BEIJING, Sept. 18 (Xinhua) -- China's State Council, the country's Cabinet, issued an implementation regulation for Labor Contract Law here on Thursday in an effort to clarify confusion surrounding the law.     The new law, which was put into effect on Jan. 1, was hailed as a landmark step in protecting employee's rights. But many complained the law increased a company's operational cost as it overemphasized protection of workers.     One of the most debated terms was one that entitled employees of at least 10 years' standing to sign contracts without specific time limits. Some employers believed the "no-fixed-term contract" would bring a heavy burden to them and lower company vitality.     "By issuing the regulation, we hope to make it clear that labor contracts with no fixed termination dates did not amount to lifetime contracts," a Legislative Affairs Office of the State Council official told Xinhua.     The regulation listed 14 conditions under which an employer can terminate a labor contract. These included an employee's incompetence to live up to the job requirements, serious violations of regulations and dereliction of duty.     Another 13 circumstances were also included in the regulation, under which an employee could terminate his or her contract with an employer, including delayed pay and forced labor.     Compensation should be given if employers terminate the contract lawfully. Employers should double the amount of compensation if they terminated a contract at their own will. No further financial compensation was required, according to the regulation.     China's top legislative body, the Standing Committee of the National People's Congress, adopted the Labor Contract Law in June2007, which was followed by a string of staff-sacking scandals.     The best known was the "voluntary resignation" scheme by Huawei Technologies Co. Ltd., the country's telecom network equipment giant.     The Guangdong Province-based company asked its staff who had worked for eight consecutive years to hand in "voluntary resignations." Staff would have to compete for their posts and sign new labor contracts with the firm once they were re-employed.     Huawei later agreed to suspend the controversial scheme after talks with the All China Federation of Trade Unions.     The NPC Standing Committee said on Thursday it would start a law enforcement inspection at the end of September in 15 provinces, municipalities and autonomous regions.     The Legislative Affairs Office of the State Council issued a draft of the implementation regulation on May 8 to solicit public opinion. By May 20, the office had received 82,236 responses. On Sept. 3, the State Council approved the regulation.

NANNING, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao said here Sunday that China's financial institutions have generally increased their strength, profitability and risk-resisting ability, and the financial system as a whole is sound and safe in face of the international financial crisis.     Wen made the remarks during an inspection tour to Guangxi Zhuang Autonomous Region in southwest China. As a result, the country's economy has maintained its momentum of smooth and rapid development, Wen said.     Generally speaking, China's economic foundations have not changed and the economy is developing towards the preset macro control targets, said the Premier.     "We have full confidence in China's economic development and financial stability," Wen said, stressing that the most important thing is to do our own business well, maintain the stability of the economy and the financial and capital markets.     "It is the biggest contribution to the world when a big country with a population of 1.3 billion is able to maintain a lasting, smooth and fast economic development," he said.     On Saturday and Sunday, Wen inspected villages and factories in the cities of Beihai, Qinzhou and Fangchenggang, and talked with local people of different nationalities and from all walks of life.     He said that the development of Beibu Gulf should focus on technological innovation and environmental protection to build into an important zone for international and regional economic cooperation.     In Gaosha Village of Qinzhou, Wen inspected rice paddy and visited farmers' homes. BEIJING, Sept. 30 (Xinhua) -- Chinese President Hu Jintao made a tour to east China's Anhui Province on Tuesday to inspect rural reform and development.     Hu, also General Secretary of the Communist Party of China Central Committee, visited Xiaogang village of Fengyang county, the first in the country to initiate the household contract responsibility system in 1978. "Chinese companies should learn from the lessons of the Sanlu tainted milk powder incident."     Companies should strengthen management and food safety checks, and make sure their products were safe for consumers, he said.     Hu also heard the work reports of Anhui province during his tour, stressing development in urban and rural areas must be coordinated and that efforts must be made to push forward rural development and reform.

BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. A dedicated agricultural development subsidy fund was set up to help the three regions build infrastructure and develop agricultural production.     The statement said it was the third time the government had extended the program, which would expire at the end of this year.     Over the past 25 years, poverty-relief efforts had achieved remarkable results. Life in the three areas were significantly improved, a government statement said.     Through 2007, those living under absolute poverty in the counties stood at nearly 1.35 million, in comparison to 7.84 million in 1982. Poverty incidence were down from 62 percent in 1982 to 8.3 percent last year.     In Dingxi and Hexi, the annual net income of local farmers jumped to 2,141 yuan per capita through 2007 from 96.3 yuan per capita in 1982. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.

