BEIJING, Aug. 3 (Xinhua) -- China is likely to start monitoring ozone and particle pollution from next year as part of efforts to keep anti-pollution campaigns in force after the Olympics, an environmental official said on Sunday.     Fan Yuansheng, of the Ministry of Environmental Protection (MEP), said the two pollutants had caused great concern and the MEP was making technical preparations to monitor them.     "We should be able to start regular monitoring of ozone and PM2.5 (particle matter) next year, which would lead to measures to deal with them," Fan told a press conference.     He was speaking in response to reports that China's environmental authorities had failed to include fine particles and ozone into their pollution measurements, causing ignorance of health damage caused by the pollutants. Photo taken on August 2, 2008 shows a parterre featuring the logo of the Beijing 2008 Olympic Games on Tiananmen Square in Beijing, capital of China.     Fine particles, known as PM2.5, are tiny solid particles of 2.5 micrometers in diameter and smaller. Health experts believe they are unhealthy to breathe and have been associated with fatal illnesses and other serious health problems.     Colorless ozone is also believed to cause respiratory problems and to affect lung functions.     There have been worries that the air in Beijing, the Chinese capital that will host the summer Olympic Games in five days, may be unhealthy for some athletes competing outdoors to breathe.     China has taken drastic anti-pollution steps, such as closing factories surrounding Beijing and ordering half of 3.3 million cars in Beijing off the roads, to try to clean the sky during the Olympics.     "These measures have been effective so far," said Fan, Director General of the MEP's Department of Pollution Control.     Beijing basked under blue sky this weekend after being blanketed in a humid haze for a week. The Beijing Meteorological Bureau said on Sunday favorable weather conditions and a series of anti-pollution measures had combined to clear the normal smog above the city.     Fan Yuansheng refuted allegations that China's air pollution standards were more lenient than World Health Organization (WHO) guidelines.     Standards that China was using to control four major air pollutants - sulphur dioxide, nitrogen dioxide, carbon monoxide and particles - followed the WHO's "phase one" guideline issued in 2005, he said.     The WHO allows developing countries like China to begin from this guideline to eventually reach its stricter final goals, he said.     Fan said measures adopted to reduce pollution in Beijing for its hosting of the summer Olympics would stay in force after the event.     "Most of these measures are long-term ones and will remain after the Games. Not all the temporary measures will be retained after the Games, but they may provide clues for our future work," he said.     The Chinese government recently warned that more factories could be temporarily shut down and more cars could be restricted from the roads in Beijing if "extremely unfavorable weather condition" occur to deteriorate the air during the Games.     But many Beijing residents are more worried that air pollution could turn bad after the Olympics, with factories reopened, construction resumed and car no longer restricted.     Fan argued that the Olympics would leave environmental legacies to Beijing and China, which has spent billions to clean the environment polluted by rapid industrialization.     For example, the State Council, China's cabinet, has ordered all government cars to keep off the road for one day each week according the last figure of their plate number. This is a continuation of the temporary measures during the Olympic Games, Fan said.     The MEP has launched a research on how to further improve air quality in the entire northern China where Beijing is, since air pollution is not a problem of Beijing alone, he said.     Nearly 90 percent of coal-burning power plants in provinces neighboring Beijing have taken measures to reduce the emission of sulphur dioxide, and many vehicles have been upgraded to meet stricter emission requirements.     Lu Xinyuan, Director General of the MEP's Bureau of Environmental Supervision, said about 200 environmental inspectors have been sent to Beijing and five neighboring provinces to check enterprises on their anti-pollution work.     Meanwhile, 16 environmental groups based in Beijing on Sunday called on local motorists not to drive on Aug. 8, in order to help reduce pollution and road congestions when the Olympics open.     They further encouraged private car owners to use public transport as much as possible during the Olympics and the following Paralympics to "contribute a blue sky to Beijing."     The groups with over 200,000 members hoped the usage of private cars would be reduced by one million times if the campaign are well responded in the next two months, according to Yu Xinbin, member of the Global Village of Beijing, a non-governmental organization.

BEIJING, April 2 -- China Everbright Bank, Everbright Group's banking unit, will go public in Shanghai in July or August, Everbright Group said Tuesday.     The bank will issue more than 820 million A shares, accounting for 10 percent of its enlarged share capital, said Everbright Group, a State-owned financial conglomerate.    The bank may float shares on the Hong Kong stock exchange if its Shanghai IPO is successfully completed before the 2008 Olympic Games.     "But the bank has no timetable for a Hong Kong listing yet," said its vice-president Xie Zhichun. "And the Shanghai listing plan will be further discussed by and is subject to approval from the board and shareholders."     Xie added: "The board may enlarge the A-share issue further to more than 10 percent of the enlarged share capital as we don't know whether we can realize a Hong Kong listing or not, but we expect to finish the Shanghai listing before the Olympic Games."     The bank has postponed inviting strategic investors as concerns are rising that the subprime crisis will worsen the finances of financial institutions, the bank said.     "We will restart the work after the strategic investors release their third-quarter report," said Li Jie, another vice-president of the bank.     The bank is a target for foreign investors given its low share price and large scale. It said earlier it will reserve a 20 percent stake for foreign strategic investors and would like to pick investors that can hold the bank's stakes for a long time.     The bank disclosed that Industrial Bank from France showed interest to invest in it, but the French banking scandal hindered talks.     It will restart inviting strategic investors after its Shanghai listing, the bank said.     The bank is 24.16-percent-owned by China Everbright Group and 21.4-percent-owned by Hong Kong-listed China Everbright Ltd.

