China's disciplinary watchdog posthumously stripped a former senior political adviser of his membership in the Communist Party of China for leading a "dissolute lifestyle and serious violations of Party discipline." Song Pingshun, former chairman of the Tianjin Municipal Committee of the Chinese People's Political Consultative Conference, an advisory body to the parliament in the northern port city of Tianjin, was discovered dead on June 3. A police investigation determined he had committed suicide. The CPC Central Commission for Discipline Inspection decided to take the rare step of posthumous expulsion after finding that Song had "abused his public power to seek benefits for his mistress, seriously violating CPC discipline." "Song, morally degenerate, kept a mistress and helped her obtain money through illegal means," the discipline watchdog said. Song, 61, a native of northern China's Hebei Province, became the top political adviser in Tianjin, a booming municipality directly under the central government, in March 2006. He had also served as vice mayor, police chief and secretary of the Tianjin CPC Political Science and Law Commission, which is in charge of the city's police and legal sectors. The CPC expelled 21,120 members last year for breaking its rules, mainly for taking bribes. Corruption remains a serious problem in China, the Political Bureau of the CPC Central Committee earlier warned Party members. More than 1,000 Chinese officials above the county level were punished for corruption during the first five months of this year, up 2.4 percent from the same period last year. More than 64 percent of the total involved "serious cases" in which officials took more than 50,000 yuan (US,600) in bribes or embezzled more than 100,000 yuan in public funds.

SHIJIAZHUANG - A joint investigation team of China and Japan to the Tianyang Food company has not detected abnormity after a half-day inspection tour in the plant, both Japanese and Chinese investigators said here early Wednesday morning."The plant is very clean and well managed, and no abnormity has been detected," a Japanese investigator told the press. BEIJING, March 10 -- Tianjin's mayor assured investors Sunday that the city's pilot program, allowing mainlanders to invest in Hong Kong-listed shares, is on track.     "There's a lot of preparation involved. Risk assessment and research is under way to open the door for mainlanders to invest in the Hong Kong stock market," Huang Xingguo, mayor of Tianjin, said Sunday.     "The project's going smoothly, but timing depends on central government approval. I can assure you that Tianjin's status as a pilot city (for financial reform) will not change," he said.     The scheme is in line with the nation's economic development and investor demand and will be an effective way to bring in conversion of the renminbi via capital accounts, Guo Qingping, chief of Bank of China's (BOC) Tianjin branch, said on the sidelines of yesterday's NPC session.     But authorities are cautious about rushing the program through, due to its complexity and risk.     "One risk is hot money flowing into and out of the mainland," Guo said.     BOC was originally expected to be the only financial institution providing the program, but Guo said the details are still being ironed out.     The trial scheme was announced in August last year as a way to diversify mainland investor channels. But it's been put on hold amid the unfolding US subprime crisis and global stock market uncertainty.     Preparation for the program includes payment systems, renminbi conversion, regulation changes as well as extensive risk assessment, Huang said.     Liu Mingkang, chairman of the China Banking Regulatory Commission, told China Daily earlier that no timetable has been set for the pilot scheme, which will allow mainlanders to invest directly in Hong Kong-listed shares. The regulator stressed that more research into the system is needed.     Meanwhile, a timetable is not yet available for Tianjin's new offshore financial center, which is also subject to further research, according to Guo from BOC.

CHANGSHA -- China will spend 16.5 billion yuan to protect and restore its wetlands during the 11th five-year-plan period (2006-2010). Wetlands in the Yangtze River Valley include salty plateau lakes and plateau marshlands, the galaxy of lakes on the middle reaches of the Yangtze, and the coastal wetland near Chongming Island at the estuary of the river. Dongting Lake, which flows into the Yangtze River and also serves as an important wetland, for instance, is shockingly polluted. Marine life has been decimated and people are catching a disease called schistosomiasis -- caught by swimming or wading in water where there are parasitic worms. The water area of Dongting Lake has shrunk from 4,350 sq km in 1949 to present 2,625 sq km as a result of silting and land reclamation for farming. According to Zhu, the country has already launched three programs to protect the wetlands in the Yangtze River Valley, including the national program for conservation of wildlife, plants and nature reserves, and the program to protect the Sanjiangyuan wetland in Qinghai Province. But much remains to be done.

