BEIJING, Oct. 18 (Xinhua) -- China should pay more attention to its grain security in rural reform, said Jia Qinglin, the country's top political advisor, here on Saturday.     It should be a top priority to maintain grain production when the country develops modern agriculture, said Jia, chairman of Chinese People's Political Consultative Conference (CPPCC) National Committee, when the third meeting of the CPPCC National Committee's Standing Committee concluded here.     "China should stick to the most strict system to protect farming land."     During the four-day meeting, senior political advisors reviewed the decision on rural development and reform made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee.     They exchanged views and presented valuable ideas on rural reform, said a statement issued after the meeting.     "We should realize new situations and problems China faces in rural economic and social development, as well as urgency and responsibility to push forward rural reform," Jia said.     The CPPCC would work on proposals on system building, agriculture and public service development in rural areas.     He also asked political advisors to watch and study the global financial turmoil's impact on the domestic economy and contribute their talent to the administration.

Bush exchanged congratulatory messages Thursday to mark the 30th anniversary of the establishment of diplomatic relations between their two countries. Our two peoples are increasing mutual understanding and friendship day by day. The strategic significance and global implications of China-U.S. relations have become all the more evident," Hu said.     "These facts have proven that the establishment and development of normal state-to-state relations between China and the United States serves the fundamental interests of our two peoples and go along with the trend of the times. They have not only delivered enormous benefits to our two peoples, but have also greatly contributed to peace, stability and development of Asia and the world at large," Hu said.     The world is now undergoing complex and profound changes, Hu said, adding under the new circumstances and in the face of new opportunities and challenges, China stands ready to work with the United States to build on past achievements, sum up and draw on experience in the development of China-U.S. relations, follow the principles of the three Sino-U.S. joint communiques, and remain committed to the development of a constructive and cooperative relationship.     China is willing to further strengthen dialogue and exchanges with the United States on the basis of mutual respect, equality, mutual benefit and win-win cooperation, enhance mutual trust and cooperation, and continuously expand the basis for cooperation and common interests between the two countries so as "to promote sound, stable and in-depth growth of our constructive and cooperative relationship", Hu said.     In his congratulatory message, President Bush said the decision by the two governments to open formal ties 30 years ago "transcended profound differences in our nations' histories, cultures, and political systems and bridged a seemingly impossible divide."     "The peoples of the United States and China have come to know each other well over the last 30 years. Together, we have built bridges between our two nations in every conceivable field – from commerce and trade to education, science, sports, and the arts," Bush said.     "Over the last eight years, the relationship between our two governments has become more constructive and cooperative, and we have made progress in addressing global challenges such as terrorism, pandemic disease, and the proliferation of nuclear weapons. ADDIS ABABA, Nov. 8 (Xinhua) -- At the invitation of Ethiopian Federal Council Speaker Degefi Bula, Chinese top legislator Wu Bangguo on Saturday afternoon arrived here to begin an official visit to Ethiopia on the third leg of his five-nation Africa tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid growth of the China-Ethiopia relations in the past 38 years since the two nations forged diplomatic relations, noting that the bilateral cooperation between the two nations have yielded remarkable achievements in fields such as economy and trade, culture, public health and tourism. BEIJING, Jan. 18 (Xinhua) -- The State Grid Corp. of China (SGCC), the country's biggest power supplier, said Sunday that its 2008 net profit fell almost 80 percent year on year due to natural disasters and higher power prices.     Net profit was 9.66 billion yuan (1.4 billion U.S. dollars), compared with 47.1 billion yuan in 2007.     Revenue rose 13.8 percent to 1.156 trillion yuan from a year earlier, the state-owned company noted.     The power distributor suffered more than 22 billion yuan (3.2 billion U.S. dollars) of direct economic loss in the worst winter weather in at least 50 years in southern China and the May 12 earthquake.     China raised the on-grid power price by 0.017 yuan per kwh in June and 0.02 yuan kwh in August to around 0.3 yuan per kwh on average to offset rising costs in power plants. But retail household power prices were capped amid concerns of a higher inflation.     The company said it planned to invest 83 billion yuan (12 billion U.S. dollars) in ultra-high voltage (UHV) power lines in 2009 and 2010 to make long-distance transmission more efficient.     China's power demand and installed power generating capacity would likely double to 7.4 trillion kwh and 1.47 billion kw respectively in 2020, it forecasted.

BEIJING, Oct. 23 (Xinhua) -- China's top legislature on Thursday started to review a draft law on food safety, which sets stricter food quality standards and demands greater government responsibility.     The draft, which was revised after the recent contaminated dairy products scandal, would ban all chemicals and materials other than authorized additives in food production.     Health authorities are responsible for assessing and approving food additives and setting their usage. "Only those proved to be safe and necessary in food production are allowed to be listed as food additives," the draft says.     Food producers must strictly stick to the food additives and their usage approved by authorities, according to the draft     In the tainted dairy products scandal, melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make protein levels appear higher. At least three infants died and more than 50,000 were sickened after drinking the contaminated milk.     The draft also prohibits food safety supervision authorities from issuing inspection exemptions to food producers.     China began exempting companies producing globally-competitive products from quality inspections in 2000 to help them avoid repeated examinations and reduce their burden.     The practice encountered severe criticism when it was discovered that many of the companies producing and selling melamine-tainted dairy products had national inspection exemption qualifications.     The draft was tabled to lawmakers at a bimonthly session of the Standing Committee of China's National People's Congress (NPC).

BEIJING, Jan. 8 (Xinhua) -- China has called on state enterprises and academic institutions to step up efforts to attract more leading Chinese scientists studying overseas, a move that would enable the country to stay globally competitive.     According to a guideline issued by the General Office of the Communist Party of China (CPC) Central Committee, high-quality Chinese talent in foreign countries, especially those at the frontier fields of science and technology, is needed for China to embrace global competition and forge ahead with its opening up.     Priority should be given to the recruitment of leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new discipline areas, said the guideline.     It urged key laboratories, state-owned commercial and financial institutions, high-tech zones, and higher institutions to create favorable conditions to attract more overseas Chinese experts to serve their motherland.     Efforts should be made to make sure they are well-treated, have good career prospects and enjoy convenient service, the guideline stated.     "(We should) further emancipate our mind, break away out-of-date rules and regulations, improve relevant policies, and fully understand, trust and use them." it said.     Chinese scientists who have studied abroad have long played a crucial role in developing the country's industry, education and national defense programs. Among them were Qian Xuesen, China's father of space technology, Li Siguang, founder of China's geomechanics and Deng Jiaxian, nuclear physics expert.     An official with the Organizational Department of the CPC Central Committee has said that a large portion of scientists from the country's two top academies studied abroad.     More than 80 percent of the academicians from the Chinese Academy of Sciences have studied abroad. The figure for the Chinese Academy of Engineering is 54 percent.
