ROME, May 21 (Xinhua) -- China's top legislator Wu Bangguo met with Italian President Giorgio Napolitano here on Thursday afternoon, and the two leaders exchanged views on how to address the current global financial crisis.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), the top Chinese legislature, said China is positive about the results of the London G20 summit and appreciates the efficient efforts that Italy has made in preparation for the dialogue meeting between the leaders of G20 countries and five major developing countries (8+5 dialogue). He said global challenges call for a globalized resolution. Italy is ready to strengthen cooperation with China and other developing countries at the 8+5 dialogue.     Napolitano stressed that Italy will join hands with China to firmly oppose trade protectionism and address the international financial crisis.     On China-EU relations, Wu said a strong Europe and a developing China share broad common interest and can contribute to world peace and development. He said China supports the integration process of the European Union, adding that the EU should play an active role in regional and international affairs.     Wu said China places great importance on developing relations with the EU. He expressed the wish to deepen practical cooperation in all fields and expand trade and investment. He said the two sides should carry out dialogues and communication on major issues on the basis of mutual respect of sovereignty and non-interference in each other's internal affairs.     Napolitano said as an important member of the EU, Italy is ready to play a constructive role in the regional bloc and help push for a healthy, stable development of EU-China relations.     Napolitano said China's development will not only benefit the Chinese people, but also contribute to peace and development of the world.     Wu said that China is still a developing country, with its per capita GDP ranking below 100th place in the world. He said China will continue to focus on development by working on economic restructuring and industry upgrading. China has adopted composite measures to address both current difficulties and long-term need so as to achieve all-round, balanced and sustainable development.     Wu is on an official goodwill visit to Italy.

BAGHDAD, July 16 (Xinhua) -- As an Iraqi Muslim who has visited China, I was so shocked and sad when I read reports of the July 5 violence in China's Xinjiang province, especially when I learned from the Western media of clashes between the Han Chinese and Uygurs, and government troops cracking down on the Uygurs.     I could not believe it, not from my experience in China.     So I immediately contacted my friends in China, from whom I learned that the reports by the Western media were purposely biased and to a certain extent, politically motivated -- just as their versions of the U.S. occupation in Iraq.     I have been to China twice -- first for a visit of two weeks, and then for a year's stay, from August 2006 to August 2007. During my visits, I was impressed by the way China's 56 ethnic groups, with Hans in the majority, live peacefully together and religious freedom respected.     When I was in Beijing, I prayed every Friday at a mosque at Niujie, a Muslim-dominated district in the Chinese capital.     As an Iraqi, whose country at the time was suffering from daily explosions, shootings and kidnappings, I remember I was often touched by the good wishes extended to me by complete strangers, among them Han people who visited the mosque, which has a history of more than 1,000 years.     During my time living and working among the majority Han Chinese in Beijing, I found no difficulty performing my Islamic rituals, neither did I notice any untoward incidents against Muslims in China, including the Uygurs.     I met many Chinese Muslims, who were really proud of being Chinese citizens.     I remember a small Chinese restaurant in Niujie, owned by a Uygur Chinese, which I frequented for its Islamic food and music.     I noticed TV programs in the restaurant were in the Uygur language, and when I inquired about it, one young man, who said he was studying at an Islamic institute, answered in Arabic "we have television stations in Xinjiang that use our language, which is backed by the central government."     Today, I still remember the Chinese pilgrims I met who went to Mecca for the Hajj (pilgrimage), in Saudi Arabia. They often wore jackets with a Chinese flag stitched on, and under the flag were words in Arabic -- "Chinese Hajj" or Chinese pilgrim, and I could feel their sense of being proud Chinese Muslims.     Once I tried to joke with one of the pilgrims and asked through a translator, "can you give me this jacket, so that I can show it to my folks in Iraq that this is a gift from my Chinese friend?"     He smiled and said: "I can buy you a new one, but I will have to keep this one, as I have worn it for years and I am proud to have this flag on my chest."     Islam is the second biggest religion in China, next to Buddhism. As far as I know, there are some 30,000 mosques in China, including 70 in Beijing.     