Xi wrapped up his two-day visit to Laos and returned to Beijing on Tuesday night.
Xi said in his message that the two countries have long valued sincerity and friendship and supported each other despite the changing international landscape over the past six decades.
Xi made the remarks while participating in a panel discussion with legislators from the Inner Mongolia autonomous region on Friday, People's Daily reported.
Xi calls the current phase the new normal, from which an economy is emerging that is more sustainable and inclusive. To ensure this rebalancing succeeds, he has put forward supply-side structural reform.
Xi said that developing the strategic friendly relations between the two countries is an important part of China's endeavor to build a community with a shared future with neighboring countries.

Xi'an in Shaanxi province has been speeding up efforts to build an improved business environment for foreign investors, said Yang Renhua, an official with the Xi'an High-Tech Industries Development Zone.
Xi made the remarks upon his arrival at the Hong Kong International Airport for a three-day trip. He will attend celebrations marking the 20th anniversary of Hong Kong's return to the motherland and the inauguration of the HKSAR's fifth-term government. He will also inspect the HKSAR.

He advocated the two sides stick to the right path of the comprehensive strategic partnership, advance dialogue and cooperation in various areas, tap the potential for economic cooperation, explore new fields and modes for dialogue between the two civilizations, and enhance mutual understanding to lay a solid foundation for the partnership.
Xi said that the CPC will neither "import" foreign models of development, nor "export" the Chinese model and ask other countries to "copy" the Chinese practice.
