China will further enhance its education in the area to lift the country's overall research power. The long-term objective of the research is to harness fusion nuclear energy to help meet the future energy needs of mankind, project officials said. The aim of ITER is to show fusion can be used to generate electrical power and do the preparation work to build and operate an electricity-producing plant. The key part of the project is to develop a viable fusion-power reactor.Scientists of ITER will test a number of key technologies, including the heating, control, diagnostic and remote maintenance that will be needed for a real fusion-power station, officials said.Local experts said fusion may produce dozens of times more energy than fission, which now directs most of the world's nuclear-power plants.Fission can only be caused by uranium. However, the resource to trigger fusion can be found in ordinary substances from the sea, they said.According to the Website of ITER, the overall construction cost of ITER is estimated at five billion euros (US.37 billion) over 10 years and another five billion euros are earmarked for the 20-year operation period. The ITER organization owns the ITER device and is responsible for all aspects of the project, such as licensing procedures, hardware procurements and operation.

Chinese officials said water quality was improving in the country's third-largest lake, choked by a polluted slick of algae, but experts warned that tap water in the area was still not safe, state media reported on Saturday. Taihu Lake, in the southern province of Jiangsu, has been struck by a foul-smelling canopy of algae that left tap water undrinkable for more than 2.3 million residents of nearby Wuxi and prompted a run on bottled water at local supermarkets. Residents said the government was telling them it was safe to drink boiled water, but complained that it still had an unappealing green film on top. Environment experts said it was unlikely to be fit to drink. "Although quality of the water supply has improved significantly on Friday and now it is safe for washing hands or clothes, it still takes some time to become drinkable," the Zhang Xiaojian, an environment specialist at Tsinghua University in Beijing said. Algae blooms can develop in water that is rich in nutrients, often because of run-off from heavy fertiliser use, industrial waste and untreated sewage. Officials have invoked emergency measures, diverting the Yangtze river and seeding clouds to provoke rainfall, to try to flush out the algae. Heavy rainfall is also expected in the area in the next few days. Residents of Wuxi said the algae, which they said smelt like rotten meat, was driving a roaring trade at McDonald's and KFC fast-food outlets in the city. "Here they fry food," said a company manager named Zhao as he queued at KFC. "I can't eat dumplings or noodles because they would be cooked in water and it's too expensive to use bottled water."

Shanghai -- British Prime Minister Gordon Brown hailed a new era of environmental cooperation between Britain and China on Saturday and called for a renewed drive for a world trade deal.Brown visited a highly efficient gas-fired power station in Beijing and studied the plans for an environmentally friendly town to be built near Shanghai to underline his keenness to cooperate with China on fighting global warming."We now enter this new era of environmental cooperation," Brown told a news conference in Shanghai after listening to a presentation on Dongtan, billed as the world's first eco-city.Construction is due to start early this year at Dongtan, designed by British engineering firm Arup. It will use renewable energy and will not allow gasoline-fuelled cars.It is the first of a number of low-carbon eco-towns being planned by both Britain and China.Brown, who flies to India on Sunday, pleaded for progress in slow-moving talks on a new world trade agreement."I would like the talks which have now been stalled for some months to resume," he said. All sides would have to compromise to reach a deal but the differences can be bridged, Brown said."In the next few weeks I will ... talk to all the potential players as I've done with the Chinese government, as I will do tomorrow with the Indian government, (about) the importance of us moving forward to a trade agreement as soon as possible."

BEIJIN - A Chinese zoo will compensate a man whose daughter was mauled to death by a tiger while she was waiting to have her picture taken with it, the official Xinhua news agency said on Wednesday. Visitors pose for a picture with a tiger chained to a shelf at a park in Huaibei, East China's Anhui Province in this March 26, 2006 file photo.[newsphoto] The six-year-old was preparing to be photographed with a tiger from a local circus last month when a camera flash startled the animal and it turned on the girl who was standing behind, "biting her head", the report said. Kunming zoo, in China's southwest, will pay the father 340,000 yuan (,980), it added. "Nothing can compensate for the loss of my daughter. I hope the government can ban dangerous circus performances in case more people are hurt," Xinhua quoted father Mo Jicai as saying. In 2001, a female worker at the same zoo was also killed by a tiger. And in January, a tiger at the Kunming Wildlife Park attacked another child, but zookeepers were able to open the animal's mouth and save the child, Xinhua said.