Outside the capital, religious freedom is well respected as well. When I went to Henan province for a vacation, I witnessed Islamic lectures being held frequently at major mosques, and Muslims living peacefully and happily.     Muslims and other minorities in China enjoy exceptional privileges. My Chinese Muslim friends told me that, like other minority groups, they are not bound by the one-child-policy.     Muslims and other minorities are also accepted at lower qualifications to colleges and universities; and minorities like the Uygur and Hui are well represented in governments at all levels.     So when people say that the July 5 violence occurred because the Uygurs felt discriminated by the majority Hans, I really cannot believe it. I have personally witnessed how well Muslims and Han Chinese get along.     One day while sitting in the yard of the Niujie mosque, I met a young man who I later learned was an Egyptian. Named Ahmed, he had come to Beijing to marry a Han Chinese girl who he met in Cairo while she was studying there.     But according to religious ritual, a non-Muslim girl or man cannot marry a Muslim unless he or she converts to Islam.     A week later, when I met Ahmed again he told me that his dream had come true, the girl had decided to convert to Islam.     She had met no objections from her family. Within a week she was issued a certificate by the mosque confirming that she was now a Muslim.     I also have a female friend in Beijing, a Han Chinese, who is married to a Hui Muslim. They have a happy family.     Today, when I see pictures of the bloody clashes in Xinjiang, it reminds me of what is happening here in Baghdad.     I feel outraged as I witness the media repeating what they did in Iraq -- inciting internal conflict to serve certain agendas.     My country has been suffering from foreign interference and domestic violence for more than six years. With the war, and the sectarian conflicts, our once prosperous country is now in ruins.     The sectarian strife has been largely fanned by foreign powers to alienate Iraq's Sunnis, Shiites and Kurds, and the United States once even had a "separation-of-Iraq-into-three" scheme high on its agenda.     What have ordinary Iraqis received -- be they Sunnis, Shiites, or Kurds? Nothing. Nothing but devastation, displacement and the loss of lives of innocent people. My son, Omar, was injured by a roadside bomb in October 2007. He was only 12 years old at the time.     I call on the people to cool down and consider the whole picture: see what has happened in Iraq. Do not let yourself be fooled by those who try to undermine the security and stability of China by trying to destroy the peaceful co-existence of its ethnic groups. 

BEIJING, May 19 (Xinhua) -- China and Brazil issued a joint communique on Tuesday to boost their strategic partnership as Brazilian president visited Beijing.     Chinese President Hu Jintao and his Brazilian counterpart Luiz Inacio Lula da Silva agreed that both countries have enjoyed fruitful cooperation since forging diplomatic ties 35 years ago, the communique said. They believed it is of great significance to further facilitate China-Brazil strategic partnership at the current stage.     The two countries signed cooperative agreements in politics, law, science, space ,finance, port, energy and agricultural products, among others.     Lula da Silva reiterated in the communique his country's adherence to the one-China policy and admitted that the People's Republic of China is the sole legal government of China and Taiwan is a part of China. The project was considered a technology cooperation model between the developing countries.     The two sides also agreed to expand cooperation in education, culture, press, tourism and sports. China welcomes Brazil to set up a general consulate in Guangzhou, capital city of south China's Guangdong Province, the document said.     Brazil will participate in the 2010 World Expo in Shanghai, and the president wished the World Expo a complete success, according to the communique.     The two developing nations agreed to keep close contacts within the frameworks of the Group of Five(G5) and the BRIC (Brazil, Russia, India and China), and enhance coordination with other developing countries, to increase the participation and voices of developing countries in international affairs.     Hu and Lula da Silva believe and the two countries have taken "important" measures to tackle the global economic downturn, and made positive contribution to maintain respective economic growth and global economic recovery, the communique said. BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. "In the face of a complicated ideological situation, senior military officers must stick to their faith and keep a firm political stance," it said.     They should devote themselves to building up the country's military capacity to win local wars in the information age, it said.     The document said that the supervision and inspection will focus on any examples of extravagance and waste by military officers.

