BEIJING, Jan. 18 (Xinhua) -- The State Grid Corp. of China (SGCC), the country's biggest power supplier, said Sunday that its 2008 net profit fell almost 80 percent year on year due to natural disasters and higher power prices.     Net profit was 9.66 billion yuan (1.4 billion U.S. dollars), compared with 47.1 billion yuan in 2007.     Revenue rose 13.8 percent to 1.156 trillion yuan from a year earlier, the state-owned company noted.     The power distributor suffered more than 22 billion yuan (3.2 billion U.S. dollars) of direct economic loss in the worst winter weather in at least 50 years in southern China and the May 12 earthquake.     China raised the on-grid power price by 0.017 yuan per kwh in June and 0.02 yuan kwh in August to around 0.3 yuan per kwh on average to offset rising costs in power plants. But retail household power prices were capped amid concerns of a higher inflation.     The company said it planned to invest 83 billion yuan (12 billion U.S. dollars) in ultra-high voltage (UHV) power lines in 2009 and 2010 to make long-distance transmission more efficient.     China's power demand and installed power generating capacity would likely double to 7.4 trillion kwh and 1.47 billion kw respectively in 2020, it forecasted.

LIBREVILLE, Nov. 7 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo held talks here on Friday with President of Gabonese National Assembly Guy Nzouba Ndama, saying that the National People's Congress (NPC) of China is ready to step up cooperation with the parliament of Gabon to add new vigor into bilateral relations and jointly push forward friendly relations between the two countries.     Wu, chairman of the Standing Committee of the NPC, China's top legislature, called Gabon a true friend of China, saying that China is satisfied with the growth momentum of the bilateral relations and the two countries have seen healthy and stable development of friendly and cooperative relations since they established diplomatic ties 34 years ago.     Wu said that the two sides have achieved remarkable results in cooperation between governments, parliaments and various political parties in fields such as economy and trade, culture and education as well as public health. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

HANGZHOU, Nov. 16 (Xinhua) -- Rescuers have confirmed four people were killed and 17 others missing following Saturday's collapse at a subway construction site in east China's Zhejiang Province.     Search is continuing for the 17 trapped in the provincial capital Hangzhou, said the rescue headquarters chief Wang Guangrong. Rescuers work at the collapsed road where a subway tunnel was under construction in Hangzhou, capital of east China's Zhejiang Province, Nov. 15, 2008. Rescuers had updated the number of the missing workers from the previous 18 to 17 after they recovered another body at about 10 p.m. on Sunday, which brought the death toll from three to four.     The accident happened at 3:20 p.m. on Saturday when a 75-meter-long section of the subway tunnel under construction collapsed at the Fengqing Avenue in Xiaoshan District, trapping at least 50 workers and creating a huge crater where 11 vehicles were trapped.     Most of the trapped workers were taken out safely and 26 injured workers were hospitalized. Nine of the injured had been discharged from hospital and the other 15 are still receiving treatment.     More than 1,000 policemen and fire fighters participated in the rescue work. They are pumping water from the tunnel as water from a nearby river flowed into the tunnel soon after the cave-in. "There is a slim chance for the trapped workers to survive because of heavy flooding in the crater," said Wang, adding that the water level once reached six meters at its highest.     The construction undertaker, China Railway Construction Group Co., Ltd., has halted all the subway construction works in the city for safety checks, said the group's vice president Bai Zhongren.     The provincial work safety bureau and construction bureau have set up an investigation group to find out cause of the accident.     And a panel, composed of experts from Beijing Jiaotong University, Beijing Urban Engineering Design and Research Institute Co., Ltd. and Zhejiang University, is working on the rescue operation scheme.     Under the expert panel's advise, authorities have evacuated three households living near the cave-in site. Their houses will be dismantled to make way for the mechanical operation in rescue and repair work, Bai said.     The families of the dead and the trapped workers are heading to the rescue site.

