BEIJING, Nov. 7 (Xinhua) -- The pursuit of harmony is a basic value and the fundamental spirit of Chinese culture, State Councilor Liu Yandong told representatives of the 2008 Beijing Forum on Friday.     More than 300 scholars from more than 40 countries participated in the forum, with the theme "The Harmony of Civilization and Prosperity for All-The Universal Value and the Development Trend of Civilization."     Liu congratulated the forum, saying its theme was highly significant.     She said the concept of harmony had become a key criterion in many types of relations: among peoples, between individuals and society, among nationalities and states, among cultures and between humans and nature.     "It is especially important for academic and educational institutions to promote multinational cultural communication under globalization," said Liu.     Co-sponsored by Peking University, the Beijing Municipal Commission of Education and the Korea Foundation for Advanced Studies, the Beijing Forum 2008 -- the fifth such annual meeting -- convened on Nov. 7. The forum will focus on the environment, the Olympic spirit and the global financial crisis.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. It is considered an important guiding principle for China's economic and social development.    In the past, villagers were not allowed to lease their rights and as a result, their land was left unattended when they went to cities as transient workers.     "I believe that with the good policies of the Party and the hard efforts by the villagers, you will lead a better life in the future," said Hu, who is also the general secretary of the CPC and chairman of the Central Military Commission.     This is his second visit to Hougoumen Village. On the eve of the traditional Chinese Lunar New Year in 2006, Hu spent the festival night with villagers, having meals and joining in festive activities including a traditional dance.     Ansai, a county subordinate to Yan'an City, is Hu's site for the on-the-spot study of the ideological drive. Yan'an served as the capital for the CPC-led revolutionary base during the 1930s-40s, before the Party took over the power in 1949.     During his stay in Hougoumen this Oct., Hu learned about new progress made by the leadership of the village's Party branch. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. The officials told him that local villagers mainly cared lawsuits, land confiscation, reclamation of cultivated land to forests and contracting rights for farmland.     In meeting with the leader, local officials and villagers informed Hu of current reform of the managerial rights in the tree-planting sector. Now with the new policy, local people are working diligently to manage the forest while protecting the environment and ecology.     Hu urged local people to plant more trees in Ansai as it is located on the Loess Plateau, which is vulnerable to ecological damage.     At the end of his study trip, the top leader hosted a gathering to hear reports by some local officials who pledged to promote economic development by relying on science and technological progress.     In a key-note speech, Hu called for deepening awareness of the ideological drive, correctly understanding the general demands of the Party Central Committee and further promoting the implementation of the Scientific Concept of Development.

BEIJING, Oct. 25 (Xinhua) -- The two-day 7th Asia-Europe Meeting (ASEM) was concluded here Saturday with participants reaching consensus on global financial crisis and other issues.     The meeting, attended by leaders and representatives from 45 Asian and European nations and organizations, realized its expected goal and was a great success, Chinese Premier Wen Jiabao said in a closing speech.     As one of the most fruitful achievements, a statement of the 7th ASEM on the international financial situation was adopted at the meeting. The two-day 7th Asia-Europe Meeting (ASEM) was concluded at the Great Hall of the People in Beijing on Oct. 25, 2008.    "Leaders believed that authorities of all countries should demonstrate vision and resolution and take firm, decisive and effective measures in a responsible and timely manner to rise to the challenge of the financial crisis," said the statement.     The international community should continue to strengthen coordination and cooperation and take effective and available economic and financial measures in a comprehensive way to restore market confidence, stabilize global financial markets and promote global economic growth, it said.     According to the document, leaders supported the convening of an international summit on Nov. 15 in the United States to address the current crisis and principles of reform of the international financial system.     The summit also adopted a declaration on sustainable development.     "The adoption of various cooperation proposals shows and proves again the interior impetus for strengthening dialogue at the ASEM and great potential for extending cooperation," Wen said.     Amid the global financial turmoil, the ASEM has been widely regarded as an opportunity for Asian and European leaders to find a solution.     French President Nicholas Sarkozy called the meeting very "helpful" for Asia and Europe to tackle the global financial crisis and build up common cause.     "We had discussed nearly all of the topics concerned by the two continents including the most difficult issues," he said at a press conference at the end of the meeting.     Premier Wen told the press conference the need of confidence, cooperation and responsibility to find a solution to the global financial meltdown.     "We are glad to see that many countries have made their efforts and achieved some results. But it is not enough as we now see it, and more endeavors are needed," said Wen.     All countries, especially developed ones, should take measures as soon as possible to stabilize the financial market and build public confidence, he said.     Financial innovation could help develop the economy, but financial supervision is even more important for the security of the financial system, he added.     The premier also declared that China would actively attend the Nov.15 financial summit.

