BEIJING, Sept. 20 (Xinhua) -- China's major state-owned enterprises (SOEs) under the supervision of the central government reported a 30-percent fall in net profit last year, the country's state assets supervisor said over the weekend.     A total of 141 SOEs under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council reported a net profit of 696.18 billion yuan (101.96 billion U.S. dollars) last year, down 30.8 percent from a year ago, the commission said in an online statement.     Yet, total assets of the 141 SOEs rose for the fifth consecutive year since 2004. Assets of the 141 state firms were worth 5.56 trillion yuan at the end of 2008, up 8.6 percent from the previous year.     Net profit of centrally administered SOEs had been rising for four years in a row from 2004 to 2007, but it fell last year as the global financial crisis struck.     The commission said 83 out of the total 141 were able to report a year-on-year growth in net profit last year.     These 141 SOEs also turned in taxes worth 1.04 trillion yuan last year, up 18.6 percent from a year ago.     The total assets of centrally administered SOEs were augmented by 2.6 trillion yuan in the past five years, or at an annualized average of 13.7 percent from 2004 to 2008.

BEIJING, Aug. 14 (Xinhua) -- China honored Friday 49 outstanding civil servants and 31 groups from across the country that the government said had "satisfied people."     "'To satisfy people' are such simple words, but it's far from that simple to actually put it into practice. BEIJING, Oct. 1 (Xinhua) -- China is to hold a National Day military and mass parade as well as an evening gala on Tian'anmen Square Thursday to mark the 60th anniversary of the founding of the People's Republic of China (PRC).     Following will be highlights of the once-in-a-decade grand celebrations:     -- Chinese leaders, including President Hu Jintao, will be on Tian'anmen Rostrum to observe the parade.     -- President Hu is to review line-ups of the tri-service People's Liberation Army (PLA), standing in an open-top home-made Red Flag limousine.     -- National flag raising ceremony will be held on Tian'anmen Square.     -- Military parade is expected to involve more than 8,000 people, and a total of 52 types of new weapon systems, including the PLA's missiles, airborne early warning and control aircraft, unmanned aerial vehicles and other sophisticated military hardware, will be shown.     -- Military paraders will march goose-step through the square in new-style uniforms initiated in 2007.     -- Women militia soldiers in purple skirts will march goose-step through Tian'anmen Square, holding submachine guns. The formation will be led by two models who used to be good at cat walking.     -- Snow Leopard armed police unit, which took charge of security of the 2008 Beijing Olympics, will be shown at the National Day parade.     -- Sixteen female fighter pilots, the country's first batch, are expected to make a debut in a fly-past at the parade.     -- Civilian formations will march through Tian'anmen Square, showcasing panoramic achievements China has made over the past sixdecades. The mass parade will feature dozens of floats themed with, for instance, the Beijing Olympics and the devastating Wenchuan earthquake in southwestern Sichuan last year.     -- Improved relations between the mainland and Taiwan will be showcased at the parade.     -- China's agriculture scientist, Yuan Longping, will wave his iconic invention of "super hybrid rice" atop of an agriculture-themed float, escorted by farmers.     -- China's first astronaut Yang Liwei and first space walker Zhai Zhigang will show up on a float along with four other colleagues that have entered the space aboard Shenzhou series of spaceships since 2003.     -- Hurdler Liu Xiang and diving diva Guo Jingjing will stand ona float to show the achievements in sports. Chinese athletes reaped 51 gold medals in the Beijing Olympics, ranking the first in the gold medal list.     -- About 60,000 people will dance to the song "I Love China" at the grandiose National Day evening gala, showcasing the country's ethnic harmony and development.     -- Fireworks, designed by renowned Chinese artist Cai Guoqiang who masterminded the firework display at the opening ceremony of the Beijing Olympic Games, will dazzle the night of the National Day.     -- About 4,000 performers will form a "light cubic" formation in the center of Tian'anmen Square at the gala. They will hold bouquets and electric devices to form different light patterns to the tunes of music.