BEIJING - China purchased at least 400 billion yuan (.6 billion) of goods and services in 2007, a new high compared to the 368.1 billion yuan recorded a year earlier, preliminary figures from the Ministry of Finance (MOF) revealed.Assistant Financial Minister Zhang Tong described the expansion as "outstanding" given the procurement stood at only 100 billion yuan in 2002, the first year the mechanism was introduced. The past five years have also witnessed an increasingly diversified government consumption that expanded from solely commodities in the beginning to services and engineering, he said. With 13,000 people engaged in purchasing nationwide, China has twice revised its procurement list to include 18 categories encompassing nearly 4,770 items.Energy-saving products accounted for a large percentage of the newly-added items. To lead by example, the government has pledged to reduce energy consumption for every 10,000 yuan of gross domestic product by 20 percent and pollutant emissions by 10 percent for the 2006-2010 period. This year, student textbooks for primary and junior high schools, medicine, farm machinery and other items to distribute to the needy free of charge or at inexpensive prices will be added to the list, Financial Minister Xie Xuren told a recent work meeting for 2008.Under a MOF directive promulgated last month, government procurement will favor independent innovation products starting this year, a practice, experts said, the United States adopted in the late 1950s to foster domestic high-tech industries, including aeronautic and astronautic technology, computing, semiconductors and integrated circuits.Qinghua University law professor Yu An said the move would provide good incentives for domestic firms to speed up technical innovation.MOF statistics revealed the procurement had spared an aggregate expenditure of at least 180 billion yuan between 2002 and 2007.The benefits, however, didn't drown out grumbles from the Heilongjiang provincial chapter of the Revolutionary Committee of the Chinese Kuomintang, one of the country's eight political parties, beside the ruling Communist Party of China (CPC).At a meeting last month, the chapter held transparency in government procurement should be enhanced as some products were found to be overpriced, of unsatisfactory quality or without effective after-sales service.Tendering companies must be subject to real-time supervision to avoid bribery and kickbacks. Perpetrating firms must be blacklisted and banned from the procurement, while governmental departments must submit their accounting ledgers for regular auditing scrutiny, they said.

NANCHANG - He Guoqiang, a senior leader of the Commuinst Party of China, said the needs of the people must come first during a visit to the snow-hit eastern Jiangxi Province. He Guoqiang visits Miaozhi Village in Jiujiang where technicians have been repairing an electricity transmission line for eight days and nights, January 31, 2008. [Xinhua] "The disaster in Jiangxi is still developing. He has been entrusted by Chinese President Hu Jintao to direct disaster relief work and condole local residents."Party and government leaders of all levels shall be on the spot of the most-affected regions," He said. "They shall put the people's needs first."In the past two weeks, unusual freezing weather, icy rain and heavy snow have hit most of Jiangxi, affecting traffic, power supply and people's daily lives.A new round of heavy snow has fallen in northern Jiangxi since Thursday evening. By Saturday morning, 66 provincial counties were blanketed by at least two centimeters of snow. The snow was thicker than 10 cm in 21 of the counties. He visited the airport and the Nanchang railway station in the provincial capital upon arrival and inquired into the operation of flights and trains.Noticing a newborn baby carried by his mother waiting to board a train, He talked with the woman, Tan Xiaohui, and helped her with the child's woolen cap.He told Tan to take care of the child and herself and the other passengers to keep warm while wishing them a safe journey home. His second stop was the bridge across the Yangtze River in Jiujiang, a major juncture of a trunk road.He shook hands with soldiers and police who were de-icing the road and keeping traffic order. He also talked with drivers and passengers who were waiting to pass the bridge and handed out food.A relief camp has been set up beside the bridge, providing food, drinking water and medical service for stranded drivers and passengers. He was glad to learn the camp is running around the clock."I hope, through your work, passengers will not suffer cold, hunger, thirst and illness," he said.Disastrous weather has cut off several sections of the provincial power grid. On Thursday, He visited Miaozhi Village in Jiujiang where technicians had been repairing an electricity transmission line for eight days and nights."You have made great contribution to restoring power supply to the people. Take care of yourself," he said while holding the hands of a technician. At Lianhua and Jiangxiang townships, He dropped in on several rural families whose business had suffered from the storms. He asked Yin Zhongming, a strawberry farmer, and Liu Chunjiang, who raised ducks, about their damage. He encouraged them to restore production as soon as possible with assistance from the local government. The local government shall try its best to guarantee supply of power, gas, water and daily necessities, he said."We shall also start planning rehabilitation as early as possible and offer people preferential policies, and financial and technical assistance."
