SHANGHAI, Nov. 23 (Xinhua) -- Baosteel Group, China's leading steelmaker, announced on Monday its acquisition of 15 percent stake in Aquila Resources, an Australian iron ore and coal company.     The 286 million Australian dollar purchase (265 million U.S. dollars) has made Baosteel the second largest shareholder of Aquila, said the Chinese company based in Shanghai.     The transaction is an important strategy for Baosteel's overseas expansion by securing long-term supply of critical raw materials for its steel making business, said the company.     The deal will help the Australian company source low-cost financing from Chinese institutions to support its projects.     Tony Poli, executive chairman of Aquila said on the company website, "The company now looks forward to developing its relations with Baosteel to the mutual benefit of both companies."     The deal was approved on November 13 by China's top economic regulator, the National Development and Reform Commission (NDRC), and it was Baosteel's first large strategic investment in a foreign public company.     The two companies signed an agreement on the acquisition in August this year and got nod in October by Australia's Foreign Investment Review Board (FIRB), which limited Baosteel's stake in the Australian company to the utmost 19.9 percent.     Under the terms of the deal, Dai Zhihao, a vice president of Baosteel, will step in as a board member of the Australian coalminer.

BEIJING, Nov. 18 (Xinhua) -- Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, held talks here Wednesday afternoon with Kim Hyong-o, speaker of the National Assembly of the Republic of Korea (ROK).     Wu spoke highly of Sino-ROK relations and the positive role that the two legislatures have played in enhancing bilateral relations.     China attaches importance to its relationship with the ROK and both countries are of great influence in the region, he said, noting that development of the bilateral relations accord with the fundamental interests of the two peoples and is conducive to the regional peace, stability and development. COPENHAGEN, Dec. 11 (Xinhua) -- China on Friday urged the rich nations negotiating in the UN-led climate talks in Copenhagen to help seal a deal by delivering on their promises to cut carbon emissions and provide financial support to help developing nations adapt to global warming.The call comes as ministers arrive for the higher segment of the talks that are tasked with achieving goals to avoid irreversible change in climate that scientists warn could be disastrous to the Earth. China's Vice Foreign Minister He Yafei said he hoped for a "balanced outcome" of the UN climate change conference.     He was speaking at a press conference hours after a draft text for the Copenhage talks emerged. "The final document we're going to adopt needs to be taking into account the needs and aspirations of all countries," particularly the most vulnerable ones, he said.     Under the United Nations Framework Convention on Climate Change, developed nations are committed to quantified emission reduction targets and provision of support in financing, technology and capacity building to developing nations. The Chinese minister said climate change is "a matter of survival" for developing nations.     Developing nations are asking the rich nations to up their emissions reduction targets and financial pledges, saying they failed to fulfil their obligations under the convention.     The call for funding was partly answered earlier on Friday with European Union leaders pledging 2.4 billion euros (3.5 billion U.S. dollars) annually from 2010 to 2012 to help developing countries tackle global warming.     Swedish Prime Minister Fredrik Reinfeldt, whose country holds the rotating presidency of the 27-nation bloc, said in Brussels that the bloc has made satisfactory contributions to helping the poorest countries combat climate change.     Developing nations still view the pledge as a far cry from their needs.     The issue of financial support is "extremely important" as developing nations are "worst hit" by climate change, he said.     He questioned the "sincerity" of developed nations in their commitment as only short-term funding, such as a three-year target, was being proposed.     The key to the success of the Copenhagen talks is for developed countries to keep their promises, he said.     "I would urge all leaders from developed countries to keep their promises, to have the future of humanity in their minds, especially the large population out there in the developing world," he said.     He also said China has "a responsible and pragmatic vision" for tackling climate change and will do its share in the global combat against climate change.     China last month announced it would reduce the intensity of carbon emissions per unit of its GDP in 2020 by 40 to 45 percent against 2005 levels.     Responding to rich nations' concern over transparency of China's voluntary action, he said plans for action would go through China's own legal process and there would be a regime of monitoring, verification and statistical supervision domestically to ensure transparency.     "We're also willing to increase transparency by announcing the results of our action in reports coming out of China," he said.

