BEIJING, July 13 (Xinhua) -- Chinese Vice President Xi Jinping on Monday urged Communist Party members and government officials to put more efforts in finding and correcting problems that may hinder scientific development and taint the image of the Party.     Xi, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a meeting on the implementation of the Scientific Outlook on Development.     In September 2008, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, a doctrine adopted by the Party at the 17th CPC National Congress in October 2007.     A total of 11 inspection teams were organized recently to check the results of the campaign in 16 provinces and autonomous regions as well as six central government departments including the Ministry of Environmental Protection, Ministry of Culture and Ministry of Agriculture.     Xi said the campaign had achieved obvious effects as many Party members had deeper understanding of the Scientific Outlook on Development.     However, Xi stressed Party members and officials still needed to do much more work to fully realize the problems in their work and learn to solve them.     "Coping with the financial crisis, ensuring steady and rapid economic development and the stability of society should be an important part of the campaign," he said.

BEIJING, June 1 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Monday called on local governments and government agencies to improve production safety and crack down on illegal practices.     The number of accidents and casualties had fallen this year, Zhang said in a teleconference aimed to improve production safety.     However, some industries still had potential dangers, he said.     Zhang urged authorities to enhance work safety supervision and remove hidden dangers at work places to avoid accidents.     Any illegalities, especially in major industries such as coal mining, construction, and fireworks production, must be eliminated.

WASHINGTON, April 27 (Xinhua) -- Chinese Commerce Minister Chen Deming has called for stronger economic ties between China and the United States.     "Economic links have always been an important basis for the China-U.S. relationship, and the growth in trade between the two countries has been robust since the establishment of normal diplomatic relations," Chen wrote in an article published in The Wall Street Journal on Monday.     Currently, China and the U.S. are each other's second-largest trading partner with the volume of the two-way trade in goods exceeding 300 billion U.S. dollars.     But the commercial ties between the two nations have been affected by the global financial crisis.     Chinese statistics show bilateral trade dropped 6.8 percent, and U.S. investment in China slumped 19.4 percent, on a year-on-year basis in the fourth quarter of last year and the first quarter of this year, Chen wrote.     He was scheduled to meet with his U.S. counterpart on Monday to discuss bilateral trade and investment measures.     "History tells us that the more serious a crisis becomes, the more committed we must be to openness and cooperation," Chen wrote. "Regrettably, however, trade measures by the U.S. against China are on the rise."     Recently, American industries have petitioned the U.S. government for antidumping investigations, and for investigations under the World Trade Organization's "special safeguard provision," which could restrict imports of Chinese products, he said.     "This will seriously test China-U.S. economic and trade relations," he added.     The Chinese commerce minister noted that the need to foster positive Sino-U.S. ties has never been greater.     He also called on both sides to step up cooperation in trade and investment issues, and explore and establish new possibilities for cooperation in such areas as agriculture, new and high technology, finance, energy and the environment.     "Dialogue and communication also need to be intensified concerning multilateral and regional trade and economic affairs," he said.     To that end, Chen put forth four proposals:     -- To seize the opportunity for cooperation, and work together to tackle the crisis;     -- To mutually open markets to expand trade and investment;     -- To strengthen bilateral dialogue and resolve differences properly;     -- To safeguard the environment for trade and advance the Doha Round.     Chen also said now it's no time for protectionism.     The U.S. and China, as the largest and the third-largest trading countries in the world respectively, should take the lead in following up the consensus reached at the G20 Summit in London and refrain from formulating any new trade protection policies before the end of 2010, he wrote.     "A positive, cooperative and comprehensive Sino-American relationship will surely bring new prosperity and development to both economies," he added.     In his article, he also expressed hope and confidence that bilateral trade would rise to a new high and exceed 500 billion U.S. dollars in the next five years, growing in a more balanced way.

WASHINGTON, June 10 (Xinhua) -- China's National People's Congress (NPC) and the U.S. House of Representatives have wrapped up their 10th meeting under a parliamentary exchange mechanism in Washington after having an in-depth exchange of views on bilateral ties, inter-parliamentary exchanges, global financial crisis, climate change and international and regional issues of mutual concern.     The meeting, held here on Tuesday, was co-chaired by Chairman Li Zhaoxing of the NPC Foreign Affairs Committee and Representative Joseph Crowley, chairman of the counterpart exchange mechanism in the House.     During the meeting, the Chinese side said that with growing common interests and greater opportunities of cooperation, China and the U.S. should further increase mutual trust and cooperation from strategic and long-term perspectives, respect and take care of each other's core interests, handle differences and sensitive issues with prudence, and ensure a healthy, stable growth of bilateral relationship.     The U.S. side reaffirmed the importance it has attached to the U.S.-China relationship and said that the House of Representatives will work to help the two countries tackle issues such as global financial crisis, climate change and energy safety through further exchanges and dialogues with NPC.     Both delegations agreed that the existing parliamentary exchange mechanism has become the most direct and effective platform for communications between the two sides and has played a positive role in deepening mutual understanding, building consensus and promoting cooperation.     The two sides also discussed the necessity for the two countries to strengthen coordination in macro economic and financial policies and how to cooperate in dealing with the climate change issue.     The Chinese side extended an invitation to the U.S. side on a visit to China in fall this year for the 11th meeting under the parliamentary exchange mechanism.

BEIJING, May 23 (Xinhua) -- China is strongly committed to a world without nuclear weapons, Gareth Evans, co-chair of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), told a press conference on the sidelines of the North-east Asia Regional Meeting of the ICNND here Saturday.     The regional meeting, which was held Friday and Saturday, allowed the ICNND to engage in intensive action with key nuclear experts providing insights on global and regional nuclear issues and challenges, including proliferation threats and the safe and secure management of the peaceful uses of nuclear energy.     Evans said, "There is a need to energize a very high-level global political debate on what remains very important risks and threats for the future of this world."     According to Evans, threats come from the existing nuclear weapons, new countries acquiring such weapons in the future, nuclear weapons and material falling into the hands of terrorists and non-state actors who have the intention and capability of causing catastrophic damage. It has been ratified by nearly all the members of the United Nations. The exceptions are India, Israel, and Pakistan which neither signed nor ratified the accord and have developed nuclear weapons. The DPRK ratified it but withdrew in 2003.     The ICNND is an independent global initiative established in 2008, supported by the governments of Australia and Japan. It is designed to re-energize the debate about the need for a nuclear weapons-free world and all the interrelated issues of nuclear disarmament, non-proliferation and the future of civil nuclear energy in the run up to the 2010 NPT Review Conference.