SANYA, Hainan Province, Dec. 25 (Xinhua) -- The Chinese Navy's three-ship fleet awaiting sail to waters off Somalia has finished its preparations for the overseas deployment, the fleet commander said Thursday.     The commander, Rear-Admiral Du Jingcheng told Xinhua aboard the Navy's DDG-171 Haikou destroyer that all crew members of the fleet had full confidence in their ability to fulfill the escorting mission.     The Haikou together with another destroyer, DDG-169 Wuhan, and supply ship Weishanhu from the South Sea Fleet will set sail from a port in China's southmost city of Sanya on Hainan island Friday. The fleet will join in the multi-national patrolling of the Gulf of Aden and waters off the coast of Somalia. The fleet's helicopters will be responsible for the fleet's own safety, material delivery as well as rescue tasks," the commander said.     "The fleet will protect and escort Chinese ships carrying strategic cargos, such as crude oil," he added.     The commander, who serves as chief of staff of the Navy's SouthSea Fleet, said that the upcoming mission may take a long time and may involve unforeseeable challenges. They are among the Chinese Navy's most sophisticated war vessels and both are designed and manufactured by China.     The Weishanhu supply ship started service in 2004, and has participated in the Navy's goodwill visits to south Asia and Europe.     "All the ships' equipment has been is in excellent form after various exercises and training," Real-Admiral Du said.     Captain Long Juan of the Wuhan destroyer said the high temperature, humidity and salinity in the Gulf of Aden and waters off the coast of Somalia could bring challenges to the equipment and crew members.     "To secure the ships' reliability, communication, navigating and power equipment has been provided with backup systems," the captain said.     ADEQUATE SUPPLY FOR MONTHS     Seamen of the fleet have been seen transporting pure water, beverages and food from the land base to the warships. All material storage was finished by Thursday evening.     Captain Xi Feijun of the Weishanhu told Xinhua that his ship had stored fuel, water and food to last several months for the fleet.     The ships' mess will provide self-service meals during the entire mission. It will offer dairy products, eggs, vegetables, fruit and other high caloric content food, Captain Long Juan told the Xinhua reporter aboard.     The Xinhua reporter also saw libraries, computer rooms and gymnasiums on the ships which have been prepared for the crew members in their leisure time.     The fleet will be the first overseas deployment for Chinese maritime forces since the 15th century. Previously, the People's Liberation Army Navy focused on coastline defense and limited operations abroad to goodwill visits and drills with other navies.     China's Foreign Ministry officially announced the deployment on Saturday, saying that China will observe UN resolutions and international laws in fulfilling its obligations.     Foreign Ministry spokesman Liu Jianchao said 1,265 Chinese commercial vessels had passed through the gulf so far this year and seven of them were attacked. BEIJING, Jan. 26 (Xinhua) -- China is to promote the use of energy-efficient and new-energy vehicles in public sector in 13 cities, the Ministry of Finance (MOF) said here Monday.     According to a joint statement by the MOF and the Ministry of Science and Technology, the central government will offer one-off subsidy for the purchase of mixed-power, electric and fuel-cell vehicles.     The statement said the subsidy will be decided by the gap between the prices of energy-efficient vehicles and automobiles powered by traditional fuel.     The program will be put into trial in public transport, taxi industry, postal and urban sanitary services in 13 cities including Beijing and Shanghai.     The program is aimed at facilitating the technology upgrading and structural optimization of the automobile industry, said the statement.     Local governments should also allocate funds for the building and maintenance of related facilities, said the statement.

They also thanked China for providing support and help for Costa Rica in its economic and social development.     The Chinese president, who is on a five-nation tour, flew in on Sunday from Washington, where he attended a Group of 20 summit on the current international financial crisis.     This is the fist state visit by a Chinese head of state to Costa Rica and Central America.     He will also visit Cuba, Peru and Greece, and attend the Economic Leaders' Informal Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in the Peruvian capital of Lima.
