BEIJING, May 1 (Xinhua) -- New rules to punish "statistical fouls" took effect Friday in China.     The rules, the country's first of their kind, were jointly published by the Ministry of Supervision, Ministry of Human Resources and Social Security and the National Bureau of Statistics (NBS).     The rules impose penalties for publication of fraudulent statistics or unauthorized dissemination of statistical data.     Penalties including dismissal, demotion or unspecified "criminal punishment" face those who unlawfully alter statistics or ask others to do so and those who take revenge on people who refuse to fabricate data or blow the whistle on illegal acts.     People who leak data concerning state secrets, personal information or business secrets, or who delay the reporting of statistics, would face similar penalties.     The new rules require government offices to carefully maintain and deliver files of criminal cases and quickly release investigation results.     Analysts said statistics are not just key data for the government, they are also vital in making decisions about social and economic affairs.     Statistics "concern public credibility of both statistical authorities and the government," said Fan Jianping, chief economist with the State Information Center.     As the world's fastest expanding economy, China has faced questions about the accuracy of its national economic data. The most recent figure drawing global attention was the decade-low, 6.1 percent year-on-year economic growth rate in the first quarter, which was released April 16.     Since the country's opening-up, the quality of statistics has improved. An article on the Wall Street Journal China's website said China's economic statistics were actually very impressive, "with relatively timely, accurate, and comprehensive data published on a range of key indicators".     But it also pointed out that there is a political economy of numbers with an incentive at both the local and national levels to massage the statistics. Many China watchers have noted the incentives for local officials to over-report growth to please their political masters.     Officials who participated in drafting the new rules admitted that incorrect or falsified statistics have been released at times.     Statistical corruption has been found in China for years to exaggerate local economic growth, which is often related to officials' promotion.     In April, southeastern Fujian Province said that it handled 754cases concerning forged statistics last year and imposed fines up to about 1.38 million yuan (203,000 U.S. dollars).     "As the country strives to cushion the impact of the global slowdown and maintain steady economic growth, they should use the rules as a deterrent to statistical fouls," said Wang Tongsan, an economist with the Chinese Academy of Social Sciences, a government think tank.     Wang also suggested the government should reform the evaluation system for officials and increase training for statistical staff.     China's top statistics official, Ma Jiantang, has vowed to improve the quality and credibility of government statistics after foreign media voiced concerns about the authenticity of Chinese economic data.     "To keep (official statistics) true and credible is not only our duty, it also relates to our need to accept public supervision," Ma said in a statement on the NBS website.

MOSCOW, July 4 (Xinhua) -- Chinese Vice Foreign Minister Wu Dawei and Russian Deputy Foreign Minister Alexei Borodavkin discussed here on Saturday the nuclear issue on the Korean Peninsula and the situation in Northeast Asia.     On the basis of mutual trust, the two sides exchanged in-depth views and reached consensus.     Both ministers agreed that the situation in Northeast Asia had become of major concern as escalating tensions there could trigger a new arms race, threatening regional security.     They said all parties concerned should remain calm and refrain from taking any actions that might further aggravate the situation. BEIJING, July 16 (Xinhua) -- The international community has continued to condemn the July 5 riots in Urumqi, the capital of China's northwestern Xinjiang Uygur Autonomous Region, which has left 192 people dead.     Religious leaders and some experts also voiced support for the joint efforts by the Chinese government and various ethnic groups to safeguard ethnic unity and social stability.     Regional leaders of two major Islamic organizations -- Nahdatul Ulama and Muhammadiyah -- in the Indonesian city of Surabaya said Islam advocates peace and opposes violence.     Muslims love peace, pursue peace and take real actions to maintain peace and oppose any violent and terrorist actions, they said Tuesday while meeting Wang Huagen, Chinese general consulate in Surabaya, Indonesia's second largest city.     The two Islamic leaders also expressed the hope that social order in Urumqi could be restored soon.     Pierre Picard, a human geologist and China expert at the University of Paris, said he was shocked by the July 5 incident which was a violent crime orchestrated by foreign terrorists and separatist forces.     China has the right to take actions to maintain national stability and restore social order and the measures it has taken were appropriate, he told Xinhua.     No country in the world can tolerate attacks by terrorist forces, he added.     The Al-Riyadh newspaper, one of the leading newspapers in Saudi Arabia, said in a report on Tuesday that the July 5 incident in Xinjiang was a crime of violence that was premeditated and organized.     The unrest was not an ethnic issue nor a religious one, but a case against public order incited by a few separatists and mobs, it stressed.     Bahrain's Al-Ayam newspaper shared the view. ANSHAN, Liaoning, June 16 (Xinhua) -- An official with the Ministry of Industry and Information Technology (MIIT) said Tuesday that the proposed alliance of Rio Tinto and BHP Billiton had a "strong monopolistic color" and Chinese firms would watch it closely and find ways to cope with it.     Last year, China imported 440 million tonnes of iron ore, half of the world's total, so any slight market changes would affect Chinese steel makers. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. BEIJING, May 8 (Xinhua) -- China's top economic planner Friday announced details of the country's new oil pricing mechanism, for the first time after the new pricing system kicked in at the beginning of this year.     In a statement on its website, the National Development and Reform Commission (NDRC) said China would adjust domestic fuel prices when global crude prices reported a daily fluctuation band of more than 4 percent for 22 working days in a row.     The commission said refiners would enjoy "normal" profit when global crude prices are below 80 U.S. dollars per barrel, but would face narrower profit margins when the crude prices rise above 80 U.S. dollars per barrel.     However, fuel prices would not go further up, or only be raised by a small margin, when crude prices rise above 130 U.S. dollars per barrel, and fiscal and tax tools would be used to ensure supplies, the NDRC said.     Light, sweet crude for June delivery rose 37 cents a barrel to settle at 56.71 U.S. dollars on the New York Mercantile Exchange Thursday after reaching a six-month high of 58.57 dollars.     Crude prices staged strong rally on news of upbeat economic data in the United States, rising more than 10 percent in two weeks.     The NDRC statement also came a day after it denied an online report claiming imminent price hike.     C1 Energy, an energy information website, Thursday reported that the Chinese government would raise fuel prices as of midnight Thursday, but said later the price adjustment had been canceled, with reasons unknown.     Xu Kunlin, deputy head of NDRC's pricing department, said the new oil pricing mechanism is not to be followed "word by word" without any flexibility, when asked whether the commission would soon adjust fuel prices at a press conference held in Beijing.     "There has been pressure to raise domestic fuel prices as crude prices continued to rise," Xu said, "however, the final decision will depend on developments in crude prices in coming days."     Friday's statement did not say how the global crude prices would be measured.     Xu declined to reveal details on the basket of crude prices for evaluating international price changes, and said such details would remain a secret in a bid to prevent speculation.     The NDRC said in the statement that the government would continue to control fuel prices at the current stage, because of insufficient market competition and imperfect market mechanisms.     However, fuel prices would eventually be determined by market forces only in the long run under the new pricing mechanism, which is aimed to bring in more market forces, said the NDRC.     China's fuel prices, with taxes included, are at a relatively lower level among major oil importers, said the NDRC.     Domestic fuel prices are lower than in Japan, the Republic of Korea, India, Mongolia, and many European countries, but higher than in oil exporters in the Middle East and than some cities in the United States, according to surveys by the NDRC.     China's retail fuel prices vary in different regions. Currently, gasoline 93, the most commonly used type of gas, sells for 5.56 yuan (81.8 U.S. cents) per liter in Beijing.
