BEIJING, Aug. 16 (Xinhua) -- For a second day, the Olympic host city reported Grade I -- or excellent -- air quality on Saturday, the eighth day of the Olympics. In most of the day, the city basked in sunshine.    Figures released by the China Environmental Monitoring Center (CEMC) revealed that Beijing's Air Pollution Index (API) showed a reading of 23 on Saturday, which fell into Grade I, whose API reading ranges between 1 and 50. On Friday, CEMC's figures showed an API reading of 17.    China uses the API system to report the country's air quality. An API reading between 51 and 100, or Grade II, means the air quality is fairly good. An API reading between 101 and 150, or Grade III, entails the air quality is slightly polluted.Also on Saturday, deputy director of the Beijing Municipal Bureau of Environmental Protection Du Shaozhong said the city reported seven days with Grade I air quality in the first half month in August, which was the highest since 1998.    In the other eight days, Beijing's air quality was in Grade II, which was within the standards to host the Olympics.    "Beijing often reports more days with Grade I air quality during the autumn and winter in comparison with the summer. But this August, the number of days with excellent air quality is unusually high," he said.    Since 1998, the highest monthly number of days with excellent air quality in the summer was five, in July of 2006, he said. Last August only two days reported excellent air quality.    Du forecast that Beijing's air quality would be excellent or fairly good during the Olympics and Paralympics. "Should weather conditions be favorable, Beijing's air quality would be excellent. Should weather be unfavorable, the air quality would be in Grade II," he saidWang Zifang, a Beijing-based expert on weather forecasting, said Beijing's air quality would be excellent until Monday.    "During Aug. 19-21, the wind is forecast to change direction and may bring pollutants from cities to the southeast of Beijing, such as Tianjin and Langfang," Wang said.    Du attributed good air quality to efforts made by Beijing to curb air pollution over the last nine years, especially this year.    Beijing municipal government said it had poured more than 140 billion yuan (20.5 billion U.S. dollars) since 1998 into more than 200 projects dedicated to improving the city's air quality.    In the run-up to the Beijing Games, the host city implemented some drastic measures to reduce pollution.    In one of these measures, Beijing has imposed an odd-even restriction system based on licence plate numbers that would keep vehicles off the road on alternate days from July 20 to Sept. 20.

CHENGDU, May 13 (Xinhua) -- A senior official with the Sichuan Provincial government said Tuesday the death toll in the province has exceeded 12,000, and is still rising.     Li Chengyun, vice governor of Sichuan, said at a news conference Tuesday afternoon that the death toll was based on incomplete figures tallied by 4:00 p.m. Tuesday. He said another 26,206 people were injured, and more than 9,400 people were buried in debris.     Li also provided a breakdown of the death toll, including 161 in the Aba Tibetan and Qiang Autonomous Prefecture, 7,395 in Mianyang City, 2,648 in Deyang City, 959 in the provincial capital Chengdu and 700 in Guangyuan City. Other casualties were reported in cities including Ya'an, Ziyang and the Garze Tibetan Autonomous Prefecture. Authorities said the death toll might change every hour, as they heard reports from rescuers who were seizing every minute to pull out bodies from the earthquake rubble.     The earthquake, which centered on the province's Wenchuan County at 2:28 p.m. Monday, has left the province in chaos. More than 3.46 million houses were wracked, Li said.     Li said he was deeply saddened by the super earthquake. He called on both officials and the masses in Sichuan to speed up efforts to fight the disaster and rescue themselves.     Chinese Premier Wen Jiabao, who arrived in Sichuan Monday afternoon to oversee rescue work, ordered the clearance of rocks and mud slides that were blocking roads to the epicenter by midnight on Tuesday.     "People are trapped in debris; we must use every second," he told an emergency meeting at 7:00 a.m. Tuesday.     On Tuesday afternoon, a brigade of about 20 soldiers have reached Yingxiu Town of the earthquake epicenter Wenchuan, the disaster relief headquarters in the Chengdu Military Area Command said.     The soldiers reported they saw more than 70 percent of the roads in the town were wracked, and nearly all bridges collapsed. A large number of people were believed to be under the debris.     They said 3,000 people were known to have survived, and the town's total population is 12,000. No information on detailed casualties could be available.     Li Shiming, commander of the Chengdu Military Area Command, said the soldiers had distributed food and water to children and injured people in the town, and more supplies would be airdropped to the area.

