National authorities Thursday urged local governments to deal more firmly with cases of illegal land acquisitions. The move comes at a time when such cases are becoming increasingly common. Local supervision and land and resources officials have been ordered to "review" the cases found before last October and to "concentrate strength" to ferret out more, it said. Evidence of concealed deals of ineffective work will trigger an accountability mechanism, under which local leaders will be held accountable for malfeasance. Local supervision and land and resources departments will file monthly reports on the issue.

SHANGHAI -- China will launch its first Mars probe in October 2009 as part of a joint mission with Russia, said sources with the Shanghai Space Administration, the main developer of the probe, on Monday. Researchers are "pressing ahead" with the project for a synchronized launching with a Russian probe, said Chen Changya, a researcher with the Shanghai Institute of Satellite Engineering, at a space technology exhibition. He said the home-developed Chinese probe is scheduled for completion by June 2009. The probe, 75 centimeters long, 75 centimeters wide, 60 centimeters high and weighing 110 kilograms, is designed to be able to serve a two-year mission, according to Chen. Its model is on display at the exhibition. The Chinese probe, with Russia's Phobos-Grunt, will be launched by a Russian carrier rocket, Chen said. They are expected to land on Mars in 2010 after 10 month's flight.

The central bank raised the reserve requirement ratio for banks by 0.5 percentage point yesterday to mop up excess liquidity resulting from a soaring trade surplus and increased money supply. In January and February, domestic banks extended new loans of 982 billion yuan (7 billion), about 260 billion (.6 billion) more than a year ago. As a result, urban fixed-asset investment has picked up to 23.4 percent year on year in the January-February period from about 20 percent in the fourth quarter of last year, reversing the trend of a slight slowdown since last July. People in the southern city of Guangzhou appear to be suffering mental problems at ever younger ages as they struggle to adapt to life outside the home and school, a source with the local health authority said.There are currently 43,803 registered cases of mental illness in the city. Up to 40 percent of them are between 16 and 25 years old, according to the Guangzhou health bureau."A decade ago, most people with mental illnesses were between 18 and 30 years old.