HONG KONG, Sept. 8 (Xinhua) -- The Commercial Aircraft Corporation of China displayed a scale model of its jetliner C919,the country's first home-grown large commercial airliner, for the first time at the Asian Aerospace '09 on Tuesday. With a scale of one to ten, the model was so far "the most precise one put up for public display," said Guo Bozhi, president of the Shanghai Aircraft Design and Research Institute, a unit of the Commercial Aircraft Corporation of China, or COMAC.     The mockup was displayed at a prominent position at the Asian Aerospace, Asia's leading air show, side by side with industry giants like Boeing and Airbus. Together with some ten other Chinese mainland-based manufacturers, suppliers and service providers at the show, it attracted attention of media from around the world. It has a registered capital of 19 billion yuan (2.78 billion U.S. dollars), with the State-owned Assets Supervision and Administration Commission as the biggest shareholder.     The company has said the maiden flight of C919 was planned for late 2014, with delivery expected by 2016. It was intended as a single-aisle airliner to target the short and medium haul markets in eight to ten years from now, Wang said.     If successful, COMAC plans to produce 50 C919 aircraft each year at the early stage and annual production could reach 100 or even more at a later stage, depending on how it is received by the market, Guo said. BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC)Central Committee Saturday congratulated the Kuomintang (KMT) plenary congress, expecting deepening trust, more exchanges and common understanding across the Taiwan Strait.     The KMT held its 18th plenary congress Saturday morning, at which Taiwan leader Ma Ying-jeou officially assumed the position of KMT chairman.     In a statement to the KMT Central Committee and Ma Ying-jeou, the CPC Central Committee expected the two parties to stick to the"common wish for peaceful cross-Strait development".     With the 1992 Consensus and opposing "Taiwan independence" as the political foundation, the two parties should deepen mutual trust, increase exchanges and expand common understanding, the statement said.     In response to the CPC statement, the KMT Central Committee said in a reply that the two parties have reached a common understanding to promote cross-Strait peaceful development.     The KMT expected to work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides, the statement said.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan for maintaining the position of KMT honorary chairman and Wu Poh-hsiung for taking the position of KMT honorary chairman respectively.     The "common wish for peaceful cross-Strait development," reached by the two parties during Lien's 2005 visit to the mainland, has set a clear direction and laid the foundation for cross-Strait relations, Hu said in a statement to Lien.     "We sincerely expect Mr. Lien to continue working for the peaceful development across the Strait," he said.     In response to Hu's congratulation, Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, the peace and stability across the Strait has been greatly enhanced and people's welfare improved.     "We should work even harder to strengthen the five-point common wishes," Lien said.     As the KMT chairman in the past two years, Wu had made great contribution to improving cross-Strait relations, Hu said in a statement to Wu.     Last year and this May, Wu visited the mainland twice for the KMT-CPC talks, which laid solid foundations for favorable exchanges between the two sides, he said. HONG KONG, Sept. 28 (Xinhua) -- The launch of Renminbi sovereign bonds in Hong Kong on Monday shows China's efforts to boost the international use of the yuan step by step, officials and analysts said.     The bond issue, worth only 6 billion yuan (878.5 million U.S. dollars), marked a key milestone in the internationalization of the RMB.     Hong Kong was chosen for, and will benefit from, the milestone bond sale thanks to its unique position as the international financial center providing desired cushion against the potential risks when the program was launched, analysts said.          BOOSTING INTERNATIONAL USE OF RMB     The bond issue in Hong Kong came earlier than expected, said Hu Yifan, an economist with CITIC Securities.     "The need for the RMB to go international and convertible has been growing along with the increasing importance and openness of the Chinese mainland economy and the risks arising from over- reliance on the United States dollar as the reserve currency," said Tse Kwok-leung, head of economic research of Bank of China ( Hong Kong) Limited.     China has been launching pilot RMB programs over the years, but the pace has obviously quickened since the onset of the global financial crisis. Pilot RMB programs launched in Hong Kong over the past 12 months also included yuan-denominated cross-border trade settlement and trade financing, yuan bonds issued by policy banks, commercial lenders and the branches of foreign banks, and currency swaps.     The sovereign bond issue would help "boost the international use of the RMB in a steady and orderly manner," the Chinese Ministry of Finance quoted Acting Chief Executive of the Hong Kong Special Administrative Region (HKSAR) Henry Tang as saying.     The sovereign bond sale in Hong Kong serves the purpose of water testing to "see how it is received by international investors." Hong Kong has a unique strength in that it provides the desired cushion against potential risks when the pilot programs were launched, given that the mainland capital market was yet to open up, Tse said.          BOOSTING NASCENT BOND MARKET IN HONG KONG     The bond issue ahead of the Chinese National Day showed the central government's support for Hong Kong, Vice Minister of Finance Li Yong said.     It will help Hong Kong build on its strength as an international financial center by boosting the nascent bond market in Hong Kong, Tse Kwok-leung said.     "It calls for a banking system, a stock market and a bond market, all developed, to make a developed international financial center," Tse explained.     Hong Kong has been aspiring to be the leading international financial center in the Asian time zone.     Government statistics showed that the total assets of Hong Kong's banking system and the size of its stock market were both about six times its gross domestic product, compared with a bond market equivalent to 43 percent of its gross domestic product.     Bonds issued in Hong Kong in 2008 totaled 424.4 billion HK dollars (54.4 billion U.S. dollars), with 67 percent issued by the Hong Kong Foreign Exchange Fund, which was established to defend the Hong Kong dollar peg to the U.S. dollar.     The other 33 percent were accounted for by development banks from outside Hong Kong and corporate bonds issued by local players. There were no sovereign bonds.     Tse said the bond issue will also help improve the liquidity of, and diversify, the local bond market. It will also improve the operation of the RMB bond market in Hong Kong by helping find the benchmark interest rate in the local market.     Tse said the demand for sovereign bonds issued by an economy as strong as the Chinese mainland was huge, given the impact of the global financial crisis on the corporate bond market.     Vice Minister of Finance Li Yong also said he believed the bonds will be well received.     "I believe the RMB sovereign bonds will prove popular with investors looking for safe and prudent investments. I definitely think it will be successful," Li said.

