GENEVA -- China on Tuesday got its first judge on the  World Trade Organization (WTO)'s highest court, six years after the country joined the Geneva-based body.Zhang YuejiaoChinese lawyer Zhang Yuejiao was formally appointed by the WTO Dispute Settlement Body (DSB) as a member of the seven-person Appellate Body, which issues final rulings in trade disputes, WTO sources said.Jennifer Hillman of the United States, Lilia Bautista of the Philippines and Shotaro Oshima of Japan were also appointed as new members of the top court at a DSB meeting on Tuesday.The appointments were made according to the Dispute Settlement Understanding which stipulates that the Appellate Body shall " comprise persons of recognized authority, with demonstrated expertise in law, international trade and the subject matter of the WTO agreements generally," a WTO statement said.The WTO said Hillman and Bautista would formally join the top court next month, while Zhang and Oshima would join in June. They can serve up to two four-year terms.Zhang, 63, is professor of law at Shantou University in China. She is also an arbitrator on China's International Trade and Economic Arbitration Commission and practises law as a private attorney.Zhang once held positions at the Chinese Ministry of Commerce as well as at the Asian Development Bank.

WUHAN: The China Enterprise Confederation (CEC) has released its latest list of the country's top 500 companies.State-owned China Petrochemical Corporation, also called Sinopec, was the largest company by revenue, with 1.06 trillion yuan (9.5 billion) in 2006. It was the only company to top 1 trillion yuan.Foreign trade dealer Zhucheng Waimao Co Ltd ranked 500. The Shandong province-based company recorded 7.216 billion yuan.Companies in the list witnessed a 23.7 percent increase in revenue and 25.9 percent hike in profits from the previous year, largely because of continued growth from mergers and acquisitions.However, the money-earning performance of the 500 still falls far behind that of the world's top 500 as compiled by Forbes.China's top performers recorded a modest 4.72 percent on profit margin, lower than the average 7.32 percent of the world's top 500, the CEC report said.The return on equity of the top 500 was 10.1 percent, much lower than the 16.1 percent of the world's top 500."The top 500 China is still mainly ranked in size instead of performance," Li Wei, deputy director of the State-owned Assets Supervision and Administration Commission of the State Council said."That is a gap between China and developed countries."A total of 22 Chinese companies were among the world's top 500 in 2007. Sinopec, the largest company in China, ranked 17th."China's top firms have still focused their business on traditional industries, mainly manufacturing," Yang Du, professor at Renmin University of China, said.As many as 280 companies, accounting for 56 percent of the top 500 are from manufacturing industries, and less than 30 percent are from service-related industries.China's top 500 have been continually expanding, with 131 of them, merging and acquiring some 408 other businesses last year."But these merger and acquisition (M&A) activities are mainly limited within the same industries and few of the M&A deals are cross-industries," Yang said.Among the top 500, 96 are headquartered in Beijing and 40 are from East China's Jiangsu Province.

HANGZHOU -- China needs to "free itself from conservative ideas" if it wants to further open the country to the world, a gathering of foreign affairs officials concluded at meeting held in East China's Zhejiang Province on Tuesday.Officials in charge of foreign affairs at both the provincial and municipal levels agreed on future policies to open up their respective regions wider to the world."We need to free ourselves from conservative ideas, seek new ways to expand economically and have culture exchanges with other cities and regions in the world," said a statement issued at the meeting.The officials agreed that foreign affairs departments at local levels were facing great challenges which also offer great opportunities. SHANGHAI -- China will launch its first Mars probe in October 2009 as part of a joint mission with Russia, said sources with the Shanghai Space Administration, the main developer of the probe, on Monday. Researchers are "pressing ahead" with the project for a synchronized launching with a Russian probe, said Chen Changya, a researcher with the Shanghai Institute of Satellite Engineering, at a space technology exhibition. He said the home-developed Chinese probe is scheduled for completion by June 2009. The probe, 75 centimeters long, 75 centimeters wide, 60 centimeters high and weighing 110 kilograms, is designed to be able to serve a two-year mission, according to Chen. Its model is on display at the exhibition. The Chinese probe, with Russia's Phobos-Grunt, will be launched by a Russian carrier rocket, Chen said. They are expected to land on Mars in 2010 after 10 month's flight.

BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. Tuesday's campaign, dubbed "experiencing energy shortage", targeted offices and government departments under the State Council, the nation's cabinet. "Beijing was not as sun-burning as previous days on Tuesday, but the overcast weather still made people sweat in the afternoon," Xinhua said. China's capital has unleashed "energy police" to enforce limits on air-conditioner use as the government pushes to save power and clean polluted skies, state media said this week. China last year vowed to cut energy consumption for every unit of economic activity by 20 percent by the end of 2010. But feverish economic growth has so far defied the target. The government's latest weapon is 22 officials who will check whether offices, hotels, malls and other big buildings in Beijing are observing a demand to set air conditioning no cooler than 26 degrees Celsius (79 Fahrenheit), the Beijing News reported. Worried that the nation cannot sustain resource-sapping growth, the central government has repeatedly ordered officials and companies to save energy. Efforts to clear the capital of pollution have taken on a new urgency with the 2008 Beijing Olympics just over a year away. Chinese President Hu Jintao and other officials have said the country is committed to emission reduction, but refused mandatory caps. Beijing has held up its voluntary energy saving measures as an important contribution to fighting global warming, and called for more technological help for clean energy.