BEIJING, April 24 (Xinhua) -- The People's Liberation Army (PLA) Navy should comprehensively push forward its modernization to constantly enhance its capability to carry out its missions in the new century and new phase, Chinese President Hu Jintao said here Friday.     Hu, also chairman of the Central Military Commission, made the remarks when meeting with veteran officers and model soldiers of the PLA Navy Friday night, a day after the 60th anniversary of the founding of the PLA naval force.     Hu first paid respects to the veteran officers and model soldiers for their contributions to the development of the navy and extended regards to all members of the navy. BEIJING, May 26 (Xinhua) -- The State Council, China's Cabinet, has approved a decision to impose harsh criminal and disciplinary penalties on 169 people held responsible for five major work-related accidents over the past two years, the State Administration of Work Safety (SAWS) announced Tuesday.     SAWS said cases involving 131 people had been handed over to judicial departments for criminal prosecution.     The five accidents included a mine blast in Linfen in north China's Shanxi Province that killed 105 on Dec. 5, 2007, a train collision in east China on April 28 last year that claimed 72 lives, and a landslide at an unlicensed iron ore tailings facility, also in Linfen, that killed 277 people. These five accidents are profiled below.     COAL MINE BLAST, HONGTONG COUNTY, SHANXI PROVINCE, 2007     The blast occurred at 11:15 p.m. on Dec. 5 at the Xinyao Coal Mine, killing 105 miners and injuring 18 others. Losses were estimated at 42.75 million yuan (about 6 million U.S. dollars).     Authorities said 78 people bore some responsibility for the accident, and 39 were referred to judicial bodies for criminal prosecution. Wang Donghai, the ultimate owner of the mine, and Wang Hongliang, legal representative, were sentenced to life in prison. Miao Yuanli, former vice mayor of Linfen, received a 14-year sentence.     The other 39 received internal disciplinary penalties. Wang Guozheng, director of Shanxi Provincial Construction Department, and Jin Shanzhong, then vice governor of Shanxi Province, were given severe inner party warnings. Li Tiantai, deputy party chief and mayor of Linfen, was given a severe inner party warning and demoted.     Ruizhiyuan Coal Mining Co. Ltd., which owned the coal mine, was fined 185.2 million yuan and closed.     TRAIN COLLISION, SHANDONG PROVINCE, 2008     A high-speed train from Beijing to the coastal city of Qingdao in Shandong Province derailed and struck another train in Zibo's Zhoucun District on April 28, 2008, leaving 72 dead and another 416 injured. It was the worst train accident in a decade. Losses were estimated at 41.92 million yuan.     An investigation showed the train was running at 131 kilometers per hour at the time of the accident, while the speed limit of that section was 80 km/hr.     Authorities determined that 37 people bore responsibility for the accident. Six people, including Guo Jiguang, vice executive director of the Jinan Railway Bureau, were referred to judicial departments for criminal prosecution.     Thirty-one people received inner party disciplinary punishment or administrative punishment. Chen Gong, head of the Jinan Railway Bureau, was dismissed. Chai Tiemin, then the Party chief of the bureau, was dismissed. Hu Yadong, vice minister of the Railway Ministry, had a serious demerit entered on his record. Liu Zhijun, railway minister, had a demerit entered on his record.     COAL MINE BLAST, SHANXI PROVINCE, 2008     On June 13, 2008, an explosion occurred in a colliery of the Anxin Coal Mining Co. Ltd. in Xiaoyi City, Shanxin Province, which killed 35 people and injured 12 others. One person has never been found. Losses totaled 12.91 million yuan.     Illegal homemade explosives concealed in the colliery tunnel ignited on their own and triggered the blast, according to investigators.     Fifty people were held responsible for the accident, and 26, including Tian Yun, head of the mine and legal representative of Anxin company, were referred to judicial departments for criminal prosecution.     Twenty-four people, including Zhang Zhongsheng, vice mayor of Luliang City, and Zhang Xuguang, mayor of Xiaoyi City, received inner party disciplinary or administrative punishment.     The company was fined 38.46 million yuan and all its illegal gains were confiscated. The company's business license was revoked and it was ordered to close.     