BEIJING, May 15 (Xinhua) -- Chinese Premier Wen Jiabao has ordered the armed forces and civil aviation department to deploy 90 more helicopters for rescue missions in quake-hit Sichuan province.     The decision was made at a late Wednesday evening meeting of the national quake relief headquarters held on a running train from Sichuan provincial capital Chengdu to Guangyuan city about 200 kilometers away. Chinese Premier Wen Jiabao (C) consoles locals as he pays a visit to Beichuan County, which neighbors the epicenter of the massive quake in southwest China's Sichuan Province, May 14, 2008. Wen Jiabao arrived on Wednesday at Beichuan County, one of the regions worst hit by Monday's massive earthquake, to oversee the rescue work.China's air force will deploy 60 more helicopters and the other 30 will be provided by the civil aviation industry, according to the headquarters headed by Wen himself.     An earthquake, measuring 7.8 on the Richter scale, struck Wenchuan County of southwestern Sichuan Province Monday afternoon, killing almost 15,000 people nationwide.     Since the rescue missions started on Monday, 20 helicopters have been dispatched to quake-hit areas for reconnaissance, food and water airdropping, transporting injured people and delivering rescuers. Rescuers unload medical materials from a helicopter in Yingxiu Town of Wenchuan County, the epicenter of Monday's massive earthquake on May 14, 2008. Premier Wen urged in the meeting that saving people's lives was still the top priority of the disaster relief work more than 50 hours after the quake.     "We must use all our forces, and save lives at whatever costs. Life is the most precious thing, we must be amenable to the people and the history," Wen said.     Forty-four counties and districts in Sichuan were severely affected by the quake. About half of the 20 million population in these areas were directly affected by the quake, according to the meeting. Soldiers from the People's Liberation Army carry relief materials after their arrival in the quake-stricken Wenchuan County in southwest China's Sichuan Province, May 14, 2008. A strong quake measuring 7.8 on the Richter scale struck Wenchuan at 2:28 p.m. on Monday. Since most of the quake-hit areas are mountainous villages, thousands of rescuers and hundreds of tons of materials were held up on the ways, blocked by rocks and mud shaken down from roadside, to the quake's epicenter, making air support a vital need.     China's air force, army aviation and civil aviation have made ever largest noncombat air operation since Monday, mobilizing more than 150 airplanes in various relief missions.     The air force has deployed more than 40 transporters which delivered about 8,600 rescuers and 200 tons of materials with more than 130 flights in 48 hours after quake. PLA soliders carry the relief supplies onto a cargo-aeronef heading for the earthquake-affected areas in Sichuan Province to drop the urgently-needed food and relief supplies, in Wuhan, central China's Hubei Province, May 13, 2008. China poured more troops into the earthquake-ravaged province of Sichuan on Wednesday to quicken a search for survivors as time ran out for thousands of people buried under rubble and mud.The force also parachuted 15 elite airborne troopers to a county close to the epicenter who jumped out of plane at about 4,900 meter above sea level and landed without ground instruction and weather reference on Wednesday afternoon.     As of mid-Wednesday, rescuers have reached all the affected counties and began rescue efforts there.     The meeting decided to mobilize 30,000 more troops for the relief efforts, raising the total number of PLA and armed police soldiers involved in the rescue operation to 100,000.     More than 16,000 policemen are already involved in the rescue efforts.     Throughout Wednesday, 18,277 injured people were rescued in Sichuan, increasing the total number to 64,725. Among them are 1,620 people seriously injured, according to information from the meeting.

BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said. "They should focus on well solving people's legal requests timely."

BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao on Wednesday paid a morale-boosting visit to domestic athletes busy training for the upcoming Olympic Games, saying he was looking forward to their good performances.     With 16 days to go until the Games opening ceremony, Hu, accompanied by Vice President Xi Jinping, went to the stadiums of the Training Bureau of the General Administration of Sport in southern Beijing in the morning. He watched training programs of athletes in gymnastics artistic, synchronized swimming, table tennis, weightlifting, basketball and volleyball. Chinese President Hu Jintao talks with one of the gymnasts at the gymnastics stadium on Wedneday. He paid a morale-boosting visit to domestic athletes busy training for the upcoming Olympic Games, saying he was looking forward to their good performances."Your moves are clear-cut and very elegant. I wish you success at the Games," he told 16-year-old He Kexin after she performed a set of routines with perfect technique on the uneven bars at the gymnastics stadium. The teenager won two World Cup titles earlier this year.     Hu expressed his hope that the gymnasts and coaches would train hard with high efficiency to improve their competition skills.     "Keep a cool state of mind and achieve outstanding results at the Games," he told them.     The training bureau boasts 15 stadiums where athletic teams in 11 events from 14 countries were training for the Games.     At the basketball stadium, the president was attracted by the swift moves by the players of the men's national basketball team. He voiced concerns for star player Yao Ming who suffered a foot injury in February.     "The whole nation is very concerned about your foot. How is it going now?" Hu asked the star center with the Houston Rockets.     "It's okay," Yao replied. The NBA star played his second match after coming back from injury on Saturday in the eastern city of Hangzhou, scoring 16 points and seven rebounds in 20 minutes against Angola.     Hu told Yao he needed to be more careful in future training and matches.     He expressed high hopes for the men's national basketball team, which also includes NBA stars Wang Zhizhi and Yi Jianlian.     "We Chinese people pay lots of attention to basketball and expect your superb performance in matches. I hope you can show your best at the Games," Hu told them.     At the swimming stadium, Hu watched the performance of synchronized swimmers and extended gratitude to head coach Masayo Imura from Japan.     "We are here today to give a boost to your spirits," Hu told the swimmers. "We are happy to learn that you have improved rapidly under the guidance of head coach Masayo Imura. I propose that we give a big applause to her to express our sincere thanks."     The 58-year-old coach, dubbed the "godmother" of Japanese synchronized swimming, started coaching her country's synchronized swim team in 1978. She helped her swimmers to eight Olympic medals over the past 30 years.     Imura started coaching in China after the 2006 Doha Asian Games in which China dethroned long-time Asian champion Japan in both the duet and team competitions.     Last month, she reiterated her hopes for medals at the Beijing Olympics, saying Chinese swimmers would help present a modern and dynamic China with their performance.     Hu praised Imura for her coaching and role in promoting sports exchanges and friendship between China and Japan.     "I believe that China's synchronized swimming team will give an outstanding performance at the Games under the guidance of Ms. Masayo Imura."     Imura pledged she would do her utmost to lead China's team to achieve good results.     At the table tennis stadium, Hu urged on the players from a sport that China has dominated, winning 16 Olympic gold medals over the years. On the team are such top players as Wang Nan and Zhang Yining.     "I hope you can have more exchanges with athletes from other countries and regions to work together for boosting the development of table tennis in the world," he said.     "I'm looking forward to your good news."     Hu also visited the weightlifting athletes and women's volleyball players.     Athens Games weightlifting gold medal winner Chen Yanqing told the president "Just watch me at the Games!" While Feng Kun, captain of the national women's volleyball team, told Hu: "We will repay the motherland and the people with the best results."     Chinese athletes have qualified to compete in all 262 events within the 28 Olympic sports, marking the first time that the country's athletes are represented across the board at an Olympics. The Chinese national delegation at the Beijing Games will also be the largest in the country's Olympic history.     At the training venues on Wednesday, Hu also visited the athletes' dining hall and rehabilitation center, urging the cooks to continue to prepare delicious meals and the doctors to provide thoughtful services.     He also voiced strong support for anti-doping.     "Anti-doping is a precondition for hosting a successful Games," he said after signing his name on a scroll for anti-doping. "As the host nation, China is obliged to set a good example in this regard."     "We must ensure the Chinese delegation attend the Games cleanly and make positive contributions to safeguard the purity of the Olympics."     Apart from boosting morale of the country's athletes, the president had shown concerns for the preparatory work at Olympic venues.     During a visit to the eastern city of Qingdao on Sunday, the venue of the Olympic sailing event, Hu highly praised the use of renewable energy and environment-friendly material in the buildings of the Qingdao Olympic Sailing Center. He urged the center staff to make greater efforts for the preparations.     Starting in mid-June, the coast of Qingdao was coated with a vast algae coming from the Yellow Sea. A bright green covering of algae smothered beaches and extended out several hundred meters. It once covered 32 percent of the sailing venue at the peak of the outbreak.     Hu expressed satisfaction with the efforts Qingdao had made to clean the seawater and make it qualified for the sailing event, and urged local authorities to continue to keep alert.     He also encouraged Chinese athletes to achieve good results and voiced sincere welcome for foreign athletes.     "The Chinese people are showing their warm welcome to athletes from all over the world. We will do our best to provide good service for you," he told some foreign athletes who were training at the center.