BEIJING, Jan. 7 (Xinhua) -- The annual per capita GDP in Beijing was expected to top 10,000 U.S. dollars in 2009 as the national capital expected an over 9.5 percent economic growth for the same year, said an official with the municipal economic planning agency Thursday.     Beijing expected to rake in financial revenue totaling 202.7 billion yuan (about 29.8 billion U.S. dollars), up 10.3 percent year on year, said Zhang Gong, head of the Beijing Municipal Development and Reform Committee.     The income of urban and rural residents were estimated to rise by 9 percent and 12 percent respectively in 2009 compared to 2008 figures, said Zhang.     Government policies and investment had helped boost local industries amid the global downturn, Zhang said. The city's industrial added value was expected to grow by about 8 percent and the service sector by more than 10.5 percent in 2009, accounting for 73.5 percent of Beijing overall economic strength.     Beijing also strengthened infrastructure construction in 2009 to raise its capability for sustained development, Zhang said. The length of highways and track traffic lines in operation reached 884 kilometers and 228 kilometers respectively currently. The city still has 276.7 kilometers of track traffic line under construction, he said.     The annual per capita GDP in Beijing was more than 9,075 U.S. dollars in 2008 and the figure was 7,370 U.S. dollars in 2007.

Obama is going to decide on whether to grant a request by the top U.S. commander in Afghanistan, Stanley McChrystal, to send 40,000 more troops.     "I do believe it is important for us to stabilize Afghanistan, so that the people of Afghanistan can protect themselves, and they can also be a partner in reducing the power of those extremist networks," he said.     The U.S. president admitted that defeating al-Qaida is a difficult task and is not just a military exercise.     Obama flew into Shanghai from Singapore on Sunday night to kickoff his four-day visit to China, his first trip to the Asian country since taking office in January.     Later Monday, he will fly to Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.

STOCKHOLM, Oct. 28 (Xinhua) -- China's Geely Automobile on Wednesday have been confirmed as preferred bidder in the ongoing discussions concerning the possible sale of Volvo Car Corporation.     Ford said while it would be engaging in more detailed and focused negotiations with Geely, no final decisions have been made, reported the Swedish news agency TT.     Ford believes Geely has the potential to be a responsible future owner of Volvo and to take the business forward while preserving its core values and the independence of the Swedish brand. "We have no specific timeline to conclude the discussions," a statement of Ford was quoted as saying by TT.     It also pointed out that Ford would continue to cooperate with Volvo in several areas after a possible sale, Ford said it does not intend to retain a shareholding in Volvo.     "Ford's objective in our discussions with Geely is to secure an agreement that is in the best interests of all the parties," Lewis Booth, executive vice president and chief financial officer of Ford Motor Company, said in the statement.     "Any prospective sale would have to ensure that Volvo has the resources, including the capital investment, necessary to further strengthen the business and build its global franchise, while enabling Ford to continue to focus on and implement our core ONE Ford strategy," Booth added.     "Volvo's management team welcomes today's announcement as a positive step forward," Volvo CEO Stephen Odell said.     "At Volvo, we are continuing to keep our attention firmly fixed on engineering and building great Volvo cars, to reduce our cost base and to return the business to sustainable profitability at the earliest possible opportunity," he added.

BEIJING, Nov. 21 (Xinhua) -- An earthquake measuring 4.3 on the Richter Scale hit a border area between northwest China's Ningxia Hui Autonomous Region and the northern Inner Mongolia Autonomous Region Saturday afternoon, according to the China Earthquake Networks Center.     The epicenter was at 38.2 degrees north latitude and 106.6 degrees east longitude.     Xinhua reporters in Yinchuan, capital of Ningxia, said tremor was felt in the downtown area.     No casualties have been reported.