The first ever white paper on political parties pledges multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC). Released Thursday by the Information Office of the State Council, the white paper, entitled "China's Political Party System", explains in detail the formation, characteristics and development of the system and its role in economic and social development.Multi-party cooperation is a political system that suits China's conditions, the paper says."China will not mechanically copy other countries' political party systems," the document says, adding that the history of modern and contemporary China has proven that blind emulation of the political or party systems of other countries will not succeed.Zhuang Congsheng, director of the research office of the United Front Work Department of the Central Committee of the CPC, said multi-party cooperation is different from the two-party or multi-party systems in Western countries and the one-party system practised in some other countries. GENEVA -- China on Tuesday got its first judge on the  World Trade Organization (WTO)'s highest court, six years after the country joined the Geneva-based body.Zhang YuejiaoChinese lawyer Zhang Yuejiao was formally appointed by the WTO Dispute Settlement Body (DSB) as a member of the seven-person Appellate Body, which issues final rulings in trade disputes, WTO sources said.Jennifer Hillman of the United States, Lilia Bautista of the Philippines and Shotaro Oshima of Japan were also appointed as new members of the top court at a DSB meeting on Tuesday.The appointments were made according to the Dispute Settlement Understanding which stipulates that the Appellate Body shall " comprise persons of recognized authority, with demonstrated expertise in law, international trade and the subject matter of the WTO agreements generally," a WTO statement said.The WTO said Hillman and Bautista would formally join the top court next month, while Zhang and Oshima would join in June. They can serve up to two four-year terms.Zhang, 63, is professor of law at Shantou University in China. She is also an arbitrator on China's International Trade and Economic Arbitration Commission and practises law as a private attorney.Zhang once held positions at the Chinese Ministry of Commerce as well as at the Asian Development Bank.

China's trade in goods will surpass .1 trillion in 2007, a 20 percent year-on-year increase, the Ministry of Commerce said in a report Thursday. Trade will increase in a fast yet stable manner as China optimizes economic structure, improves efficiency and lowers energy consumption, said the report, which is based on a review of China's foreign trade in 2006 and the first quarter of 2007. China's total import and export volume amounted to .76 trillion in 2006, up 23.8 percent year-on-year. China remains the third-largest country in the world by trade volume, according to the report released by the China Academy of International Trade and Economic Cooperation, a research body under the Ministry of Commerce. The domestic and foreign trade environment and the macro-control policy have contributed to the rapid increase, the report said. The trade surplus continued to grow, reaching 7.5 billion in 2006, according to the report. Exports of machinery and electronic products and hi-tech products increased 28.8 percent and 29 percent respectively in 2006. Imports of primary products reached 7.1 billion, up 26.7 percent, while imports of machinery and electronic products increased faster than the previous year, up 22.1 percent. General trade - imports and exports of goods by enterprises in China with import-export rights - increased at a rate of 26 percent, 5.1 percentage points higher than last year, while the increase of processing trade slowed. Exports of privately owned enterprises surpassed State-owned enterprises for the first time, up 43.6 percent. The trade volume of private enterprises was up by 36.3 percent, while the trade volume of foreign-invested enterprises increased by 23.3 percent, faster than State-owned enterprises. Trade with foreign invested enterprises took in 58.9 percent of the total trade. Trade with the European Union, United States and Japan continued to grow, as did trade with emerging markets, including India, Brazil, and South Africa. Trade volume in the first quarter of 2007 reached to 7.7 billion, up 23.2 percent, while the trade surplus nearly doubled to .4 billion from the same time last year. Gov't to raise export taxesChina will raise export taxes by 5 to 10 percent on a range of products, including steel, aiming to slow the country's export boom and ease the country's trade surplus, government sources said yesterday. Beijing also plans to further reduce tax rebates on some exports, including some basic materials and textiles. It would remove import taxes on coal and reduce import taxes on other raw materials, according to officials from three government bodies - the National Development and Reform Commission, the Ministry of Commerce, and the State Administration of Taxation. "The plan has already been established basically," said a source in Beijing, noting that the changes could go into effect as early as June 1. China's exports of steel products hit a record 7.16 tons in April, as mills and traders raced to beat a change in export policy that took effect on April 15. China removed export rebates on most types of steel products while reducing the rebate on more value-added products to 5 percent. A proposal to raise the export taxes on steel billet and other semi-finished products to 20 percent has been discussed since early May, but has not yet been approved by the central government, a source said.

BEIJING, March 15 (Xinhua) -- China recorded 68.02 billion U.S. dollars in foreign trade of electronics and information products in January, a growth of 19.3 percent year-on-year.     Sources with the General Administration of Customs said on Saturday that the growth rate was 12.9 percentage points lower than the year-earlier level.     The total trade volume included 38.29 billion U.S. dollars in export value, up 22.9 percent, and 29.73 billion dollars in import value, up 15.2 percent.     The sources said the growth rate for exports was 12.8 percentage points lower than the same month of last year, while that for imports was 13 percentage points lower.     Of the total exports, wholly owned foreign companies accounted for 24.94 billion U.S. dollars, or 65.1 percent, the sources added.