CHANGSHA -- Central China's Hunan Province said it has taken effective measures to prevent epidemics after about 2 billion rats chomped their way through cropland around the Dongting Lake, the country's second largest freshwater lake. "It's not possible for rodent-borne diseases to break out in the lake area," said Chen Xiaochun, vice director of the provincial health department. Local health authorities have been watching closely over the rodent situation after the rats fled their flooded island homes and invaded 22 counties around the Dongting Lake last week, he told a press conference on Wednesday. Results of their observation are reported daily to the provincial health department and the public, he said. Meanwhile, local health and disease prevention and control authorities have intensified management of raticide and pesticide, for fear they might contaminate food and water, Chen added. No human infection of any rat-borne disease has been reported in the central Chinese province since 1944. The provincial government also ruled out widespread suspicions that rats flooded the area because one of their natural enemies -- snakes -- had been served at dinner tables. "The Dongting Lake area is not an ideal habitat for snakes," said Deng Sanlong, a top forestry official in the province, "and the only two species that inhabitate the region feed largely on fish and frogs." He said the top enemy of the rats are hawks that spend winter in the wetland around the lake but fly away in spring. China's Ministry of Agriculture and the Hunan provincial government have allocated 900,000 yuan in total to eradicate the rats.

SHENZHEN: Efforts to explain and publicize the new Labor Contract Law have thwarted many attempts to dodge the provisions included in it, but violations still occur, an official of a worker's union said Wednesday."We have been keeping an eye out for any abnormal redundancies and it appears the situation is improving," Xie Liangmin, sub-chief of the legal affairs department of the All China Federation of Trade Unions, said during a visit to this southern city.However, a company in Guangdong Province was recently found to have fired a group of contract workers and then rehired them through a manpower services company, Xie said."All attempts by companies to evade their responsibility to take care of their employees will be punished after the detailed regulations of the Labor Contract Law are issued," he said.The federation is working closely with the authorities to draw up detailed regulations, the release of which is likely to be postponed until the first quarter of next year, Xie said.Although the federation has publicly criticized two companies - IT equipment manufacturer Huawei Technology and retail giant Wal-Mart - for attempting to dodge some parts of the law before it takes effect on January 1, no punishments have been handed down.Dong Ping, an official with the Ministry of Labor and Social Security, called on companies to come to terms with the legislation."The law provides an opportunity for companies to develop harmonious and stable working relationships with their employees within a more competitive environment. BEIJING - More than 50 people in the Chinese capital have been fined for spitting during the week-long May Day holidays, according to officials in charge of the city's image. Beijing's management department and civilization promotion office have jointly sent five inspection teams to patrol the downtown Wangfujing pedestrian street, Tian'anmen Square, commercial centers and railway stations to stop people from spitting, littering, random posting of advertisements and scrawling. By Sunday, 56 people were fined for spitting and refusing to correct the bad habit, according to the teams. The officials also handed out more than 10,000 bags to tourists, reminding them not to litter. The government is now anxious to correct the embarrassing habits of Chinese travelers ahead of next year's Olympics Games. And there is no better opportunity of doing it than the May Day travel spree, when an estimated 150 million Chinese will be on the road. The China National Tourism Administration has issued a circular, making travel agencies and tour guides responsible for correcting tourists' bad behavior during the holidays. Jumping the line, spitting, littering and clearing one's throat loudly in public are some of the frequently observed practices among Chinese travelers, according to a guideline prepared and released last year by the Spiritual Civilization Steering Committee (SCSC) of the Chinese Communist Party, the official etiquette watchdog. "We are supposed to remind people constantly throughout the tour, and also lead an etiquette discussion at the end of the tour," said Huang Xiaohui, a travel guide with a Beijing-based travel agency. The government is to increase the level of pensions and housing subsidies for poor families in a bid to bridge the widening income gap. A State Council meeting chaired by Premier Wen Jiabao on Wednesday pledged to increase pensions for more than 40 million retirees from State-owned enterprises over the next three years. The government has already raised their pensions in the past three years by an average of 8 percent a year. But the cabinet considers the present pension level "still quite low". It said the increases over the next three years would exceed the rises made between 2005 and 2007 to "further ease social tensions caused by the income gap". The move is aimed at helping retired senior technology professionals and those who now get a relatively low pension. The cabinet ordered local governments to make sure this year's pensions are paid by the end of the month. While pledging to regularize pension increases, the cabinet also called for the development of other forms of pension rather than solely relying on the budget. It mentioned commercial and enterprise-funded insurance schemes. The average pension of enterprise employees is about 750 yuan (0) per month - the minimum salary set for developed cities, including Beijing. "With my pension, I can just about make ends meet. Consumer prices have kept on rising in the first half of this year," a 72-year-old retiree said. The cabinet also endorsed a plan to provide affordable housing to urban low-income groups. The policy aims to provide rent subsidies or low-rent housing for those who cannot afford commercial housing in the cities. By pledging to set aside more funding and land for the construction and acquisition of such housing, the government hopes to provide low-rent housing for all low-income urban residents - not just the poorest - by the end of 2010. The government aims to achieve this goal through multi-channels - construction, purchases, renovation and donations.