BEIJING, Sep. 14 -- Just two days after the decision by the United States to levy heavy import tariffs on Chinese tires, the government here has reacted by launching an anti-dumping and anti-subsidies investigation into automotive and chicken exports from the US.     The Ministry of Commerce (MOFCOM) Sunday did not label it as retaliation against the tire dispute, but said it acted simply in a response to domestic concerns.     The probe, which is in line with World Trade Organization (WTO) rules, follows complaints from Chinese manufacturers that US-made products entered the nation's markets with "unfair competition" and harmed domestic industries, said the ministry in a statement.     MOFCOM added it is still opposed to trade protectionism and committed to working towards global economic recovery.     US President Barack Obama's signed a document "to apply an increased duty to all imports of passenger vehicle and light truck tires from China for a period of three years" on Friday, according to the White House.         In addition to the existing duties of 4 percent, tariffs will rise a further 35 percent in the first year, 30 percent in the second and 25 percent in the third. The levy will take effect before Sept 26.     The move was met with anger in China.     Minister of Commerce Chen Deming branded the decision a violation of WTO rules, a grave act of trade protectionism and a breach of the commitment the US made at the Group of 20 (G20) financial summit in London in April.     "This is an abuse of special safeguard provisions and sends the wrong signal to the world," he said in a statement on the MOFCOM website. He assured China would do everything in its power to protect the legitimate rights of the tire producers but did not elaborate.     However, in an earlier statement, ministry spokesman Yao Jian said the country would "reserve all legitimate rights, including referring the case to the WTO".     Washington played down the dispute on Saturday, claiming it is simply "enforcing the rules" and did not expect the move to escalate into a trade war.     However, the US could also levy heavier tariffs on other imports from China, such as steel, aluminum and chemical products, according to an industry insider who asked to remain anonymous.     The US Commerce Department on Thursday said it had made a preliminary decision to impose duties ranging from 11 to 31 percent on imports of Chinese steel pipes used for oil and gas wells.     The ruling supports the proposal made by the nation's steel producers led by US Steel Corp, which claimed Chinese imports were granted unfair subsidies.     MOFCOM, however, said the ruling is not in line with the subsidy and anti-subsidy agreements under the WTO framework.    Chinese officials and their US counterparts have been unable to reach an agreement after five months of talks. However, the new tariff is lower than the 55 percent proposed by the US International Trade Commission (ITC) based on a petition led by the United Steelworkers union (USW) that said tire imports had tripled since 2004, causing plant closures and job losses.    MOFCOM spokesman Yao said the move would push the cost onto the consumers, cause US wholesalers and retailers to scramble to find other suppliers, and fail to create new jobs in the US.    "Chinese tire producers pose no direct competition to those in the US," he said before adding that China's tire exports to the US had not witnessed a remarkable increase as claimed by the USW.    Last year, the country's tire exports to the US grew by just 2.2 percent compared to 2007 and, in the first half of this year, fell 16 percent compared to 2008, explained Yao.     "Four US companies have tire production operations in China and account for two-thirds of exports to the US. The tariffs will have a direct impact on them," he said.     Cooper Tire and Rubber Co, a US-based tire maker, warned that higher tariff could disrupt markets.     The company said in a statement it believes in free and fair trade, and that the ITC's proposed remedy "is not appropriate or acceptable and could have significant negative impacts causing considerable market disruption".     The industry insider told China Daily the closure of many US tire factories "is, to some extent, a result of the strategic adjustment of the tire industry", with many tire firms moving production of low-end tires off-shore to make use of cheap labor.     "President Obama's decision is not in the interest of companies seeking higher profit margins," the insider said.     Analysts claim the actions of the Obama administration are at odds with its public statements about how protectionism could deepen the ongoing crisis.     The US and China, the world's two major economic engines, vowed to cooperate in the fight against the world recession but this dispute has caused friction before its top officials meet at a G20 summit in Pittsburgh on Sept 24-25. Obama is also expected to visit China in November.     The tariff change has also sparked debate in the US.     USW's International President Leo Gerard hailed the tariff hike by saying it "sent the message that we expect others to live by the rules, just as we do".     However, Marguerite Trossevin, legal counsel to the American Coalition for Free Trade in Tires, a pro-business group, said: "We are certainly disheartened the president bowed to the USW and disregarded the interests of thousands of other US workers and consumers."

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. The new base will also develop software and sell 3C digital products as wells.
