BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, delivers a work report at the Fourth Plenary Session of the 17th CPC Central Committee, which was held from Sept. 15 to 18 in Beijing, China"The realization of intra-Party democracy must rely on the guarantee of all Party members' democratic rights to know, to participate, to vote and to supervise all internal affairs of the Party," Hu, also Chinese president, said at another occasion months ago.     Yu Keping, a prominent theorist who serves as deputy director of the CPC Central Compilation and Translation Bureau, said people's democracy was the ultimate goal of China's democratic politics, whereas the Party's internal democracy spearheads to achieve the ultimate goal.     Political scientists said the CPC's stance of institutionalizing itself towards a more transparent and democratic ruling party reflects its increasing preparedness for the new situation, which was summarized by the latest communique as "long-term, complicated and draconian tests" for the CPC's ruling capability, the reform and open-up policy, adoption of a market economy and adaptation to outside circumstances.     Wang Changjiang, a scholar at the Party School of the Central Committee of the CPC, said "the new situation" might be a combination of diversified problems, such as the economic downturn, mass incidents and ethnic issues.     Wang's alert coincided with the sober-minded perspective of the CPC central leadership, which says in the communique that "it has never been so onerous and pressing that the Party must effectively manage and discipline itself."     One solution to those challenges is to beef up teams of "high-caliber cadres" through democratic, open, competitive and merit-based selection channels.     The communique said the Party should encourage best people to stand out from peers to take key Party or governmental posts.     Xu Yaotong, a researcher at the China National School of Administration, said direct election of officials, which was a foundation of intra-Party democracy, could start from the county level.     Some provinces, such as southwestern Sichuan and eastern Jiangsu, have tried out direct elections, in which grassroots candidates ran for township-level Party leadership.     With the idea of improving the Party congress system, the CPC is expected to try to mandate more power to delegates to various levels of congresses, who hold equal voting rights, regardless of official status, for decisions at Party congresses.     The ruling CPC is the largest political contingent in China, with about 76 million members growing rapidly from 4.4 million in 1949 when the PRC was founded.

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. BEIJING, Aug. 19 (Xinhua) -- China on Wednesday called for more policy assistance and financial support to encourage the development of small and medium-sized enterprises (SMEs).     Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed that promoting the sound development of the SMEs was of great importance to maintain economic growth and social stability.     The government would exert more efforts to improve the policy and law system to create a more open and fair competition environment for SMEs.     Measures would be taken to help SMEs tackle financing difficulties, and the establishment of the Growth Enterprise Market (GEM), the country's first Nasdaq-style market, would speedup helping small companies raise fund.     The central government would also increase funding to support the SMEs, especially in sectors such as technological innovation, industrial structure adjustment and employment.     The government would pick some SMEs to participate in the country's subsidized purchasing program of home appliances, agricultural machinery and automobiles in rural areas as well as the auto, home appliance replacement program.     Attendees at the meeting demanded better services for SMEs and support to promote technological progress and structure adjustment in SMEs.     They also reviewed and approved draft regulations on national body-building and on the administration of joint-venture establishment of foreign companies or individuals in China. Both regulations would be released to public after further revision.

BEIJING, Sept. 23 (Xinhua) -- China has never placed any restriction on pork imports from the European Union (E.U.), and its demand for health certificate from the E.U. imported pork was needed to prevent the spread of A/H1N1 flu, said Yu Taiwei, head of China's quality watchdog's food safety export and import bureau, on Wednesday.     General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) launched on Sept. 18 a measure requiring an additional testing on all pork meat from five countries including Denmark, France, Italy and Spain.     The E.U.'s health Commissioner Androulla Vassiliou was reported Wednesday as having interpreted China's requirement for strengthening inspection on A/H1N1 virus as "being protectionism".     "We still allow these countries to export pork to China, but only ask for a more intensified inspection," said Yu.     Every country should guarantee the quality securities of its export products, which is its responsibility, according to Yu.     China is a major consumer of meat products. It imported 1.84 million tonnes last year. The country has also become the world's leading meat producer, whose pork output stood at 44.59 million tonnes in 2008.

Members of the Uygur ethnic minority were among the protesting crowds.     Wang Lequan, secretary of Xinjiang Uygur Autonomous Regional Committee of the Communist Party of China (CPC), and Li Zhi, secretary of the CPC Urumqi City Committee, called on the crowds, on two separate occasions, to stay calm and show restraint.     Wang and five representatives of the public held talks in the office building of the regional committee during the afternoon, but no details were available.     Stabbing attacks occurred during the protests and an attacker was caught at the scene. The police stopped the crowd who were about to beat her.     Police said that attacks with syringes against innocent people have been carried out in Urumqi since Aug. 17. The regional health department said 476 people have sought treatment for stabbing, of whom 89 were showing obvious signs of needle sites.     As of Wednesday, there had been no deaths reported and no symptoms have been found of infectious disease viruses or toxic chemicals.     Parents are worried about the safety of their children as the Fall semester has started.     Zhu Hailun, head of the political and legal affairs commission of the CPC committee in Xinjiang, said members of nine ethnic groups including Han, Uygur, Hui, Kazak and Mongolian had reported stabbing incidents to the police in recent days.     Local police had seized 21 suspects, of whom six are in police custody and four arrested for criminal prosecution, said the regional information office in a mobile phone text messages to the public on Thursday.     It also said that the court would hand down severe punishments to those found guilty according to the law.     The attacks came less than two months after the July 5 Urumqi riot when 197 people, mostly from the Han ethnic group, were killed, and 1,600 others injured.     Authorities have issued arrest warrants to 196 suspects and prosecuted 51 for involvement in the riot, the regional government information office said in a statement Thursday. The police have further requested the procuratorate to approve the arrest of another 239 suspects thought to be involved in 140 crimes. Another 825 are being held in criminal detention, the regional information office said.

BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.

BEIJING, Sept. 26 (Xinhua) -- Chinese farmers would see their income continue to rise this year, Vice Minister of Agriculture Chen Xiaohua said at a press conference Saturday.     "As China's economy is recovering, there are more and more positive factors supporting the increase of farmers' income," said Chen.     Farmers' per capita cash income in the first half of this year reached 2,733 yuan (400 U.S. dollars), up 8.1 percent year on year. But the increase rate was 2.2 percentage points slower than that in the same period last year, according to Chen.     "The growth is remarkable and the statistics are pleasing. However, China is still short of a long-term mechanism for increasing farmers' income and efforts need to be made to increase the channels for farmers to earn more money," said Chen.     In the past, farmers' income was mainly driven up by increased grain production or raised prices. "Now, we should push forward agricultural industrialization to let market guide grain planting and agricultural production," Chen said.     Chen also stressed the importance of creating more jobs for surplus rural laborers in a bid to increase their salary income.     The salary income mainly comes from the earnings from working in local or urban enterprises.     The economic crisis reduced the number of Chinese migrant workers, with the current number standing around 225 million. In the second quarter this year, this number increased 2.6 percent from the first.     Chen also said the government will increase fiscal support for farmers in subsidizing their purchase of seed, diesel, fertilizer and other production materials.     The central government always gives priority to increasing farmers' income, he said.     "Local authorities should make every effort to keep increasing farmers' income to shore up rural development and to ensure stable and rapid economic development," Chinese Vice Primer Hui Liangyu said at a rural work conference held in China's eastern city of Hangzhou from Thursday to Friday.
