These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project.     The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.

BEIJING, Nov. 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee convened a meeting here on Friday, analyzing and studying the economic work of next year and setting out major tasks.     The meeting said that this year has been eventful and the country has risen to many daunting challenges, including the global financial crisis and domestic natural disasters. The economy has maintained a stable and relatively fast growth and society has been stable, which are hard-won achievements, it said.     The meeting, chaired by CPC Central Committee General Secretary Hu Jintao, warned that the worsening global financial crisis would have more impact on China's economic development, urging the country to take more precautionary measures to meet the challenges.     The meeting said that next year, which marks the 60th anniversary of the founding of New China, the nation should boost domestic demand for a stable and relatively fast economic growth, accelerate the transformation of development patterns and structure adjustment for sustainable development, deepen the reform and opening-up drive and solve problems that concern the people's interests for a healthy and rapid economic and social development.     Maintaining a stable and relatively fast economic development should be the foremost task for next year's economic work, it said, urging a better combination of ensuring growth, boosting domestic demand and adjusting structure.     An "active" fiscal policy and "moderately loose" monetary policy should be continued, and measures including tax reduction and increasing central government investment should be taken to safeguard the people's livelihood, stimulate domestic demand and transform development patterns, it said.     Consumption, rural consumption in particular, should be actively boosted and a set of major projects on livelihood, infrastructure and environment protection should be launched.     The position of agriculture as the foundation of the economy should be strengthened and agriculture production be boosted, it said.     The stable growth of foreign trade should also be maintained.     Structural adjustment should be accelerated, including developing the high-tech industry, small and medium-sized enterprises, the service sector and coordinating regional development.     More progress should be made on energy saving and emissions reduction and pollution treatment be stepped up, the meeting urged.     Rural reform and financial reform should be deepened, and people's livelihood should be improved and more jobs be created, it said.     The meeting also agreed in principle suggestions on judicial reform by the CPC Central Political and Legal Affairs Commission.     The reform should meet the judiciary needs of the people and aim at promoting social harmony, beef up measures to tighten the restraint on and supervision over the use of power, and remove barriers that hamper justice, it said.

LIMA, Nov. 20 (Xinhua) -- Foreign and trade ministers from the 21 member economies of the Asia Pacific Economic Cooperation (APEC) forum on Thursday called for joint efforts to overcome the ongoing global financial crisis and revive the Doha Round trade negotiations.     "APEC economies are committed to implementing all necessary measures to bolster the real economy and boost investment and consumption levels in the region," said a joint statement released by the ministers after a two-day Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting in the Peruvian capital.     "Ensuring a rapid, coordinated and effective response to the current global financial crisis is the highest priority for APEC economies and will be the focus of attention" when APEC leaders meet on the weekend, said the statement.     The APEC ministers met in Peru during the "most difficult set of economic conditions" since APEC was created in 1989, it said.     Peruvian Foreign Minister Jose Garcia Belunde, who chaired the meeting, said the ministers have reaffirmed their opposition to trade and investment barriers.     The ministers have agreed to continue to "strengthen consumption level in the region and expand trade activities," he said.     "We've decided to continue supporting the multilateral trade system, including the World Trade Organization, and to support a conclusion to the Doha trade round," he said.     Australian Trade Minister Simon Crean said the APEC ministers not only have reached an consensus to push forward the Doha talks but also agreed on the direction to conclude it.     Crean called on the APEC leaders to make commitment based on the action plan adopted by the G-20 countries in Washington earlier this month, noting that nine of the APEC members participated in the Washington meeting.     "Commitement at various levels" are required to deal with the financial crisis, he said.     U.S. Trade Minister Susan Schwab said world leaders should learn from the Great Depression in the 1930s and prevent a "prolonged and deepening" crisis from taking place.     Schwab noted that the G-20 nations had made it clear that trade barriers and protectionism will not be an option during the crisis and it is vital to conclude the Doha talks as soon as possible.     The world economies should "use trade in a positive way" to avert the crisis, she said.     "We will do everything we can" to push forward the Doha talks, she added.     Singapore Trade and Industry Minister Lim Hng Kiang said APEC has yet to confront many challenges and the financial crisis is likely to top APEC's agenda next year when Singpore takes over as the chair.     The 20th APEC Ministerial Meeting started on Wednesday to make final preparations for the APEC Leaders' Meeting this weekend.  

