ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.

BEIJING, March 14 (Xinhua) -- China will foster a number of globally competitive logistics companies by 2011, said a stimulus plan of the country's logistics industry released on the government website on Friday.     All departments and local governments are urged to make efforts to achieve the goal, according to the plan, issued by the State Council, or the cabinet.     It said local authorities should help logistics companies solve problems in their development, realize a 10-percent annual growth in their output and lower the proportion of logistics expenses in the country's GDP.     The cabinet said in a notice that the country's logistics industry was affected by the unfolding global financial crisis. The stimulus plan was designated not only to promote its industrial upgrade but support development of other industries, expand consumption and increase employment.     As a composite service industry, logistics, comprising transport, storage, information industries and freight agencies, is an important part of national economy, said the plan.     The cabinet has rolled out support plans for ten industries including steel, auto and textile, targeting industrial growth, as well as restructuring and upgrading.

BEIJING, April 11 (Xinhua) -- China's foreign exchange reserves rose 16 percent year-on-year to 1.9537 trillion U.S. dollars by the end of March, said the People's Bank of China on Saturday.     It represents an increase of 7.7 billion dollars for the first quarter, but the increase was 146.2 billion dollars lower than the same period of last year.     Outstanding foreign currency loans stood at 235.2 billion U.S. dollars by the end of March, down 11.7 percent year on year.     In the first quarter, foreign currency loans dropped by 8.5 billion U.S. dollars. The decline was 57.3 billion U.S. dollars heavier over the same period of last year.     In March, foreign currency loans rose by 4.3 billion U.S. dollars. The increase was 6.4 billion U.S. dollars lower than the same period of last year.     Meanwhile, outstanding foreign currency deposits rose 28.9 percent, or 7.5 billion U.S. dollars, to 200.3 billion U.S. dollars in the first quarter. The increase was 13 billion U.S. dollars higher over the same period of last year.     In March alone, foreign currency deposits rose by 3.3 billion U.S. dollars. The increase was 1.8 billion U.S. dollars higher over the same month in 2008.     Analysts said the smaller growth of foreign exchange reserves in the first quarter was related with changes in the value of non-U.S.-dollar assets and money flows under the capital account.     In March alone, the foreign exchange reserves rose by 41.7 billion U.S. dollars. The increase was 6.7 billion U.S. dollars higher than the corresponding period of last year.     The country's foreign exchange reserves reduced to 1.914 trillion U.S. dollars at the end of January and 1.912 trillion U.S. dollars at the end of February.     "Changes of foreign exchange reserves in the first quarter were mainly driven by non-U.S.-dollar assets' volatile fluctuation," said Liu Yuhui, an economist with Chinese Academy of Social Sciences (CASS).     During the first quarter, especially the first two months, non-dollar foreign currencies dropped heavily against the U.S. dollar, leaving about 40 percent of the country's non-dollar assets depreciated.     Meanwhile, the country's trade surplus had reduced during the first quarter due to a weakening external demand.     Exports fell 17.5 percent in January, 25.7 percent in February and 17.1 percent in March. In February, trade surplus plummeted by34.3 billion U.S. dollars to 4.8 billion.     "The 7.7-billion-dollar increase in foreign exchange reserves for the first quarter showed the country's economy still depends heavily on external demand," said Mei Xinyu, an economist with the Ministry of Commerce (MOC).     Yuan Gangming, a researcher with the CASS, said the smaller increase in foreign exchange reserves might also be caused by capital flight.     Official statistics show during the first two months, the actually-utilized foreign direct investment dropped by 26.2 percent.     A large proportion of the country's foreign exchange reserves are invested in U.S. treasuries and notes. Last month, the U.S. Federal Reserve announced a plan to buy up to 300 billion U.S. dollars in long-term treasuries. That added to worries in the value stability of the country's foreign exchange reserves.     Mei said the slower growth in foreign exchange reserves could be conducive to the national economic security because less capital would be exposed to devaluation risks.     "The top priority should be to keep the value of foreign exchange reserves stable," said Yuan. He suggested relevant authorities should keep a close eye on flows of foreign reserves and prevent a similar capital flight that happened after the Asian financial crisis.

BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought. 

RIYADH, Feb. 10 (Xinhua) -- Chinese President Hu Jintao met Saudi Arabian King Abdullah bin Abdul-Aziz here Tuesday on deepening the two countries' friendship and cooperation.     Hu arrived here earlier in the day at the start of his "journey of friendship and cooperation" to Saudi Arabia and four African countries.     In a written statement issued upon his arrival, Hu said he would exchange views with the king on China-Saudi Arabia ties and global and regional issues of common concern, including ways of addressing the international financial crisis.     Since China and Saudi Arabia established diplomatic ties in 1990, bilateral relations have developed steadily, with increasing exchange of visits at different levels and expanding cooperation in various sectors. BEIJING, March 12 (Xinhua) -- Overseas Chinese say they are pleased with the economic stimulus measures discussed at China's two top political conferences and think the proposals will provide a good road map for the future.     The two conferences, known as the "two sessions," are the Second Session of the 11th National People's Congress (NPC), which was to end Friday, and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), which closed Thursday.     Speaking of Premier Wen Jiabao's work report to the NPC, overseas Chinese in the Czech Republic said they are confident for the future development of their homeland.     Ni Jian, chairman of the Czech Council for the Promotion of Peaceful Reunification of China, together with others, said they were pleased as Wen said in his speech that China "must not slacken efforts" to promote its exports amid a sharp decline in external demand.     Wen said "We will continue to diversify our export markets and compete on quality, enhance traditional export markets, and energetically open up new markets," adding the government is to take a series of measures to relieve the difficulties of exporters.     Ni said the proposed measures lighten the way for Chinese business people abroad.     Hu Zhiheng, a Wenzhou businessman in Italy, said he was most impressed by Wen's remarks that the government will make efforts to "ensure steady growth in foreign trade."     As a matter of fact, China had already adopted a series of measures before the two sessions that included such things as raising export rebates, loosening credit, and abolishing or cutting customs tariffs, he said.     The overseas Chinese were mostly concerned with the economic policies released at the two sessions and how the government will be responding to the global financial crisis in order to maintain stable development, Luo Yuhong, chief editor of Capital News in Belgium, told Xinhua.     Lu Chengrui, head of the U.S. Shandong Association, said he holds high expectations for the two conferences, and hopes all of the plans can be implemented.     Zhan Aixia, head of the New York Beijing Association, said after reading the government work report that she expects her country to develop a stronger economy and intensify cultural exchanges with the United States.     In addition, Chinese students in Japan, Belgium and Italy also kept a close eye on China's development.     In Belgium, student Chen Fang said she was especially interested in issues concerning employment as she planned a career in China after graduation.     Wu Changbo and Chen Yao in Italy described Wen's work report as China's commitment to the world amid the economic crisis.     In the face of great challenges and difficulties, China still pledged an 8 percent economic growth, which they said has showcased the confidence of the country.     Wen's statement that put a priority on the employment of college students and the advancing of education were inspiring, they said, adding that they wish they could use the knowledge they have acquired abroad to serve the motherland after graduation.     Li Guangzhe, chief of the Chinese students' association in Japan, told Xinhua that the group cares most China's ongoing process of building a harmonious society and the role it plays in the world platform.     Li said he found the answers to those questions in the premier's work report.     The confidence delivered in Wen's report will give impetus to the development of the whole world and demonstrates that China is a responsible global power, he added.