LANDSLIDE, SHANXI PROVINCE, 2008     The collapse of an unlicensed iron ore tailing pond triggered a massive landslide on Sept. 8, 2008 in Xiangfen county of the coal-rich Shanxi Province. The landslide buried an outdoor market near a village of more than 1,000 residents, killing 277 people and injuring 33. Four people were never found. Losses were put at 96.19 million yuan.     Authorities said 113 people had responsibility for the accident. Among those, 51 faced criminal charges and 62 received inner party disciplinary or administrative punishments.     Among those facing charges were Zhang Peiliang, board chairman of the Xinta Mining Ltd. Co., or the owner of the mine; Kang Haiyin, Communist Party chief of Xiangfen County; Li Xuejun, head of Xiangfen County; Liu Shuyong, chief engineer of Shanxi Provincial Land and Resources Bureau, and Su Baosheng, deputy head of Shanxi Provincial Work Safety Supervision Administration.     Xia Zhengui, secretary of Linfen city's Party committee, was given an inner-party penalty. Liu Zhijie, Linfen's then mayor, and Zhou Jie, then vice mayor of Linfen, were dismissed. Zhang Genhu, head of Shanxi Provincial Work Safety Supervision Administration, had an internal demerit entered in his record.     MINE FIRE IN HEILONGJIANG PROVINCE, 2008     The fire on Sept. 20, 2008 at Fuhua Coal Mine in Hegang City killed 31 people and caused losses of 15.65 million yuan.     The accident was determined to have been caused by the spontaneous combustion of coal, but 22 people were held responsible for bad management.     Nine people, including Wang Qingyun, an investor in Fuhua Mining Co., Ltd., faced criminal charges.     Thirteen people received disciplinary penalties. Wang Rui, then vice mayor of Hegang, was included, among others.     The company's business license was suspended and it was forced to close.

CHENGDU, June 3 (Xinhua) -- Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd. (Tengzhong), a private Chinese firm who has struck a preliminary deal with General Motors Corp. (GM) for the premium SUV brand Hummer, said Wednesday it has no plan to manufacture Hummer in a Chinese plant. "Rather than setting up a plant in China, Tengzhong will use the current facilities including their employees in the United States," said Zhao Xiaolu, spokesman for the ongoing transaction for Tengzhong, a leading manufacturer of road, construction and energy industry equipment based in southwest China's Sichuan Province,     Zhao works for the Brunswick Group, which is handling the public relations matters for the Tengzhong deal. Tengzhong's managers were not available for comment on the transaction, which was disclosed Tuesday, a day after GM filed Chapter 11 bankruptcy. U.S. automaker General Motors Corp., a day after filing Chapter 11 bankruptcy, has a tentative deal to sell its Hummer brand to Chinese-based Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd., the automaker said on June 2.     According to an overall restructuring plan, the U.S. based automaker GM will shed off its none-core assets including Hummer, Saturn, Saab and Pontiac.     The preliminary deal allows Tengzhong to keep the management and operational team along with the Hummer brand, and secure more than 3,000 jobs in the United States. The Chinese buyer will also assume existing dealer agreements relating to Hummer's dealership network.     Tengzhong CEO Yang Yi said in a statement Tuesday that the company will "allow Hummer to innovate under the leadership and continuity of its current management team".     James Taylor, Hummer chief executive officer, went to Chengdu City and Deyang City, Tengzhong's current base and new base under construction, to discuss project cooperation with local officials in March.     "This transaction, if successful," said Taylor in a statement Tuesday," will allow us to embark on a more aggressive global expansion, ensuring a successful future with our new partners."     According to Zhao, Tengzhong will use internal fund and bank loan to make the transaction, which will be a "strategic move for the company to expand into the premium off-road vehicle segment". Formed in 2005 through a series of mergers, Tengzhong currently has more than 4,800 employees.     "It is probably more attractive for Chinese enterprise like Tengzhong to learn from the foreign brand's past successful experience in research, design, marketing and service," said Guo Guoqing, a professor with the School of Business, Renmin University of China.     Xu Zhaohui, head of the Sichuan Provincial Department of Commerce, said the officials will "strive to serve the transaction", which is expected to close in the third quarter of this year and is subjected to customary closing conditions and regulatory approvals.     