MIANYANG, Sichuan, 23 (Xinhua) -- Premier Wen Jiabao continued his second trip around the quake disaster zone on Friday, visiting surviving students in Mianyang, one of the worst-hit cities in the May 12 quake.     In a tent school, where more than 500 students from the destroyed Beichuan Middle School were studying, Wen encouraged them to study harder following the calamity.     "Let us not forget the earthquake," he told the students in a tender voice. "Then you will know what life is all about -- it is bumpy, as the roads are."     "Today, people save us and take good care of us. In the future, we will help them in return," the premier added.     "Trials and tribulations serve only to revitalize the nation," he wrote on the blackboard to encourage them. BEIJING, May 30 (Xinhua) -- China and Vietnam will complete erecting markers along their land border by year end, a visiting Vietnamese leader said here on Friday.     In talks with Chinese President Hu Jintao, Nong Duc Manh, Communist Party of Vietnam (CPV) Central Committee general secretary, reaffirmed efforts to meet this deadline set in 1999. China and Vietnam signed a treaty in December that year delineating their 1,350 kilometers of frontier. They officially started to plant land markers in 2002.     The two countries finished their latest round of talks on land border demarcation in Beijing last week, vowing to speed up the work. UNITED NATIONS, Oct. 3 (Xinhua) -- The United Nations and China will co-organize a high-level meeting on climate change early next month, with a special focus on technology development and transfer, the world body announced Friday.     UN Undersecretary-General for Economic and Social Affairs Sha Zukang and China's Deputy Permanent Representative to the United Nations Liu Zhenmin briefed member states at the UN Headquarters on the Nov. 7-8 Beijing High-Level Conference on Climate Change: Technology Development and Technology.     "Technology transfer is of enormous importance in tackling climate change," Sha said. "Together with financing technology transfer, it is one of the means of achieving adaptation and mitigation action."     Effective international action on climate change will require progress on the question of technology transfer, which is addressed in the UN Framework Convention on Climate Change (UNFCCC)and also forms a core aspect of the Bali Action Plan, Sha noted.     "In this context, the conference will provide a forum for open, practical and pragmatic discussions on technology transfer and climate change," Sha said. "The conference will focus on practical options and solutions for overcoming barriers to technology development and transfer."     "We hope it will be an opportunity for member states and other stakeholders engage openly, away from the constraints of the negotiating setting," he said.     Sha said that the aim of the conference is to support the UNFCCC process, particularly the forthcoming UN Climate Change Conference in Poznan, Poland in December 2008.     Calling for "broad, high-level participation from member states," Sha said that the conference will be opened by Chinese Premier Wen Jiabao and that UNFCCC Executive Secretary Yvo de Boer and former British Prime Minister Tony Blair have confirmed their participation.     In his remarks, Liu said that over the years, the international efforts to develop and transfer clean technologies are lagged behind the needs, and the relevant mechanism and financial support are not yet put in place.     With many countries having divergent views on the issue, communication and dialogue will help countries deepen mutual understanding, find common ground and work together to promote technological development and transfer, Liu said.     "The purpose of the high-level conference is to provide a platform of dialogue for international cooperation in the relevant technological development and transfer," Liu said.     "We hope this conference will help countries form some consensus on development and transfer of technologies for addressing climate change so as to further promote the efforts to address climate change," Liu noted. 

BEIJING, June 16 (Xinhua) -- Prevention of secondary disasters, such as landslides and mud-rock flows, amid rain storms and frequent aftershocks following the May 12 earthquake was an "urgent task", said the quake relief headquarters of China's State Council on Monday.     "New geological disasters can happen at any time due to the long-lasting aftershocks and much stronger precipitation as the country's rivers enter the flooding season," the headquarters warned after a meeting presided by Premier Wen Jiabao.     The quake zone and the rain-lashed southern regions are the focuses of the prevention work, according to the meeting.     Work must be sped up to remove the dangers of quake-formed lakes, quake-damaged dams and hydropower plants as well as dikes of major rivers, the headquarters said.     The headquarters urged local governments and related departments to strengthen monitoring and alarms of rains, floods and aftershocks, and told quake-hit regions to base their recovery plans on geological hazard assessment.