WASHINGTON, Oct. 11 (Xinhua) -- Deputy Governor of the People's Bank of China Yi Gang called for international cooperation here on Saturday to restore global financial stability.     "Our current priority is to enhance international cooperation to prevent further deterioration and spillover of the crisis and restore global economic and financial stability," Yi said.     The deepening and widening of the U.S. financial crisis have triggered a major global slowdown and escalating uncertainty, Yi Gang said in a statement at the 18th meeting of the International Monetary and Financial Committee (IMFC) held here Saturday.     While the advanced economies have slowed significantly since the U.S. sub-prime crisis, the emerging market economies have maintained robust growth but the deteriorating external environment is putting the resilience of their macroeconomic policies to the test, he said.     The crisis has underscored shortcomings in the financial markets, Yi said. He expressed his hope that the stabilizing measures of the advanced economies will have the positive effect of calming the markets and restoring confidence.     "China is willing to strengthen its cooperation with other countries and, through such joint efforts, we hope global financial stability can be safeguarded," he said.     In line with their status, Yi said, the major reserve currency issuing countries should shoulder the responsibility for preventing further spillovers and minimizing shocks to other economies -- especially to the emerging markets.     To promote balanced and steady global growth over the longer term, efforts should be made to advance structural reforms and increase savings, he pointed out.     The International Monetary Fund -- at the core of the international monetary system -- should carry out its mandate to safeguard global economic and financial stability, he said. The IMFC is the steering committee of the 185-nation lending institution.     Yi also noted that as the impact of the crisis on the real economy is much worse than expected and the recovery more protracted and difficult, the risks of deflation in some countries as a result of the credit crunch have increased significantly.     "It is imperative that the major advanced economies coordinate rapid implementation of bailout packages to avoid deflation and facilitate the global recovery," said Yi.     "However, we should be aware that the injection of liquidity from these emergency measures could be a potential source of inflation in the medium and long term," the deputy governor said.

BEIJING, May 15 (Xinhua) -- Chinese Premier Wen Jiabao has ordered the armed forces and civil aviation department to deploy 90 more helicopters for rescue missions in quake-hit Sichuan province.     The decision was made at a late Wednesday evening meeting of the national quake relief headquarters held on a running train from Sichuan provincial capital Chengdu to Guangyuan city about 200 kilometers away. NANNING, Aug. 23 (Xinhua) -- Downpours brought by Typhoon Nuri swept south China's Guangdong and Guangxi from Friday to Saturday, but no casualties have been reported. "We remain ready to negotiate future arrangements, modalities and timing ... once the conditions for negotiations have been established."

BEIJING, July 5 (Xinhua) -- Heavy rainstorms that swept through most parts of China since Tuesday have left at least 12 dead, seven missing and about 3 million affected.     The casualties were reported after the rainstorms and flooding killed 252 people across China in June.     The new wave of rainstorms have caused suspended shipping service in the Three Gorges section of the Yangtze River, blocked traffic in cities, delayed flights, destroyed homes, and flooded farmland.     Central China's Hubei Province and southwestern Yunnan Province on Saturday each reported that six were killed by the torrential rain.     Twenty-five cities and counties in Hubei, where the country's largest river Yangtze runs through, reported a total of 700 million yuan in damages (102 U.S. dollars).     As of 5 p.m. on Saturday, the province saw another four missing, over 26,600 people evacuated and more than 2.58 million others affected, according to the provincial civil affairs department.     The rains also damaged 105,000 hectares of farmland destroyed and toppled1,063 homes in Hubei. The discharging would continue as more heavy rains were expected on the upper reaches of the river.     The shipping services between two dams were suspended for five hours before they were resumed at 2:30 p.m. on Saturday. The province received an average 50 millimeters of rainfall since Thursday, greatly alleviating the drought since June.     However, local meteorologists also warned that the government should consolidate banks and reservoirs for possible flooding of the Yellow River.     More rain was forecast in the next two days in many parts of China and the China Meteorological Administration asked local governments to be prepared.