In recent years, there have been several headline purchases of foreign auto brands by Chinese enterprises. In the first quarter, almost 2.68 million vehicles were sold in China, which marked a 3.88 percent increase year on year.     However, not all foreign auto brands revived under Chinese management. In February, a Seoul court granted Ssangyong Motor bankruptcy protection. SAIC was deprived of management control despite its 51 percent ownership.     "Declining asset prices amid the financial crisis do not always mean a good bargain for the buyer," said Zhang Zhiyong, the chief adviser on auto market with Mingyuan Consultancy in Beijing, "a Chinese automaker should choose a foreign brand with conforming strategy and similar culture for possible acquisition."     The fuel-hungry brawny Hummer also pose new challenges for Tengzhong to control cost and boost competitiveness after takeover. SHENYANG, June 27 (Xinhua) -- China's steel giant, Ansteel, had got government approval to increase its stake in Australian iron ore explorer Gindalbie Metals, a spokesman with Ansteel said Saturday.     The approval came Tuesday, allowing the Anshan Iron and Steel Group (Ansteel) in northeast China's Liaoning Province to increase its interest in Gindalbie from 12.6 percent to 36.28 percent to become its biggest shareholder, according to the spokesman of Ansteel.     The purchase will be finished within a week. Then the two sides will invest a 534-million-Australian dollar in Karara iron ore project in western Australia, with a 50-50 ownership.     Gindalbie proposed Ansteel buy more of its shares in August last year. The application was approved by the board of Gindalbie early February.

URUMQI, July 11 (Xinhua) -- The Xinjiang branch of China Charity Federation said Saturday it had received 2.03 million yuan (297,218 U.S. dollars) in donation from all walks of life for victims in the Urumqi riot.     The single largest donation is 200,000 yuan from the Xinjiang company of China Pacific Life Insurance Co., Ltd., said the federation.     Wu Jie, an employee of the insurance company, said she would like to do something for the dead and injured people. "We need to comfort the families of the dead and help the people who need medical treatment."     Maolaxifu Rishat, a businessman of the Tartar ethnic group who was the first to propose a comfort fund for riot victims, donated 5,200 yuan on behalf of 14 donators from 14 different ethnic groups.     "We pray for national unity in Xinjiang, so that we can have a peaceful and harmonious environment," he said.     Urumqi Public Transport Group, which suffered 37.6 million yuan as hundreds of its buses were torched or smashed, received 3.38 million yuan in donation from enterprises in the city. Five bus drivers of the group were killed by mobs and 57 others injured.     The riot in Xinjiang on July 5, the worst in six decades, caused a severe shortage of blood at local hospitals where more than 1,000 injured people were rushed in.     Shortly after the shortage was reported, many citizens rolled up their sleeves to donate blood.     On Friday, Urumqi's blood center announced the shortage had been eased, but donors continued to pour in.     A total of 1,315 people from 13 ethnic groups had come to the blood collection stations to donate 400,000 milliliters of blood as of 10 p.m. Friday. More than 1,000 other people have made appointments with blood collection centers to donate blood in the coming days.

BEIJING, June 27 (Xinhua) -- China always opposes trade protectionism and will not take protectionist actions against overseas companies or foreign goods, Minister of Commerce Chen Deming said here Friday.     He made the remarks when he met the Minister of Knowledge Economy of the Republic of Korea (ROK), Lee Youn Ho.     Chen said that media reports were incorrect when they equated China's latest circular to boost domestic demand and step up supervision on construction projects with protectionism.     Chen said in China's government procurement, the term "domestic products" also include products produced by legally established foreign-funded companies in China.     "China applied to join the World Trade Organization's agreement on government procurement a couple of years ago, which allowed member countries to bid on each other's government tenders." Chen said. "We hope China might join the agreement soon so as to further open up the government procurement market," he said.     "China would like to maintain stable development in economic and trade cooperation with the ROK," Chen said.     Lee said that China's trade policies were fair and transparent, and his country would like to work with China to oppose trade protectionism.
