MOSCOW, July 30 (Xinhua) -- Chinese merchants will be allowed to retrieve their goods in a closed Moscow market, the head of a Chinese coordination group said on Thursday.     A Chinese coordination group on Thursday discussed with Moscow's consumer department the clearing up of Chinese merchants' stalls in the Cherkizovsky market as well as the transferring of their goods.     The Russian side agreed to take further steps to safeguard the market's order and to work with the Chinese side to crack down on the illegal activities, said Cai Guiru, head of the temporary Chinese coordination group and chairperson of the Chinese Chamber of Commerce in Russia.     It is agreed that Chinese merchants will be allowed to clean up their stalls and ship out their merchandise during a specific period of time every day, Cai said.     The Russian side took "sincere and earnest" attitudes towards the handling of the market closure, in the hope that most of the Chinese merchants will be able to retrieve their goods safely, she said.     This meeting is helpful and the Russian side heard positive opinions from Chinese vendors, said Georgy Smoleyevcky, first deputy head of the Moscow Consumer Market and Services Department.     The Russian side will make conclusions accordingly and give instructions to relevant departments, he said, expressing the hope that complaints from Chinese traders will be less and less in future.     The official also dismissed the speculation that a Chinese shopping mall will be built in the place of the closed Cherkizovsky, Russia's biggest wholesale market.     The coordination group, formed under the auspices of the Chinese embassy in Russia in July, involves heads of China's provincial chambers of commerce.     Russian police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29, after the disclosure of various illegal and irregular operations in the market by the Russian Federal Supervision Service for Consumer Rights Protection and People Welfare.     A Chinese senior delegation, led by Vice Minister of Commerce Gao Hucheng, reached broad consensus with the Russian side on the closure issue.

BEIJING, Sept. 15 (Xinhua) -- China's move to launch anti-dumping and anti-subsidy probes into imports of U.S. chicken products and vehicles was "based on the facts," Ministry of Commerce Spokesman Yao Jian said Tuesday. When asked if China's investigation was a retaliatory move because of the dispute over tire tariffs imposed earlier by the United States, Yao said at a press conference the investigation was in accordance with the country's anti-dumping and anti-subsidy regulations, and based on facts.     China Sunday launched anti-dumping and anti-subsidy investigations into chicken products and an anti-subsidy investigation into automobiles produced in the United States.     Yao said the probe followed Chinese manufacturers' and industrial associations' demands for an investigation into U.S. companies' dumping activities and government subsidies.     The ministry has received the requests and started evaluations, Yao said.     Ma Chuang, vice secretary general of China Animal Agriculture Association, said 17 member companies, along with other domestic companies, handed over the requests to the ministry.     The United States is the largest chicken products exporter to China. In the next three years, car and light truck tires imported from China will suffer decreasingly punitive tariffs of 35 percent, 30 percent and 25 percent.     On Monday, China asked for talks with the U.S. on the tire tariff issue in accordance with the World Trade Organization (WTO) dispute settlement process.     Yao said the U.S. decision to impose special tariffs on tire imports from China had brought a negative impact to the two countries' trade relationship.     China wanted to have talks and negotiations with the U.S. side on the friction and to practically promote the development of bilateral and multilateral trade relationships, said Yao.     He reiterated that China firmly opposed trade protectionism and discouraged the use of trade remedies measures.

During an address at the U.N. Security Council on Thursday unanimously adopted a resolution to stop the proliferation of nuclear weapons in a bid to seek a safer world for all, and to create conditions for a world without nuclear weapons    First, to maintain global strategic balance and stability and vigorously advance nuclear disarmament:     All nuclear-weapon states should fulfill in good faith obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and publicly undertake to not seek permanent possession of nuclear weapons.     "Countries with the largest nuclear arsenals should continue to take the lead in making drastic and substantive reductions in their nuclear weapons," he said.     To attain the ultimate goal of complete and thorough nuclear disarmament, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons, he said.     Second, to abandon the nuclear deterrence policy based on first use and take credible steps to reduce the threat of nuclear weapons:     "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard," Hu said.     In the meantime, nuclear states should negotiate and conclude a treaty on no-first-use of atomic weapons against one another.     Third, to consolidate the international nuclear non-proliferation regime and prevent the proliferation of nuclear arms.     "All countries should join the NPT and real efforts should be made to uphold and enhance its authority and effectiveness. The function of the International Atomic Energy Agency (IAEA) in safeguards should be strengthened," Hu said.     All countries should strictly comply with non-proliferation obligations, refrain from double standards, and tighten and improve export controls to prevent proliferation.     Fourth, to fully respect the right of all countries to the peaceful use of nuclear energy and carry out active international cooperation:     "Developed countries should actively assist developing countries in developing and using nuclear energy for peaceful purposes. Promote development, eradicate poverty, and remove the root causes of conflict and instability.     -- Fully respect and accommodate the legitimate and reasonable security concerns of all countries, refrain from pursuing one's own security at the expense of others, and ensure security for all through win-win cooperation.     -- Build state-to-state relations of mutual understanding and mutual trust, resolve differences and dispel misgivings, and conduct dialogues and cooperation on an equal footing.     -- Adhere to multilateralism. Consolidate the collective security system with the United Nations at its core and make the system more just and reasonable so that it can play a robust role in international security cooperation.     Hu was in New York for a series of U.N. meetings. He was scheduled to attend a financial summit of the Group of 20 in Pittsburgh on Thursday and Friday.