BEIJING, Nov. 2 (Xinhua) -- China's economy is in good shape despite the changing economic environment, and it will maintain stable and relatively fast growth, National Bureau of Statistics (NBS) chief Ma Jiantang told Xinhua on Sunday.     "The fundamentals of China's economy remain unchanged despite the changing world economic environment," the new NBS director said. "We should be confident about the country's economic outlook."     The world's fastest economic growth rate, successful commodity price controls, increasing foreign exchange reserves and good employment rates were the factors to support the economic fundamentals, said Ma.     The consumer price index (CPI), the main gauge of inflation, eased to 4.6 percent in September from the same period last year. It hit a 12-year high of 8.7 percent in February.     The country's gross domestic product (GDP) grew by 9.9 percent in the first three quarters, 2.3 percentage points down from the same period last year.     The slowdown was a result of combined effects, including the global financial crisis, the world economic downturn and severe domestic natural disasters, Ma said.     However, he said, "We should be confident about the country's economic outlook." The country had rich resource reserves, great market potential, vigorous enterprises and the government had strong macro-control abilities.     The government had made a series of macro-economic policy adjustments against the changing economic environment, which would guarantee a steady and sound economic development, he said.

TAIPEI, Jan. 2 (Xinhua) -- The United Daily News, one of the biggest newspapers in Taiwan, said in an editorial on Friday that the six proposals put forward by Hu Jintao on the cross-Straits relationship are "positive" and "explicit".     The editorial said that people in Taiwan mostly hold positive opinions about the six proposals, made by General Secretary of the Communist Party of China Central Committee Hu Jintao on New Year's Eve, and see goodwill and understanding in them.     It noted that in Hu's address, he shows understanding that "Taiwan consciousness" does not equal to "Taiwan independence consciousness". In addition, Hu also said the mainland is willing to discuss with Taiwan "proper and reasonable arrangements" for Taiwan's participation in activities of international organizations as long as such activity does not create a scenario of "two Chinas" or "one China and one Taiwan." BEIJING, Oct. 24 (Xinhua) -- The Asia-Europe Meeting (ASEM) summit concluded its first closed session here Friday evening, with the global financial crisis topping the agenda.     Leaders and representatives of the 45 ASEM members attended the meeting which lasted two hours.     Chinese Premier Wen Jiabao chaired the meeting and made the leading speech.     Wen called on Asian and European nations to make concerted effort in response to the global financial crisis triggered by the U.S. credit crunch, according to the Chinese Foreign Ministry.     Wen said the international financial and economic situation is an issue linked up with the direct interests of all ASEM members, and that is why the issue was listed the top subject for discussion.     "Asian and European nations are an important force to safeguard international financial stability and promote world economic growth," Wen said. "We should make concerted effort to show the world our confidence, unity and cooperation," he added.     He said relevant countries and organizations have taken measures in response to the global financial crisis, and China hopes these measures would achieve the desired results soon.     He also called for global action to jointly respond to the crisis.     The leaders present at the meeting had an "enthusiastic and in-depth" discussion on how to tackle the crisis, as well as how to promote Asia-Europe trade and investment, the Foreign Ministry said, giving no further details.     The seventh ASEM summit, scheduled for Friday and Saturday, will all together have four closed sessions.

TAIPEI, Jan. 8 (Xinhua) -- The mainland-donated panda pair is scheduled to meet the Taiwan public on Jan. 26, the first day of the Chinese Lunar New Year, the Taipei city government announced on Thursday.     Taipei mayor Hau Lung-bin will visit the panda pair a few days earlier, on Jan. 24, with 500 orphans and children from poor families.     "If all the quarantine measures for the panda pair and other procedures for their moving into the zoo go well as scheduled, the 500 children invited by the city government will be the first visitors on Jan. 24," Hau said.     The Taipei city zoo said an opening ceremony for the panda enclosure would also be held on Jan. 24. The area would be open to the public on the morning of Jan. 26.     It's estimated an average of 22,000 panda visitors per day will come to the enclosure once it's opened, according to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government said earlier in a statement that the pandas were expected to attract about 6 million visitors to the zoo annually, double the current number.     The pair of 4-year-old giant pandas named "Tuan Tuan" and "Yuan Yuan" (when linked, their names mean "reunion" in Chinese), have now become "sweethearts" on the island. Cartoon images of the bears are displayed at bus stations and the airport's entrance.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. Their departure had been delayed for more than three years. Improved cross-Straits ties made their journey to Taiwan possible.