DOHA, Nov. 29 (Xinhua) -- China on Saturday called for efforts to create global development partnerships and urged the international community to take practical steps to help developing nations in confronting the ongoing global financial crisis.     Vice Chinese Foreign Minister He Yafei, as the special envoy of Chinese President Hu Jintao, made the remarks at the plenary session of the U.N.-sponsored Follow-up International Conference on Financing for Development.     The spreading international financial crisis, coupled with the complicated and grave international economic situation, is posing a challenge to efforts to implement the Millennium Development Goals, He said.     The international community should approach the issue of financing for development from an overall and long-term perspective, establish partnerships for global development and take practical steps to help the developing countries.     On the issue of financing for development, a balance needs to be struck in the following points, He said.     Special attention should be given to efforts to minimize the impact of the financial crisis on developing countries, so as to maintain a good balance between stabilizing the financial market and helping vulnerable countries and communities.     Moreover, relevant parties should do more to promote global economic growth and stability, and stand firm against protectionism in efforts to conclude the Doha round of negotiations at an early date, he said.     He also urged the developed nations to fulfill their commitments on aid, and offer debt forgiveness and technology transfers to the developing nations.     While seeking solutions to the longstanding problem of development deficits, countries around the world should also mobilize new and extra funds to effectively cope with such emerging challenges as energy security, food security and climate change, He said.     On crisis response and prevention, He called on countries worldwide to continue their efforts in stabilizing the financial market as well as in building a just, equitable, inclusive and orderly international financial system.     Efforts should be made to carry out necessary reforms of the existing international financial system and its governance structures in a timely, gradual, comprehensive and balanced manner, He added.     The United Nations, the most authoritative international organization in the world, should continue to play its leading role in financing so as to encourage the international community to make bigger investments in development, he noted.

It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. Yan'an served as the capital for the CPC-led revolutionary base during the 1930s-40s, before the Party took over the power in 1949.     During his stay in Hougoumen this Oct., Hu learned about new progress made by the leadership of the village's Party branch. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. The officials told him that local villagers mainly cared lawsuits, land confiscation, reclamation of cultivated land to forests and contracting rights for farmland.     In meeting with the leader, local officials and villagers informed Hu of current reform of the managerial rights in the tree-planting sector. Now with the new policy, local people are working diligently to manage the forest while protecting the environment and ecology.     Hu urged local people to plant more trees in Ansai as it is located on the Loess Plateau, which is vulnerable to ecological damage.     At the end of his study trip, the top leader hosted a gathering to hear reports by some local officials who pledged to promote economic development by relying on science and technological progress.     In a key-note speech, Hu called for deepening awareness of the ideological drive, correctly understanding the general demands of the Party Central Committee and further promoting the implementation of the Scientific Concept of Development.

BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). A ship of China Ocean Shipping Group Company (COSCO) sails in the Gulf of Aden under the escort of a Chinese naval fleet (not seen in the picture) Jan. 6, 2009. The Chinese naval fleet arrived Tuesday in the waters of the Gulf of Aden off Somalia to carry out the first escort mission against pirates. Four Chinese ships, including one from China's Hong Kong Special Administrative Region, were escorted by the fleet.     A governmental spokesman said on Tuesday that the naval task force will protect a total of 15 Chinese merchant ships between Tuesday and Saturday.     Consisting of two destroyers and one supply ship, the naval fleet arrived in waters off Somali coast on Tuesday after a voyage of more than 4,400 nautical miles. It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

BERLIN, Jan. 29 (Xinhua) -- China and Germany have vowed to make joint efforts to stabilize the global economy amid the ongoing financial and economic crisis, said a joint statement issued Thursday.     The cooperation between China and Germany, the world's two major export-driven economies, is of special significance for the world's efforts to tackle the financial downturn, said the statement released after visiting Chinese Premier Wen Jiabao's meeting with German Chancellor Angela Merkel.     The two sides agreed to strengthen dialogue on economic and trade, currency and fiscal policies and pledged to support each other on their economic stimulus plans based on their own situations, it said.     China and Germany have agreed to enhance their comprehensive strategic partnership and cooperation in jointly dealing with the global economic crisis, Wen told a press conference following his meeting with Merkel.     The strengthened Sino-German cooperation is of special significance in the context of the current world economic downturn, said Wen. The week-long trip will also take him to the European Union headquarters in Brussels, Spain and Britain.
